Probably one of the most populated cities in Ontorisa, Ellasjors, nicknamed the Quiet Town, has seen an enormous population growth. Even though it boasts an enormous population of about 106 Million people, what Ellasjors did to earn its nickname was being located in the Hemaukli Valley, a beautiful natural landmark of the Pellijas Province.

Ellasjors, the urban and suburban parts of the city, are similar to the design of other Ontorisan cities, a fast moving rail system, residential buildings, stadiums, malls, office buildings and residential buildings. It's the Hemaukli Valley and its heritage dating back to the 1950's that makes Ellasjors so popular, especially with retirees and veterans, since the scenery is so peaceful.

Room 1608 is fully equipped with touch-screen boards, projectors, a touch screen table that can be turned on and off, automatic blinds, automatic darkening windows (both inside and outside) as well as LED lights on the ceiling. The Aumiakesial Memorial Building overlooks a good portion of the business district of Ellasjors as well as a bit of the valley that Ellasjors is located in.

A former 2nd Lieutenant in the ORSV, Keamsai Sekarhe began his political career shortly after he had served his conscription years in the ORSV. A member of the Ontorisan Conservative Party, Sekarhe has been a key element in the Conservative Party's fight to secure the power vacuum that had been left following the dissolution of the Ontorisan Fascist Party.

President Robert Nikolev and a large Bratislavian delegate had just arrived at the international airport in Ellasjors. President Nikolev hoped to gather wider support among the IFC in the Karateplar Crisis, as negotiations regarding the crisis had stalled in recent weeks. It was essential for the President that the IFC would present a united position on the crisis, and show a much needed act of unity. Talks would also extend to issues regarding external affairs of the IFC and internal reform. Tensions had increased within the IFC regarding proposed reform and what the Bratislavian side labelled as "ill-conceived goals" of some fellow IFC members. Several black armored Mercedes S-Class cars were already at site to carry the Bratislavian President and his delegation. The security detail was also much larger than usual. Around 15 cars in total, not including the escorting police, would comprise of the President's motorcade.

She had been asked to attend this one herself. As the first Avirani delegation to an I.F.C Summit, the Department of State Affairs thought it pertinent for her to go, and to make a gesture of good will. Overall, the Avirani President; Vivian Barrish, didn't know what to expect. She'd heard from the country's delegation to the I.F.C, that things had been tense as of late-and Barrish hoped that whatever it might've been that exhausted their Ambassador, would not be present at this summit.

"Do you have the briefing ready, when the podium is turned to me I want to give the report immediately. There's no time to waste here." Barrish said to her Briefer, Adam Rasmon.

"Yes ma'm it's all been forwarded to the summit room."

"Good, I hope this summit goes well, the last thing I need is the room to fall apart in arguments. State sent me here to get things done Adam, let's hope that's what these other Delegations are here for too."

Adam nodded. As the motorcade pulled up to the front entrance to the Memorial Building, flashes of cameras and questions could be heard. Barrish tapped on the glass of her window, signaling she was ready to exit the car. The door opened, and Barrish turned to the crowed of journalists.

"I'd like to make a brief statement; as the first democratically elected President in the history of my country, I know what it is to fight for democracy, and the principles it holds are hard won. The individuals within this building have gathered here today to prove to God and country, that Democracy, or their principles are alive and well. We may not all be equals in the realm of freedom in representation, but I assure you there are no greater equals in diplomatic weight; than those gathered here today. I thank the Coalition, and my State Department, for the ability to come here today, and more than anything, I look forward to rolling up my sleeves, and deriving a plan that works not only for our coalition government, but for the good of all of our people. Thank you, and may this be a successful summit."

Barrish then shook a few hands, and walked into the building.

Taking the elevator up she sighed; "Dominus opem iter ante nos videre, intelligere trevails post viam, et in causa sustinere posset. Amen".

The door pinged to the conference floor, and after finding her seat, she sat down and quietly waited for the other Delegates to arrive.

Provincial Premier Keamsai Sekarhe was still screened when entering the Aumiakesial Memorial Building, heavily armed Political Guard and Ellasjors Policemen both patting him down and making him walk through a metal detector. It was simple security measurements, since huge political events like the IFC Summit would definitely attract the attention of the FSAI. When Sekarhe thought about this, he thought back to the 2003 Ellajors International Diplomatic & Communications Building Bombing, and shuddered. That was a low moment.

