Everywhere, Where Right and Glory Leads, the Official Motto of the Nocturnal Assembly
The Assembly is designed in two parts: a general symposium comprised of the seated representatives of the member-states and of the observer states who have elected to place honorary representation in the body politic, and a non-permanent central council whose purpose is to both guide and arbitrate matters of concern or dispute between two or more members of the Assembly. Ostensibly created as a democratic institution for the purposes of leadership and organization, the Nocturnal Assembly espouses no direct political ideology, nor does it present any legal case to adjudicate favoritism over one ideological doctrine over another. On the contrary, it serves as a neutral forum for discussion between states whose formal diplomatic channels may be negligible.
To prevent the general breakdown of order, both within the confines of the Assembly forum and within the structure of regional geopolitical affairs, the Central Committee of the Nocturnal Assembly shall be chosen with the intent to preserve nominal diplomatic channels between those states whose natural channels of communication may have been rendered closed due to doctrinal differences in the administration of socioeconomic policies or questions over philosophies of governance. The power to adjudicate over internal disputes between the various member-states of the Nocturnal Assembly, including the censure or petition to eject those states whose grievous violation of standing protocol warrant such a measure is divested to the Central Committee.

This organization is designed to serve as a forum for discussion, mediation and negotiation for the States of Nocturnalya.
Member-states of the organization, observers to the organization, and international visitors are permitted in the Assembly.
However, all parties, members or not, are obliged to observe the standing rules and procedures of conduct while visiting.
