The Nocturnal Assembly [French: L'Assemblée Nocturne | German: Die Nächtliche Versammlung | Latin: Nocturnas Dicantur Coetu | Spanish: La Asamblea Nocturna] is a multinational assembly and treaty organization designed to provide a forum of dialogue and discussion between the participatory states of the region of Nocturnalya and the associative observer states from extant regions. It was established fait accompli through the sovereign will of the organizing parties through the mediation of the Treatise of Assembly Doctrine and Procedures on Sunday, June 7^th, 2015 CE. Its first formal seated session is scheduled to begin with the Summer Session of the Nocturnal Assembly on Monday, June 29^th, 2015 in Nocturnal, the capital of Imperium Nocturnalya.

The Assembly is designed in two parts: a general symposium comprised of the seated representatives of the member-states and of the observer states who have elected to place honorary representation in the body politic, and a non-permanent central council whose purpose is to both guide and arbitrate matters of concern or dispute between two or more members of the Assembly. Ostensibly created as a democratic institution for the purposes of leadership and organization, the Nocturnal Assembly espouses no direct political ideology, nor does it present any legal case to adjudicate favoritism over one ideological doctrine over another. On the contrary, it serves as a neutral forum for discussion between states whose formal diplomatic channels may be negligible.

To prevent the general breakdown of order, both within the confines of the Assembly forum and within the structure of regional geopolitical affairs, the Central Committee of the Nocturnal Assembly shall be chosen with the intent to preserve nominal diplomatic channels between those states whose natural channels of communication may have been rendered closed due to doctrinal differences in the administration of socioeconomic policies or questions over philosophies of governance. The power to adjudicate over internal disputes between the various member-states of the Nocturnal Assembly, including the censure or petition to eject those states whose grievous violation of standing protocol warrant such a measure is divested to the Central Committee.

The official rules and procedures of the Nocturnal Assembly are hereby codified in the Treatise of Assembly Doctrine and Procedures, the official Constitutional charter and treatise that governs the actions of the organization, including the procedure for admitting new members and conducting official affairs. Ratified on Sunday, June 7^th, 2015 by the initial sponsors of the Nocturnal Assembly, the document provides the framework for continued evolution and discussion on the growing mandate of the organization, and to provide the means to help chart the progression of its ideals and its purpose through regional affairs for the foreseeable future. By submitting an application to petition for membership, all participants agree to abide by the Treatise rules.

Section I. The Nocturnal Assembly
A. The Nocturnal Assembly is to be comprised of individual representatives from member and observer states according to the methods prescribed herein. Each representative of a member-state, to be appointed through means dictated within the individual states, shall be entitled to the power of one vote, commiserate with all other member-state delegations.

No member-state's voting power shall exceed any other member-state. This mandate shall not apply to the prospective member-states who await official endorsement, or observer states that retain no voting privileges.

B. Prospective applicants who seek member-state status in the Nocturnal Assembly must receive at least two endorsements and pass a period of internal review before acceptance may be granted. Member-states will have a period of no more than seven days to air grievances before the general body of member-states over possible applicant states. If no objection is raised in the interim review period, the applicant nation is considered a full and vested member-state, with all the rights and privileges guaranteed thereto.

The terms of this rider shall be applied when five member-states have been consecrated into the body politic. Before said time, the member-states of the Nocturnal Assembly are to be compiled on an ad hoc basis.

C. Observer states may not hold voting privileges on the floor of the Nocturnal Assembly, nor may they hold a position of power on the Central Committee. The Nocturnal Assembly, designed in principle to help mediate over the affairs of Nocturnalya, shall see its power divested only in the ranking member-states.

Observer states may petition the Nocturnal Assembly with the endorsement of a ranking member-state, or with the permission of a seated member of the Central Committee for a redress of grievances.