He stood at the security checkpoint, a camouflaged Political Guardsman, with an MP7 hanging from his strap around him, checked Sekarhe and his staff's identification passes. Looking up to judge the faces, the guard nodded to Sekarhe before waving him through.

"Good luck at the summit Premier," The guard quickly said before waving on another group of people.

Arriving at the clear glass elevator, Sekarhe and his six other staff members, arrived inside of it. It was a quiet ride up to the sixteenth floor, but no one wanted to talk, it was a very unnerving situation.

SCENE: INBOUND FLIGHT #1632

Larry Williams was sitting at his desk in the rear of the aircraft going over the latest information form several procedures and bills that were being passed through the Parliament as the aircraft was beginning it's primary descent to the host nation the IFC's conference. He was sick of all the paperwork that he had to deal with but it made it a lot easier when the computer can now read it all back to him and he didn't have to worry about his eyes getting tired from all the damned reading. He felt the plane tip to the left as it began it's turn to whatever runway the local aviation authority directed them to. In the cargo aircraft that landed fifteen minutes ago were the official transportation convoy of the Imperial Family. His personal limousine, two guard SUV's and four AT-01b Mongooses.
The Mongooses were to be driven by members of the Imperial Police Forces while the two SUV's were driven by IPF operatives but also had two members from Company C of the Marine Corps SCS Project as passengers. Company C, otherwise known as the Imperial Guard, were the best of the best from the SCS Project, they were battle hardened and chosen specifically to protect members of the Imperial Family as well as high profile members of the Government. As the newly purchased HC-182 Vigilliner from Halcyon Arms was approaching the territorial Airspace of The Reunified Dominion of Ontorisa, the pilot began to fiddle with the radio.
"Imperial Flight Sixteen Thirty Two to Ontorisan Air Traffic Control, we are inbound on a vector of Five Two Three mark Six Nine One," he stated into the microphone. "Please advise on what runway to land at over?"

An integral member of the IFC since its conception, with roots stretching back to the old days of the IFA, César Emilio felt a swelling in his heart as he emerged into the crisp, invigorating air of Ellasjors. Having witnessed the growth of this coalition, he knew of all the toil that had led to this moment, when change and reinvention permeated the minds of each delegate in attendance. Days of conflict had produced this ever-optimistic attempt for compromise, and he saw it as his sacred duty to advance the good of each member and the beloved IFC itself, though in truth, or so he knew above else, they were one and the same. As the government car sent for him pulled up, he exhaled calmly and embarked on the last leg of the journey, accompanied only by two guards and an attendant. He had specifically requested a small delegation, as he wished to keep the matter personal, a public gesture of comfort and familiarity with his fellow representatives.

Ryan Caldwell yawned as the Leopard II diplomatic jet came in for landing. The 39-year-old man was West Aurelia's delegate to the IFC, and he was arriving for the Fifth IFC Summit, hosted by Ontorisa in the city of Ellasjors. He looked out of the window and saw the sprawling Ellasjors Domestic & International Airport down below. The jet touched down and taxied to a hangar in the back. Caldwell stood up and stretched, grabbing his briefcase. A Diplomatic Security Service (DSS) agent took his hand luggage and followed him out of the plane. He walked down the steps onto the tarmac, where a black sedan was waiting for him. He got in along with the agent. Another agent, who was already in the driver's seat, started up the engine and headed off.

The car arrived in front of the Aumiakesial Memorial Building where the summit was to be held. After it had been checked by security, it sped to the designated parking area for the delegates. The driver got out and opened the door for Caldwell. The diplomat stepped out and thanked the driver. Looking up at the towering skyscraper, he smiled and walked in.

The Citation X touched down at the airport taxiing to a stop, the ladder truck had pulled up, and Carroll Caomh was now departing the plane, attempting to mentally prepare herself for this coming Summit. It had been a trying term to be sure. Between the petty infighting and threats from abroad, as Prime Minister of the IFC, Carroll sometimes found it hard to deal with all of it. She recalled some of the advice that her predecessor, Prime Minister Seward had given her, but noting was like the actual experience, and trying to hold this alliance together was sometimes a significant challenge.

