PROPOSAL :
People Determination Act : Champagne-Ardenne, Franche-Comté

Noting : that the People determination act lets people have their right to democracy,
Noting : that Champagne-Ardenne and Franche-Comté are de jure territories of metropolitan Franceali
Knowing : that Esceen has taken both provinces to « make the border look nicer »

HEREBY

Creates:  a GULAG referendum for Champagne-Ardenne and Franche-comté ( region of which the majority are ethnically Francealian) in which there shall be two stages.
STAGE ONE : A vote on whether Champagne-Ardenne and Franche-Comté shall be under Esceen Control. If 6 endorsements are achieved, the second stage is achieved. If Six condemnations are achieved, both provinces remains under Esceen control.
STAGE TWO :  If 6 endorsements are achieved, Champagne-Ardenne and Franche-Comté becomes under Franceali administration. If 6 condemnations are achieved, both provinces becomes it's own independent country, a NPC controlled by the WA Delegate that is neutral during one month.

ENDORSED, but I have to ask:
What about the other two regions Esceen seized, Alsace-Lorraine? Which, might I add, was a crucial catalyst in many historical conflicts, including Nazi Germany's invasion of France.

As you say, It was a cause of many wars, that is why I have not added it to the proposal. It's time for Elsaß-Lothringen to be at peace.