D. Member and observer states to the Nocturnal Assembly may be ejected through the means prescribed herein, in accordance with the spirit of this organization. Through the endorsement for Articles of Ejection to be drafted by a member-state against another member-state, the general body of seated states will discuss and review the case presented by the plaintiff state for a period of five days. At the conclusion of this period, a general vote shall be held: a two-thirds majority of the current seated members of the Nocturnal Assembly at the time of the commencement of the vote is required to pass the Articles of Ejection. Should said motion pass, the ejected nation may petition for an appeal to the Central Committee for a redress of their grievances. A unanimous vote by the Central Committee is required to overturn summary ejection.

If a motion to eject a member-state by a ranking member of the Nocturnal Assembly is deemed frivolous or unmerited by a unanimous vote of the Central Committee, a Central Committee member may indefinitely suspend the ejection process.
Any act of aggression, economically or militarily against one or more member-states of the Nocturnal Assembly by a ranking member or observer state shall serve as grounds for summary censure and/or ejection by the Central Committee.

E. The individual ranking members of the Nocturnal Assembly shall be entrusted with the fair and equitable administration of authority while participating in the Assembly. It shall be vested in the Central Committee to censure the vote of a member-state who violates the spirit of the Nocturnal Assembly, or who fails to participate with the body politic in accordance with the principles of admission.

A unanimous vote of the Central Committee is required to censure the vote of a member-state.
To remove a censure, an aggrieved member-state must petition the Central Committee for a redress of grievances in order to sort out the offenses which were deemed worth of a motion to censure. A unanimous vote is needed to remove such a condition of voting status from a member-state. Otherwise, no vote shall be permitted from that delegation.

Section II. The Central Committee
A. There shall be three official seats retained for prosecution as Central Committee chairs at all times during the dispensation of official Assembly affairs. The election of Central Committee chairs shall be carried out according to a method prescribed herein.

The Central Committee of the Nocturnal Assembly shall not be forged until five member-states have been added to the coalition of willing participants in the Nocturnal Assembly, at which time this provision shall become binding.

B. The three member-states elected to the Central Committee shall serve for a term of three-months, coinciding with one of four appointed sessions of the Nocturnal Assembly. It shall be the responsibility of the general electorate of the Nocturnal Assembly to nominate potential candidates and vote on the ascension of member-states to the Central Committee at the end of each general session.

A general session cannot end until three incoming Central Committee members have been elected. The outgoing Central Committee members may indefinitely continue a general session until this condition has been met.
No nation may serve for more than three months at a time as a member of the Central Committee, unless an incoming Committee cannot be appointed in the prescribed method as addressed hitherto.

C. Certain executive powers shall be divested to the members of the Central Committee in order to maintain effective administration of the Nocturnal Assembly. These powers include the authority to suspend voting on resolutions due to a conflict of interest with the rules and procedures of the Assembly, the privilege of censuring member-states or observers for a failure to abide by the rules and protocols of the Assembly, and the hearing of petitions, grievances or appeals from member-states.

Any ruling made by the Central Committee must be passed with a unanimous vote, regardless of the issue at hand or the nature of a resolution which seeks the Committee's clarification before proceeding to a vote.
The method through which the Central Committee shall hear petitions or appeals shall be prescribed according to a unanimous consensus of the current seated members of the Committee on a case-by-case basis.

Section III. The Operational Procedure
A. The Nocturnal Assembly shall meet no less than four times a year for a general session of the member and observer states belonging to the organization. These sessions shall last for no less than one week, and shall be arranged at the Summer and Winter Solstices and the Autumn and Spring Equinoxes.

The Central Committee of the Nocturnal Assembly may call with a unanimous vote an ad hoc or an emergency session of the ranking member-states to discuss matters of critical importance.

B. Each session, which may be extended at the discretion of the Central Committee, shall be spent discussing submitted resolutions, debating issues and mediating disputes. The intervening period between sessions is to be reserved for the submission of prospective resolutions to the Central Committee by nominating member-states to determine their validity under the rules and procedures of this Treatise.

C. The Central Committee will present all items queued for discussion or attention during each session of the Nocturnal Assembly. Items shall be addressed in order of their queuing, and the session shall not close until all items have been addressed. For each item queued, a discussion period shall commence until such time that a member-state motions to bring an item to the floor for a general vote.