It was all about ego and opinion. Everyone thought they knew best, and that their opinion alone was the one and only correct one. She'd seen it back home within the House of Lords, but here it seemed to be elevated to a world of its own. The price of freedom was diversity, and it seemed that few people understood that diversity meant an increasingly differing degree of opinion. It wouldn't be so bad if the arguments were on whether or not to go to war, but every day it seemed that the arguments were over what colour the drapes should be, or the all important "what do we get out of it?" self-serving derailments that came from the fear of change, the fear of something new, the fear of the unknown, and the fear of commitment. Unlike some of her peers, Carroll was not one to seek the spotlight, to be the center of attention. She had always been one to see leadership as service, not command, and therefore a humble heart and hard-work would result in more success than the smooth talk and empty promises of a politician. She only wished others could see things from her point of view. A world where work wasn't done for personal glory, but for the benefit of others, but she was a jaded optimist, not quite a cynic, and knew that this was almost an impossibility, though she would still strive to show her peers this view regardless of the likelihood that they would not see it.

She took a deep breath, and descended the stairs, several aides following her in her wake. She had chosen to represent her nation at this summit, after her nation's Prime Minister found herself running back home from the threat of a militant anti-war organization. With the ongoing Monarchist Federation hosted in Aigéantir, the Prime Minister would have her hands full entertaining her guests, who had already shown to be self-serving like anyone else in the political sphere, but much more open and obnoxious about it, as there was no one to call them on it. Sometimes she wondered whether the problem was her. Maybe she was crazy to think that anyone could be selfless and that she was only deluding herself by believing this. Oh well, it didn't matter. Soon she would be in another summit room, hearing the same rehashed arguments for or against a certain view, and hoping that some compromise could be reached. Ahead of her, some of the Ontorisian staff were guiding Carroll and her aides to a waiting car. They piled in, and once what little luggage they had brought, was packed, the car moved off to the Aumiakesial Memorial Building. She'd instructed one of her aides to deal with the luggage, while she would go on ahead and get straight to the Summit. As she looked out the window at the Ontorisian cityscape, seeing a nation that her own country had aided in a recent uprising, she couldn't help but think how everyone was just someone else's pawn in this great endless cycle of power and politics. If only everyone could set aside their own selfish desires and fears, they might actually do some good for once.

But even with all her negativity towards politics, Carroll still found herself always strangely drawn back in. A smile crossed her face as she thought about what she would say if she could say what she thought to her peers. Yes, I'm still too worried about my image. If I were to start speaking my mind a bit more, perhaps I might get through to them. She chuckled as she realized, what's the worst they could do? Not vote for me?

The car passed through the security check without a problem, and she gave a farewell to the one aide who departed for the hotel. Meanwhile she and her remaining aide continued on to room 1608 at the Aumiakesial Memorial Building. Upon entering the room, she asked her aide to grab her a coffee, and Carroll moved forward to take her seat.

As Larry departed the plane the Marines who landed to secure the location for the transfer to the Limousine saluted him. He returned their salute and broke it just before he reached the door to the limo. He looked out the window at the city as the limo made it's way through to the summit. Looking at the various buildings, he enjoyed the advanced architectural design of some of the buildings as well as the simplicity of others. Such a mix is hard to accomplish and make a cohesive city but they pulled it off well here. The limo paused only once as it reached the security checkpoint and the convoy was allowed through to the building.
As Larry stepped out of the limo, he made his way in through the front doors of the building and nodded at the staff as he walked towards the elevator. Only pausing momentarily for one of the SCS Marines to push the button to call the elevator to the ground floor and then entering it with three from his entourage in tow. Others went out to the vehicles and followed them as they went into the parking structure. Of his entourage that followed him into the elevator was the Minister of Foreign Affairs, Kennith G. Terrance, the Shazbotdom Ambassador to the IFC, Timmothy Moorston, and a single member of the SCS Marine C Company, SSgt. Gregory T. Hampson.
The entourage exited the elevator on the floor specified by the directory as the meeting room for the Summit and walked down the hall to the room. The SCS Marine opened up the door for the three delegates and they walked through one at a time, in reverse order of importance to the Empire. First to enter was Timmothy, second to enter was Kennith and the last one to enter was Larry Williams. The SCS Marine then followed behind them and stood in a corner of the room maintain the safety of the Supreme Emperor.
As Larry sat down, he nodded to the fellow representatives in the room as his two advisers sat down along the wall. "Good Evening, Ladies and Gentlemen," Larry stated to the assembled Delegates. "It is good to meet you all, finally. Let me introduce myself, I am the Supreme Emperor of Shazbotdom, Larry Williams."

