Having spent a rather productive afternoon while sneaking in some browser game goodness in the office, Minh left the task at hand to her aide - Nguyễn An Trúc, who had gladly accepted and taken over from her previous work. Stepping out of the office and donning her coat, the young woman headed off into the Meeting Chamber of the IFC, noting the freshly painted symbol of the Coalition shining proudly as it proclaimed the building as a place of democracy, tolerance, and freedom.

Her desk wasn't too hard to find, although she did notice several unfamilar delegates that were from either newly accepted countries or from the former Western Coalition. She smiled inwardly, counting it as a good sign and that Providence had a hand in this. She grabbed a mug of fresh coffee, set it on the desk, and took a seat before steepling her hands and observing the daily goings on.

I then realized I was rambling and apologized. "Forgive me I do ramble on occasion."



Seward's face grew concerned on hearing this news; he really should have asked about this earlier.

"Actually, we should be the ones apologizing for not looking into this matter before now. In fact, forget the Court, we should be informing the Council of this immediately. What assistance would you require from us?"

Noticing the gathering of newer delegates, he also introduced himself to them:

"oh and welcome to all everyone else who has just arrived, I'm Alexander Seward of the Valaran Empire, and currently foreign minister. If you have any questions feel free to ask. We aren't debating anything officially as of now, though given the information I've just heard, we probably should be."

Minh happily drank some of her coffee before setting down the mug and watching as Delegate Seward of the Valaran Empire met up with the new members. Noting the small cliques already forming, she got up from her seat and walked up to a few, offering greetings as sincerely as she could. "Bienvenue à la Coalition International de la Liberté." keeping her face rather serious, she turned to the Valaran spokesman. "Salutations, Delegate Seward."

"Ah my apologies delegate Minh, I didn't see you there. How have you been, since uh" he blushed slightly "last night? I hope the celebration party was good, though I was unfortunately 'indisposed' and could not go."

" I am glad to hear that then. And we should put in a recommendation for that at once! Though I doubt Ashford would agree, unless I managed to convince her of the pressing need for such 'diplomacy aids'." he said, winking.

"Oh honestly not much. There isn't any major piece of legislation and most of the members are still unused to the whole setup. We had a brief discussion about setting up a court, and I should definitely make a recommendation about us helping the Confederate States of America through their current crises. Do you have any suggestions?"

Ashford stepped out of her office, and seeing the delegates gathered in the coffee shop from the lobby, casually walked down the open staircase, whilst they were all babbling.

"Good morning Delegates. What exactly is it that we're discussing like a bunch of housewives down here?"

She glanced in Seward's direction.

"Alex." she said passingly with a sly smile.

"Alright ladies and gentlemen, I've heard your gaggling from my office, which one of you suggested the court?"

A lone hand shot up,

"And the other, from what was it? The Confederate States, who were having issues with terrorism?"

Another hand...

"I'll need to see you both in my office, floor 127, number EO1. As per the rest of you, be ready for a briefing later on this morning, coming now, we have work to do. I want a full run down of your countries ready to deliver in chambers by 11:00 am PST. I want security reports, demographies, current strife reports, inner-city snapshots of civilian life, percentile portfolios and political stability...everything, by the time we leave that briefing room, I want to feel like I not only know your nation inside and out, but have lived there for years. Do I make myself clear? Good. That is all. Let's get to work!"

She started off in the direction of her office with the Delegates, but looked back just long enough to say;

"Oh, and for all of you who are new to my Council Chambers, there is a very specific way I like them run, prime of which does not include gossiping like bored housewives in the lobby when there is work to be done...."

She looked at Seward as if he should have known better.

"....I'm Catherine Ashford, by the way. Prime Minister of the I.F.C-charmed to meet all of you....I'm sure."

And with that, she walked off with the Delegates she singled out, her black Vincente heels clicking on the marble floors.

He looked slightly guilty at her glance. "Well I was always more of a fan of the 'break them in gently' approach." he replied to her unspoken question.


