In the middle of the discussion, the Macbook on the Secretary of Foreign Affairs switched on suddenly, and Ian Whiteway's nervous face appeared on the screen.

"Good morning ladies and gentleman. Deep apologies for my lateness- I'm currently at the [url]UPA[/url] summit. Could I please have a refresher on what we have and are discussing?"

"Welcome: good of you to join us. A memo on the decisions reached has been sent to the council; but to simplify it, we concluded that an observer and ambassador should follow customary definitions, both be able to speak in the council, and the latter perhaps vote on some issues affecting them. All outstanding questions were referred to the Council.

We are now discussing the nature of operating and funding the Blue Cross. I am myself not convinced about exclusive partnerships with conglomerates - Ausitoria has always favoured the free market. I would also recommend funding be kept open: from each according to his ability. Will we require legislation on the subject?"

"I find the notion that ambassadors should be allowed to vote on certain issues ridiculous. They are advancing the interests of another organization, and not ours. Why should they be allowed to have an effect on our resolutions?"

"I would like to remind the delegates that the conversation on observers' and ambassadors' rights have finished. However, your objections on voting rights for ambassadors has been noted.

Legislation regarding the adoption of a Blue Cross Cabinet member will be brought forward to the Council, once we are reconvened. As for legislation on funding, it is my hope that the legislation regarding this would have some input from the Blue Cross Cabinet minister before it is brought forward to council. Could I get a confirmation from our previous Speaker about the status of Resolution 42, which creates a military equipment standards committee, and a foreign affairs committee? My understanding is that this resolution has not been discussed or passed.

I will confirm that we will have a resolution on the funding of the Blue Cross, which will be debated in Council, however I expect the time frame will be after the creation of a Blue Cross Cabinet representative resolution has been passed, Resolution 42 has come to the floor, and after some feedback on funding and donations has been given by the new cabinet minister of the Blue Cross, which will be included within the Resolution on Blue Cross Funding. I know this may seem to some an unnecessary process, but I want to encourage new Cabinet members to take an active and hands-on role, especially involving newer initiatives."

"This 'Blue Cross' would be the IFC's humanitarian aid department in a way, correct? Why not just include it as a sub-division of our RRF?" Whiteway paused only for breath before moving on. "And I must strongly disagree with the idea of creating a new cabinet position for this 'Blue Cross'. The more positions we create, the more unnecessary bureaucracy and inefficiency we create."

"I do not believe this would be a problem." Carroll paused. "We are dealing with a new initiative that has never been implemented before. I do not feel that asking the Secretary of Defense to over see this new aspect of the IFC would be appropriate, and he already has the deployment and command of the RRF to deal with. I also do not believe that the Prime Minister should directly oversee the Blue Cross' development, but someone, who has a strong interest in humanitarian aid is needed to help kick start this venture into the right direction, and oversee the deployment and use of Blue Cross resources in a way that best benefits its recipients. It should not create bureaucracy, but an insurance that Blue Cross resources are being used fairly, and properly, which I believe is what IFC members would expect of any of their donations." Carroll hoped it didn't sound too testy, but she knew that there would be some hurdles that the IFC would have to jump, and that included the fear of bureaucratic inefficiency. In reality this was a way to ensure that Blue Cross didn't fizzle from the start, by ensuring strong leadership was at the helm from the beginning, and that someone would nurture its development into a significant and meaningful way to bring hope to others.

"We would be willing to donate several dozen of our Stryker and GTK Boxer armoured personnel carriers to be converted into Blue Cross ambulances. We would also like to donate two Sikorsky Sea Stallion helicopters for air ambulances missions." Carl explained, glancing anxiously at his watch.

Thromright, making an executive decision that only he and a select few could make, whispered a few words into Tames' ear, who promptly stood up. "Following the Supreme Chancellor's statement," he said shakily, "Valdiu would happily finance the purchase of any additional medevac helicopters and ambulances to be added to the... theoretical Blue Cross force."

"I see. Well in that case, I am proud to announce that Chilokver will be sponsoring the Blue Cross. Should any funding be needed, you only need ask, Prime Minister", announced Whiteway.

Carroll, seeing that it was about time to end the discussion, approached the podium, and waited till the drone of conversation had subsided. "I would like to thank my fellow delegates of New Carloso, Valdiu, and New Chilokver for their support in this new endeavor." She paused, gathering her thoughts for an address to the Summit as part of the concluding remarks. "Today we have made significant progress, we have discussed the roles of observers to the IFC, who signify a personal pledge of interest from their own nations, as well as the role of ambassadors from other organizations, wishing to open communications with us in pursuit of better relations. We had conversations on the logistics of management, donations, and pledges of support to the Blue Cross. I believe that we will be walking out of here with much to think about and even much more to do. I would like to close out this Summit, with my personal thanks to President Heather von Kandes and her amazing staff for hosting this Summit, here in Zunkwentania. I would also like to thank all delegates and representatives in attendance, as your input is valued, as you all have a stake in this alliance. I would now like to invite President von Kandes to provide a final address before we conclude this conference." Carroll moved away from the podium and sat down, leaving Heather von Kandes of Zunkwentania to make any closing statements.

Clearly not ready, von Kandes shuffled her way to the podium. "First of all, I would like to thank you all for coming to this summit and visiting the beautiful city of Monswantel. I would like to express Zunkwentania's support for the Blue Cross; we shall provide emergency response vehicles, fuel, and drugs to the cause. Corporate sponsors would also help in this endeavor. Zunkwentania will remain committed to advancing the goals of the Coalition, and I wish to congratulate Mr. Cuomh on his recent ascension to power. Thank you all."

"Thank you," said Lord Geoffrey, standing, shaking hands with all the delegates, and then making his swift and graceful exit along with all the other delegates.

"Its been a pleasure to be in Monswantel Mrs. President. I hope to see you all again soon!" With that, Carl got out of his seat, shaking Geoffrey's, Kandes', Whiteway's, Cuomh's and then Nikolev's hand. He walked out the door followed by General Moran and Eben Davies.
