As opposed to having one person who can be corrupted even more easily running things? Democracy is flawed, because humans are. But it's far less flawed than dictatorship. And power does corrupt.

And who picks the technocracy? They could get corrupt and not nominate the best people for the job.

Computers would grade the exams. There would be several boards of examiners, who formulate all the different exams.