Supreme Chancellor Carl Tobin stepped off the boarding stairs connecting the forward aircraft doors of the government Ebonheart 782-9G airliner to the tarmac below, wiggling his toes a little to strain the tiredness in his legs out. It had been a long flight; a total of 9 hours, with no time for stops. CPAC-AJ/17 jet fighters had escorted the 76 metre long plane for most of the way, being constantly refuelled by a single CKCC-9 tanker aircraft. With the conflict in Atlas still raging on and the Chancellor adopting a more hostile position towards either side, his safety was now imperative to the stability of the Federal Republic and indeed the world, possessing the advantage of holding significant influence over leaders on both sides. Now, through a combination of threats and carefully coordinated diplomacy, he said secured a cease-fire that seems to be lasting. An achievement which would way heavily on his chances of being re-elected next year, he though.

An entourage of military officers and diplomats followed close behind, all trying to be seen with one of the most influential individuals in the world. Leading the horde was Eben Davies; the Minister for Defence of the International Freedom Coalition and the Carlossian representative at the IFC Council in Musrum, Bratislav, General Régulo Moran; Minister for Defence of Carloso and Chief of the General Staff of the Carlossian Armed Forces, and also George Spalding; former Supreme Chancellor and long-time friend of the Bratislavian nation and people.

Security personnel had cordoned off the area to prevent any would-be assassination attempts, enforced by members of Forcat MID and Carloso's highly secretive intelligence service branch; the Office of National Intelligence (ONI). With little time for chat, the Chancellor stepped into his awaiting armoured Mercedes-Benz W222 car, followed by Davies, Moran and Spalding. As soon as the car of the engine started, the sirens of police motorcycles blared into life, the bikes beginning the long drive towards the Aumiakesial Memorial Building, armoured Mercedes-Benz GL-Class and Hummer H2 sports utility vehicles following close behind. The entire motorcade drove out the main entrance of Ellasjors Domestic & International Airport, heading into the heart of the Ontorisan city of Ellasjors.

The Supreme Chancellor sighed heavily as he watched the spiralling peaks of the various skyscrapers go by through the bullet proof glass of his car, towering cranes rising to meet the glass and steel structures in what looked like an ever changing and developing metropolis; not too dissimilar to New Carlingford back home. --Le WIP Section cause this part is just liek gud fuk chat between de bois---

The car rolled to a stop outside the main entrance of the Aumiakesial Memorial Building, the armed chauffeur cutting the engine. Secruity staff surrounded the vehicle and opened the door to let the Chancellor out. A frenzied horde of journalists and other representatives of the media shambled towards Carl, letting out a barrage of camera flashes and questions. The security personnel did their best to shove the crowd out of the way to let the Chancellor get to the front entrance of the building where he would be greeted by Keamsai Sekarhe, the Ontorisan Provincial Premier. A burly ONI agent, disguised as a journalist for an inconspicuous Carlossian newspaper, opened the door to the building. The rest of the delegation filed in behind Tobin, and, just like that, the noise from the crowd of journalists ceased, replaced by the rhythms of some smooth jazz tunes. The Chancellor turned to Moran, breaking into a smile, "A Cane Flute Man classic"

The G650ER touched down at the airport and the minister of Foregin Affairs Dr. Pierre Joseph stepped out while accompaynied by Minister of Defense Kuvira Beifong. The Dirigeant had been annoyed lately with progress in the IFC and decided he much rather stay home or visit a nation or alliance more worth his time. Pierre and Kuvira knew it would be bicker between the Bratislav delegation and someone else, while Flardania ignores the bickering.