To successfully pass a resolution, a two-thirds majority of the current ranking member-states of the Nocturnal Assembly present at the commencement of the vote must approve via a written vote acquiescing to the terms of a resolution.
To rescind the queuing of a resolution approved for voting by the Central Committee between sessions, a ranking member-state may motion for a vote on tabling a prospective resolution, requiring a two-thirds majority to pass.
Once a resolution has been queued, no amendments or riders to the resolution may be added.

D. Once all items in queue have been successfully concluded, the nomination process for the incoming Central Committee shall be instituted. The outgoing Central Committee members shall be responsible for the successful prosecution of the nomination and voting process.

Legal candidates to be promoted to the Central Committee must receive at least two nominations from the seated member-states of the Nocturnal Assembly; a state may extend a nomination to no more than two states, and cannot nominate themselves.
If only three viable nominees are presented during the nomination process, then the three nominated member-states shall automatically inherit a position on the Central Committee. If more than three nominees are present, the Central Committee shall oversee a voting period whereby the individual member-states may cast a single ballot ranking the nominees in order of preference. The three nominees with the highest total votes will be promoted to the Central Committee.

E. A member-state of the Central Committee's term ends at the conclusion of a scheduled general session of the Nocturnal Assembly, which concludes with the successful election of a new incoming Central Committee. Outgoing member-states of the Central Committee may not serve as Central Committee members again until after the incoming Committee has served its three-month term.

In the event that the total membership of the Nocturnal Assembly precludes a non-consecutive appointment to the Central Committee in the event of a resignation by a seated Committee member before their term has expired, the Committee may appoint an outgoing Committee member to fill the void until such time that a new representative can be elected.

Section IV. Resolutions
A. Any member-state of the Nocturnal Assembly may propose a general resolution to the floor of the organization. Resolution forms include, but are not limited to, Assembly resolutions, amendments to the Treatise, or the motion to draft Articles of Ejection against another member or observer state.

All resolutions proposed by a member-state must be vetted for its legality by the Central Committee before being added to the queue for discussion at the next general assembly.
A member-state may petition the Central Committee for the convening of an ad hoc or emergency session of the Nocturnal Assembly when presenting their resolution to the Committee for vetting; Articles of Ejection resolutions shall mandate an emergency session automatically, whilst all other petitions must receive a unanimous vote for approval.

B. All general resolutions proposed by the member-states of the Nocturnal Assembly must adhere to the governing criteria proposed herein. No resolution passed by the Nocturnal Assembly can be applied to non-members of the organization, and no resolution may circumvent the sovereignty of a member-state's domestic government without their written consent.

This is the official application portal for the Nocturnal Assembly, both for prospective member-states and for those nations who wish to apply for observer status. Applications are reviewed as they are received in queue, and are judged on a case-by-case basis. Incomplete applications are summarily rejected and returned to the applying state for rectification. Once corrections have been made, the applicant state may resubmit their application for consideration. Nations whose applications are rejected on grounds other than incomplete status may reapply once every six months. An official explanation for the rejection of an application may be requested via official wire from the Nocturnal Assembly Admissions Council upon official government request.

Official Communiqué to the Nocturnal Assembly
From the desk of HIH Empress Cinya Adelada Iocyr on behalf of and as the sovereign of all nations and peoples of the Auroyan Commonwealth

It is historically the spirit of our peoples to seek cooperation rather than conflict on the international stage; it is acknowledged that there is more we can do for ourselves by cooperation than we can do solitarily. It is trade and cooperation in the spirit of goodwill that have built this realm into its glorious present shape and this lesson is not forgotten in the modern day.

Therefore, the Auroyan Confederative Commonwealth, that is, the super-state which comprises within itself the remnants of the Auroyan Empire and its colonies, comprising of the Greater Auroyan Imperial Federation, the Union of Ospravia, the Commonwealth of Kyrcia and the Commonwealth of Iria, should wish to become a full member of the Nocturnal Assembly, representing all four realms within it, so that these goals may be furthered and made easier, for the benefit of our peoples and others.

Therefore, please find attached our application to become a full member of the Noctural Assembly.
