Official stance on freedom of expression: Freedom of Expression in the LCM is not guarenteed through the Constitution. As with most "Rights" the freedom to express is situational and should be noted that the government by no means protects those who wish to test the boundaries by supporting or promoting anything that may be seen as an illegal act.
Official stance on the freedom to protest: Civilians in the LCM are not guarenteed the right to protest whenever or wherever they like. In order to organize and set forth a protest containing 3 or more persons must require a permit authorized by the Provinve Overseer or a higher government official.
Official stance on the death penalty: The death penalty is legal to use in the LCM and is supported by the government for a more heinous crime offender, though life imprisonment or more secretive methods are usually favored for those who have committed especially terrible crimes as seen fit by a judge, council member, or The Emperor.
Official stance on torture: Torture is by no means endorsed by the LCM, though beatings are a common "on the spot" punishment for convicts who have offended once again while held in captivity in a Monitored City. Area 15 officials have denied the use of torture or testing on any such subject's. In fact Area 15 and government officials have denied any such confinement of any prisoner within Area 15 facilities, though others may speculate otherwise.

All people have a right to protest as long as it is none-violent and does not cause mass disruption

Official stance on the death penalty:

A national referendum is used to authorize the death penalty on an individual basis which can only be carried out if-
1) The defendant has been tried by jury and found guilty
2) The defendant if incarcerated would never be released and the judge deems crimes serious enough to recommend the death penalty
3) A re-investigation has taken place by a different group of experts than originally investigated the case
4) The defendant is retried in front of the supreme court and is still found guilty and the supreme court still votes to recommend the death penalty
5) The head of state authorities the use of referendum
The referendum must have at least 40% of the population take part and have a pro-death vote of 75% or more. The defendant will have a choice between firing squad or hanging.
Due to the process and the liberal nature of Ironian citizens only war criminals and sickining mass murderers are ever given the death penalty.

Urgh - apoligies - long day. Above 50 - 50 being your civil rights score. Should be above 50 which you are, and which is the average. I'll correct that.
As an editor I seam to spend an awful lot of thyme going threw issues and checking that they're no oblivious errars. Its a tough job but someone's got too do it!