The Dirigeant sent Pierre and Kuvira not just because they cover foregin policy and defense but also they have no experience with anyone there so they do not need to hold back their views and opinions. Kuvira and Pierre had some small talk as the motorcade drove through town and even discuss Flardania's Baptism of Fire and World Cup Chances.

The car passed through the security check with a breeze, the two walked out and towards the building while surronded by media. The two of them answered FBC questions and then went inside. The two arrived at room 1608 at the Aumiakesial Memorial Building and took their seats.

If it had previously been an enormous compliment to the Coalition that Ausitoria had condescended to send a politician to the Fourth Summit, the return to form - turquoise noticeably absent - was the most dramatic signal of the Foreign Policy Office's new estimation of current affairs in the Coalition. Most of the delegation coming to Ontorisa had come for the view from further up the valley. But of course Lord Geoffrey Archer was at the table, having 'accidentally' allowed a book titled 'The Final Triumph of Liberal Democracy' to spill out from his briefcase onto the table.

For the elephant in the room was the argument, between, as a high-powered memo from the Foreign Secretary had put it, 'totalitarian anarchy' and 'the civilization of the majority'. Trying to run an alliance without a government would be a failure - that anybody would argue against that point was severely depressing to the Ausitorian establishment - and so the Ausitorian government had reluctantly seized upon the Zunkwentania-Novo Wagondia solution, to leave behind those fools who wanted to be left behind.

The Council, of course, was winning the argument; hands down: and Lord Geoffrey Archer blessed the Foreign Policy Office's stunning forethought in the first clause of Resolution 56, seizing for the majority the power to interpret legislation. Ausitoria would brook no dictatorship except that of the majority, for lots of people could be trusted far better than any individuals.

And so, shielding himself behind lots of people, Geoffrey had chosen a seat at the very end of the table. And if the Elephant in the room turned up... the Elephant tank, as Lord Geoffrey Archer knew well, was an Ausitorian tank that had been much slower than the Archer tank.

The room was watched by two ORSV soldiers. They were dressed in their ceremonial uniform, with Lee Enfield Mk. IV bolt action rifles over their soldiers. As they stood there, a ding could be heard in the distance. Without missing a beat, the two soldiers snapped to attention as Provincial Premier Keamsai Sekarhe walked into the room. Holding their rifles at their side, the two saluted the premier as he walked into the room.

Glancing around the room, Sekarhe made eye contact with every delegate that had arrived. Turning to the soldiers, he saluted both of them before continuing to the podium to give his address. He felt a bit nervous, adjusting his white stripped blue tie as he made his way, his staff heading to the desk behind to the front of the main table.

Arriving at the front, Sekarhe looked around in anticipation of his address.

"Tervitus, Welcome to Ellasjors, Ontorisa. For those who do not know, my name is Keamsai Sekarhe, the Provincial Premier of the Pellijas Province. On behalf of the people of Ontorisa, I hereby welcome you to the summit." Sekarhe nodded, almost encouraging himself to open up. "It has been a difficult time for Ontorisa, with the recent deposition of Tologar Fernitris, the former Head Senator who attempted to turn Ontorisa into another dictatorship. However, we have recovered and have become stronger than ever before. I hereby welcome you to the Fifth International Freedom Coalition Summit. Before we get started, I do believe that we have some new faces among ourselves. Feel free to get to know your fellow delegates, in the mean time I need to meet quickly with Head Senator Kalamier for interior business."

Sekarhe nodded to the group again before exiting the room and heading down the hallway.

After arriving at the appointed facility, Mr. Emilio quietly made his way to room 1608, and, upon seeing his compatriots around the table, promptly found his place and set down his supplies. As his aide and guards moved chairs to sit against the wall, he took a deep breath and straightened his suit, calmly adjusting his tie and looking through the window at the beautiful hills of Ellasjors. A quick glance around the room caught the eye of Lord Archer, and the Wagain representative strolled to the table's end, extending a hand in warm salutations.

"It's always a pressure, your lordship. Your work to promote the council is admirable, and I look forward to cooperating with you in securing an effective and well organized bureaucracy. Godspeed.".

