OOC Thoughts:

First, we're not a government. We're not a nation. We're an intergovernmental organization. "Ministries" won't work for this. I've stripped the politics from the Minister-President, mostly.

We need to have key branches or divisions that handle various things (the ministries covered these) in order to support the congress. I'd like to suggest this as the primary draft (please add in your ideas, thoughts, concerns, tweaks etc.):


  1. Congressional Union: (Congress comprised of Member-Nations) MSUC (all other job functions as outlined in the charter remain).
    1. Overseen by the Council of Intelligent Species.
    2. Decides on the acceptance of new members.
    3. Decides on the barring of current members.
    4. Adopts the budget.
    5. Decides if a peacekeeping or humanitarian mission will be conducted (all recommendations come from the Security Council).
    6. Elects the Minister-President Secretary General.
    7. Appoints via vote the members of the Security Council (non-permanent positions)
    8. Each Member-Nation has one vote.
  2. Secretariat: (MSUS)
    1. Supports the other MSU bodies administratively (for example, in the organization of conferences, the writing of reports and studies and the preparation of the budget);
    2. Its chairperson – the MSU Secretary General – is elected by the Congressional Union for a one-year mandate and is the MSU's foremost representative. Duties are:
      1. shall act as the officer "in all meetings of the Congressional Union, of the Security Council, and of the Economic Council, and shall perform other functions as are entrusted to him by these organizations".
      2. is responsible for making an annual report to the Congressional Union as well as notifying the Security Council on matters which "in his opinion may threaten the maintenance of international peace and security".
      3. is highly dependent upon the support of the member states of the UN. "The Secretary-General would fail if he or she did not take careful account of the concerns of Member-Nations, but the Secretary-General must also uphold the values and moral authority of the MSU, and speak and act for peace, even at the risk, from time to time, of challenging or disagreeing with those same Member-Nations."
      4. has the right to place any dispute on the provisional agenda of the Security Council. However, he works mostly behind the scenes if the members of the council are unwilling to discuss a dispute. Most of his time is spent on good offices missions and mediation, sometimes at the request of deliberative organizations of the MSU, but also frequently on his own initiative. His function may be frustrated, replaced or supplemented by mediation efforts by the major powers. MSU peacekeeping missions are often closely linked to mediation (peacemaking).
  3. Security Council: (MSUSC)
    1. Responsible for the maintenance of international peace and security between Member-Nations. (Note: Member nations are permitted to war, according to charter, however both nations may turn to the MSU to settle disputes prior to the outbreak of war.)
    2. Has nine members: three permanent members with veto power and five elected members.
    3. Examines resolutions for peace and security with regard to MSU peacekeeping missions prior to resolutions going before Congress for vote.
    4. Conducts itself as outlined in Article V - Peacekeeping and the Ministry of Defence.
  4. Economic Council: MSUEC
    1. Overseen by the Council President (ECP).
    2. Responsible for co-operation between Member-Nation with regard to economic/trade matters, to ensure that trade is conducted fairly.
    3. Co-ordinates co-operation between the MSU's numerous specialized agencies.
    4. Regulates MSU spending, and produces MSU cost analysis to the Security Council prior to a resolution being brought before Congress.
  5. Philanthropic Council: MSUPC
    1. Overseen by the Council President (PCP).
    2. Responsible for humanitarian missions, such as providing medical ships to places devastated by natural disasters, or doctors and researchers to areas where vaccines or other medical needs are required, or a group that provides food and water during an emergency.
    3. Responsible for gathering nonperishable assets, training civilian personnel (first responders, medical personnel etc), educating populations in ways to mitigate risks, etc.
    4. Works in tandem with the Security Council when on missions.
  6. Arbiter and Court of Justice: MSUACJ
    1. Overseen by a Head Arbiter
    2. Hears disputes between Member-Nations and other nations that recognize its jurisdiction.
    3. Issues legal opinions.
    4. Investigates claims.
    5. Advises various organizations of the MSU with regard to charter interpretation.
    6. Works in tandem with the Council of Intelligent Species Representatives in order to render judgement.



What I've done:
Opened the "ministry" up so more people could be involved with things that interest them. Now we would have councils which means all the work isn't placed on a single person here. We have stop-checks which prevent one person (myself included) from taking the reigns and turning this into a dictatorship. I've added an Arbiter specifically because of issues that have come up in the past. I've given our humanitarian people their own council and better-formed the security council.

What about Intelligence and all that army stuff? Intelligence comes from you. Your nations. You keep the organization abreast. The burden of proof is on you. We aren't here to spy on each other. We aren't a military organization.

We don't have to go with any of this. Your input would be appreciated. If this seems reasonable as it is, let me know and I'll submit it to Congress IC for approval. It means we'll need to tweak the charter.

Truth be told, Cer, I'm actually glad you won the position. I'm a good RPer (according to others, not trying to sound presumptuous), and I generally have a good eye for talent in other RPers, but organization is not my strong skill; I had Tyfis run because it was ICly what she'd do. That said, I do hope to do well in my current position as Anthro Head, and help the newer players with RP'ing.

I missed the eclipse but there was some fantastic footage of it on the news.


Does anyone want to post anything in the IC before tomorrow night? If not, I'll wrap up the election and move us towards the celebration tomorrow evening.
