1. That all military contributions be limited to:

a. No more than 1 of a class of carrier for each nation.
b. No more than 2 c of battlecruiser/cruiser or arsenal ship
c. No more than 4 of amphibious ship, LHD, etc.
d. No more than 4 escort vessels each.
e. No more than 3 submarines.
f. No more than 1 army division each.
g. No more than 1 Air Force Wing total in aircraft.
f. No more than enough to equip a division's worth of military equipment contributions.

2. That each Region that has a Union base in it should have a fast response command unit also attached there which will be responsible for organizing responses to crises.

3. This will enable each crisis to have a player lead response to it.

4. Recommendation for crisis assistance form.
