Please elaborate on exactly how the Chair possesses power? This resolution only provides Soviet Asian States with moderator abilities, similar and not exceeding the powers of any ordinary forum moderator. The Chair possesses no ability to sway the votes of any member, so where exactly is this "power"?

I remind you that Soviet Asian States can still be held accountable to his actions because the other members can, at any time, propose a resolution expressing no confidence in the Chair and demanding a replacement.

The power to restrict access to gulag for an amount of time, that is power.

SUEZ CANAL TREATY
1. Complete control over the Suez and Sinai is given to Xarcan.
2. NZ Trade Administration (composed of representatives from all active nations) keeps control of the Panama Canal.
3. Xarcan can build a wall to separate them from Shahak.
4. All Shahaki forces in the Sinai and the Suez withdraw.
5. No hostile actions shall be taken between members of "THE COALITION" and "SHAHAK AND HIS ALLIES" for one week.
6. A special economic zone is established by Xarcan within 20 kilometers from the Suez Canal on either side.
7. The Suez Port Authority is established by Xarcan to administer the canal.
8. A flat toll of $2,000,000 is charged per nation per year to maintain the canal and the Port Authority.
9. The Suez Port Authority's goal is to be independent of current world affiars and therefore allow any type of ship, regardless of the ships origin and purpose, to pass through the canal.