The Empire of Allied Connurist States had only recently joined the International Freedom Coalition and as such had missed out on the supposed tense atmosphere that had been present within the IFC as of late. Mr Green was not sure whether missing out on such a thing was to be good or bad. He wasn’t a fan of conflict by any means but knowledge of any past events could help him with understanding other member states and just things in general. It would be good if tensions and attitudes at this summit were back to normal though.

Green had an uneventful flight and trip getting to the summit here in Ontorisa. He had marked the country down in his little notebook on his list of nations and places visited that he enjoyed to keep. Ontorisa, or Ellasjors to be more accurate, didn’t seem to be particularly special. The airport was a very nice place, and had that odd sort of vibe about it that nearly all airports had. It was that almost incommunicable thing that made it part social club ; part shopping centre and part something else entirely. The city seemed decidedly average based upon the short glances he made but that was not something he would judge. After all, literally nothing made the cities of Empire Bay, Willisville or Pearsonville special back home.

Mr Green entered room 1608 and took a swift look at everyone else who had arrived. He knew not a single soul. Not that he had expected to... oh well. At least he got paid handsomely for this job. He wondered how long this whole affair would take as he sat down in his assigned seat. It was comfortable, and that was good.

Barrish walked up to who she now knew as the Chief of Staff to the Prime Minister, and the Speaker. She breathed in slightly.

"Good morning, Mr. Emilio, Mr. Speaker." her voice was a mixture of French, Spanish, and slight English. A truly interesting mixture.

"I hope your flights in were pleasant? I always seem to get caught in turbulence with these things." She smiled warmly. Her charm was undeniable, her humility, refreshing.

"I do pray we can get something done here. There are so many issues in need of addressing, wouldn't you say? I could only Imagine the immense pressure on our Prime Minister. Such a good women, and such pressing concerns." said Barrish concernedly, she saw the immense weight that Coamh seemed to have on her shoulders at all times. Barrish wondered if she could carry such a weight, and not collapse under the immense demand.

"If you'll excuse me gentlemen, I'll be right back." She walked over to the Prime Minister who was sipping coffee languidly.

"Ma'm, please excuse me if I'm too bold, I'm President Vivian Barrish of the United Kingdoms of Aviran, I serve as Ambassador to this alliance. I couldn't help but notice that you seemed to be running low on coffee and looked a little flushed." She pulled a silk wrapped bag out of her suitcase and placed it on the table.

"These are Avirani Decadence, a deep chocolate filled with a special creme made only in Aviran. I always carry a bag with me when I travel, picks my spirits right up when I'm down." She smiled and placed a hand on the Prime Minister's shoulder.

"Now you help yourselves to those, and let's get you some more coffee." Barrish said as she poured the dark liquid from the sterling pot.

"You're a young lady Madame Prime Minister." she whispered consolingly; "A young lady with her whole life to live. Don't let the weight of such incredible civil service, break you. You are strong, you are mighty, and you can do this. Remember, I am always here to talk to you, as a friend, whenever you should need. My door is always open, hmm?" She patted the Prime Minister's shoulder once more, smiled and then departed for the halls.

Lord Geoffrey Archer had just had time to nod his thanks to Mr. Emilio, before Barrish flittered in and out of the conversation, reminding his Lordship of a peculiar type of fluffy bird found in the Amraja which sort of disassembled itself into a flash of feathers and bounced around the jungle like the absent Turqoise Foreign Secretary. Barrish was also somewhat like the ephemeral wraith which was rumoured to have followed the Old Emperor around before his disappearance. And the Emperor had also been rather like a wraith. And then Barrish bounced off quietly, to see the Prime Minister.

It reminded him of the conclusion he had discussed during a psycology option at University - all of the most powerful people were slightly like wraiths from beyond the violet void: omnipresent and omniscient. It was a general style always suited to gathering and disseminating knowledge; and he knew how to be a wraith too.

But at the moment, he was a pillar of the community.

"Thank you, Mr. Emilio. Your support so far has been much appreciated - although -" here he paused, eavesdropping on the Prime Minister's conversation, and wondering why nobody had thought of chocolate diplomacy before now - "more votes from your delegate would be suitable to demonstrate the power of the Council. What with the Secretary General contesting that power of the Council at every turn." Barrish was whispering, evidently from a nation intending great things...

