How the Assembly Works The Assembly is a democratic union whose various member nations propose resolutions that are simply recommendations of particular courses of action, or that are official opinions on matters, or that commend or condemn particular actions. The Assembly is free to take any sort of action its members lead it to. The Chancellor is the non-elected leader of the Assembly. The role of the Chancellor is to moderate discussions and ensure that order is kept. The Chancellor also have the ability to veto against a resolution, but they can only veto when an Assembly regulation is broken. Resolutions are voted on until 3 days have passed since their proposal (termed conclusion). Most actions of the Assembly require 50% plus one of the voting members (members who don't abstain and who specifically say YEA or NAY) to vote for it. Ejecting a member requires a two-thirds majority, or roughly 66% of votes, to pass.
Assembly Regulations
Nobody may manipulate a nation into voting for or against a resolution, proposing a resolution, or resigning from the Assembly.
Nobody who is under consideration of being removed from the Assembly may vote on their own removal.
Nobody may 'clog the court': submit too many proposals or submit the same one over and over again until it passes.
Filibuster, extending lengthy debates to prevent a proposal from going to vote, is strictly prohibited. The Chancellor is the final judge on filibustering, but may only exercise this power after at least twenty posts of debate.
The Preamble should be written as a set of lines that look like this (example): [blockquote]INQUIRING as to how to write a resolution, MAKING AN EXAMPLE so that people may know how to do so, WISHING that there be plenty of resolutions in the Assembly,[/blockquote]
The Text should be organized into Articles, which are titled and list various related Sections, which are not titled and which contain the actual operations. A Section should be one line.
