"Welcome: good of you to join us. A memo on the decisions reached has been sent to the council; but to simplify it, we concluded that an observer and ambassador should follow customary definitions, both be able to speak in the council, and the latter perhaps vote on some issues affecting them. All outstanding questions were referred to the Council.

We are now discussing the nature of operating and funding the Blue Cross. I am myself not convinced about exclusive partnerships with conglomerates - Ausitoria has always favoured the free market. I would also recommend funding be kept open: from each according to his ability. Will we require legislation on the subject?"

Legislation regarding the adoption of a Blue Cross Cabinet member will be brought forward to the Council, once we are reconvened. As for legislation on funding, it is my hope that the legislation regarding this would have some input from the Blue Cross Cabinet minister before it is brought forward to council. Could I get a confirmation from our previous Speaker about the status of Resolution 42, which creates a military equipment standards committee, and a foreign affairs committee? My understanding is that this resolution has not been discussed or passed.

I will confirm that we will have a resolution on the funding of the Blue Cross, which will be debated in Council, however I expect the time frame will be after the creation of a Blue Cross Cabinet representative resolution has been passed, Resolution 42 has come to the floor, and after some feedback on funding and donations has been given by the new cabinet minister of the Blue Cross, which will be included within the Resolution on Blue Cross Funding. I know this may seem to some an unnecessary process, but I want to encourage new Cabinet members to take an active and hands-on role, especially involving newer initiatives."

"Resolution 42 has been discussed and was indeed voted on when the delegation from Elemental North was in charge, and clearly passed 2-0 with one abstention. That is at least the decision of our continuing Speaker. The Ausitorian delegation will also schedule time for further discussion on ambassadorial voting rights after we have steered the preliminary Blue Cross legislation through the Council."

"I do not believe this would be a problem." Carroll paused. "We are dealing with a new initiative that has never been implemented before. I do not feel that asking the Secretary of Defense to over see this new aspect of the IFC would be appropriate, and he already has the deployment and command of the RRF to deal with. I also do not believe that the Prime Minister should directly oversee the Blue Cross' development, but someone, who has a strong interest in humanitarian aid is needed to help kick start this venture into the right direction, and oversee the deployment and use of Blue Cross resources in a way that best benefits its recipients. It should not create bureaucracy, but an insurance that Blue Cross resources are being used fairly, and properly, which I believe is what IFC members would expect of any of their donations." Carroll hoped it didn't sound too testy, but she knew that there would be some hurdles that the IFC would have to jump, and that included the fear of bureaucratic inefficiency. In reality this was a way to ensure that Blue Cross didn't fizzle from the start, by ensuring strong leadership was at the helm from the beginning, and that someone would nurture its development into a significant and meaningful way to bring hope to others.

Carroll, seeing that it was about time to end the discussion, approached the podium, and waited till the drone of conversation had subsided. "I would like to thank my fellow delegates of New Carloso, Valdiu, and New Chilokver for their support in this new endeavor." She paused, gathering her thoughts for an address to the Summit as part of the concluding remarks. "Today we have made significant progress, we have discussed the roles of observers to the IFC, who signify a personal pledge of interest from their own nations, as well as the role of ambassadors from other organizations, wishing to open communications with us in pursuit of better relations. We had conversations on the logistics of management, donations, and pledges of support to the Blue Cross. I believe that we will be walking out of here with much to think about and even much more to do. I would like to close out this Summit, with my personal thanks to President Heather von Kandes and her amazing staff for hosting this Summit, here in Zunkwentania. I would also like to thank all delegates and representatives in attendance, as your input is valued, as you all have a stake in this alliance. I would now like to invite President von Kandes to provide a final address before we conclude this conference." Carroll moved away from the podium and sat down, leaving Heather von Kandes of Zunkwentania to make any closing statements.