As the Supreme Chancellor Tobin began to approach Lord Archer, his Chief of Staff, General Moran, caught up to him, visibly out of breath and shaken. He slapped a computer tablet into the Supreme Chancellor's hand. The screen displayed the Carlossian Broadcasting Corporation's website; the news ticker filing across the page caused the Chancellor's eyebrow to rise slightly before he let out a heavy sigh. "BREAKING NEWS: TERRORIST ATTACKS REPORTED ACROSS CARLOSO", the ticker read. He swiped his finger upwards on the screen, revealing information on the attacks: attack on a Rhino supermarket, Farfact Medical Centre, New Belfast, Fort Cashel; the list went on.

"At least 40 are dead, sir." the General whispered as they walked so as to not let the others hear. "The Metropolitan Fire Arms Command have that department store on Ariesen Street under siege."

Tobin nodded setting the device into Moran's hands. He looked around the room, fixing his eyes on Keamsai Sekarhe before gesturing towards him to come over.

Carroll watched Ms. Barrish, the refreshingly positive representative from the United Kingdom of Aviran, leave, wondering how the woman had picked up on her stress. Probably her face. Carroll unfortunately had a poor poker face, which gave away her true feelings too often. It was nice that Ms. Barrish had approached her, and the chocolates were excellent. She'd have to get a box to send home to her parents! But realizing that this was not the time or place to pout, and being a spiritual woman, she prayed a quick apology for her self-centered moping, and vowed to do all she could to get back to her old, cheerful, optimistic, selfless viewpoint of the world.

She stood up to walk over and greet some of her peers and Cabinet Members, only to catch Mr. Tobin in conversation with his chief of staff. The man looked like he was doing his best to keep a straight face, but clearly something was wrong. She watched him give something to his chief of staff, Mr. Tobin gestured to Mr. Sekarhe. Though she did not want to appear as if she was listening in, she carefully moved around the room to a position within listening distance, unsure whether the potential concern was one that affected the IFC, and indirectly her own nation.

Ousal Eskaue, Chief Councillor of the Pellijas Provincial Government, looked up from her note taking on the current guests. As she looked around, she could see New Carlosonian Supreme Chancellor Tobin, motioning at the group. Setting her tablet on the seat behind her, Eskaue stood up and made her way over. Tobin was probably motioning for a currently absent Sekarhe, away for a brief Skype call with Head Senator Kalamier, however, Eskaue was probably just as effective as Sekarhe would have been.

Approaching the Supreme Chancellor, Eskaue could feel a bit of pressure, since screwing this up could, well, not get the message across clearly. Regardless, she was still going to speak to the New Carolosonian representative and whatever he wanted Sekarhe.

"Yes Supreme Chancellor?" Eskaue asked politely in English, almost titling her head at the question. "Can I get you anything? Water? Soft Drinks? Juice?"

The Supreme Chancellor let out a deep sigh of relief as he saw Ousal Eskaue approaching. "No, no. I don't need water but thank you for asking. However, I just got word that there has been a series of terrorist attacks back in Carloso, a very worrying development indeed. Please, I need you to oranganise a press conference as soon as possible. I'd advise you step up security around here a bit as w--"

Tobin was cut off my Moran, who was now tapping incessantly at his shoulder. The Chancellor turned around, drawing his eyes towards the tablet the General was once again flashing. "Bomb attack in Hallowell? For Christ sake..."

"As I was saying, I need a press conference organised for me as soon as physically possible. Do you understand?"

"I agree that we must hold on our first order of business, and coordinate a defense strategy first, after a press conference. It is the duty of this coalition to stand in strong support of our free brethren from across the world, and it is my understanding that several IFC nations have been attacked. And I do believe the security around this facility should be increased, if we shouldn't be moved to a more secure location altogether. I don't believe we should let this keep us from the substantive debate we originally had planned, but this tragedy must be dealt with swiftly.".

Eskaue looked over at Moran, Tobin then Emilio before looking back at Tobin and nodding. She wasn't sure if the press conference would be approved of, but she could only think of the Tetorosburg bombings that had taken place just two years ago and how that went over.

"I'll see what I can do, no promises though," Eskaue spoke quickly and politely, stepping back and exiting the room.
