Actually yes, but not really, foreign policies as a whole falls to the highest decision making body which is the high council/sitting grand commander. All secretary/minister simply supervisor and enforce the decision made by Sacto.

Grand Commander is in charge of Defence. Founder's council, according to Treaty of Santiago, does only administering stuff in SACTO. Minister of FR has pretty big autonomy. But it is Grand Commander who is most important function currently.

What do you guys think of my nation? Our ideal, Worker's Socialism, incorporates elements of democracy, socialism, and a few communist ones. The election of our premier is a direct election by the citizens and not a group of individuals. There is workplace democracy where a 2/3 majority vote can result in new managers and stuff like that. It shuns Stalinism and anything else murderous and prison systems are a combo of "friendly" gulags and rehabilitation camps, friendly in the way you can get a reduced sentence by performing a little bit of manual labor. And, well, we don't outlaw fascism but most people don't have too good an opinion on it.