He watched her go for a few moments, before catching himself and snapping back into the old routine:


"Right, you heard the President. here's the general layout for all new members:

Everyone gets a vote on legislation; its usually 48 hours, but if there are significant amendments it can be longer. You can have any reason for your vote, and can say or suggest anything about the law. A revote can also be called, but not on a whim.

Concerning any queries, problems, suggestions and issues you have, this is the Executive Council structure:

All international matters, wars you've gotten into, queries about interventions, and concerns about other alliances go through me, or my partner Junko Yamada from Flardania. I keep tabs on all major organisations so I'll usually know the problem there.

For defense and RRF matters you have Carl Tobin of New Carloso. Funding matters are a little harder since the position of treasurer is currently vacant until after elections. So if you want anything to do with that I'd suggest referring it to the specific department it relates to.

If you have a higher level concern about the nature of the alliance, a minister, or legislation, you'll want Ashford herself, though I'll also be happy to talk about it if you are unsure of anything.

If it is really that bad, and it has to be really bad, you go for the very top: the delegates from Bratislav and Gibberan.

We don't generally tolerate disruptions or digressions from the given tasks, though being my lenient self I'll allow a bit more leeway than most. Any questions?

Aside from just a force, perhaps aid to the displaced during the conflict is ideal." she turned and watched as Lady Catherine Ashford walked elsewhere with a group of delegates. "Truly,times are changing fast." She mused, a thoughtful expression on her face.

The Bratislavian Delegate walked into the chamber with a stack of files having just gotten off the phone with Senior Bratislavian Government Officials.

"Dear delegates, as the IFC becomes established we should start crafting a road map for our alliance. There are a few key issues that should be address by our alliance:

1) Our position towards United Left and members/applicants that have membership in the UL or other such alliances
2) Creation of a 'black list' of countries/alliances that are hostile or against the interests of the IFC
3) In coordination with New Carloso, the Defense Minister of the IFC, we should review the RRF roster and make sure it's up to date - we will also affirm the use and purpose of the RRF for all.
4) The possible creation of a Private Mercenary Company affiliated with the IFC but not directly sponsored/endorsed by the IFC. Such a Company could act to help friendly countries in wars/actions that don't merit use of the RRF.
5) Future Elections

Obviously any other issues can also be raised, but I believe these 5 to be the key ones we should tackle this week.

As Speaker of the Council and Prime Minister, Catherine Ashford of Elemental North, will lead discussions and possible resolutions in coordination with the leadership of the IFC (Bratislav and Gibberan). Mrs. Ashford has proven to be skilled legislator and dedicated members of the previous IFA and now IFC. Thank you for your time and long live the IFC!"

Amanda Werner got on the Plane 12 hours ago. The Pilot announced "Welcome to Bratislav" and the aircraft landed. She got out of the small plane and walked through the terminal. A Secret Service Agent escorted her to the Dodge Charger waiting for her in the parking lot. Minutes later she arrived at the IFC council HQ. She walked through the doors and went to an empty office. Amada picked up the 35 thousand Mark budget the Chancellor gave to her himself who knew that Amanda worked in style so he gave her the money to redecorate Amanda's new office. She called up some painters and made the walls a Navy Blue. She then put in a Georgia Oak Desk. She added some couches and a coffee table in the waiting room. She bought a Piano and put a picture of Dinsmark Square over it.

He smiled wistfully at her last remark "there are changing, though I cannot really tell if it for better or worse."

"I'll wait for Ashford to get back before we begin these properly, but I would also like to add a potential IFC space program, as suggested by the Veroxian government during the merger talks. Concenring the UL, I believe the current ban should be lifted for both them and the Axis as it was both outdated and filled with loopholes. But we should scrutinize any new applicants carefully if they are members of either, before accepting them. A blacklist could be useful, and an RRF review is due, considering the number of new members. Finally, a mercenary company sounds like a really good idea, though the practicalities or organizing one would be complicated to say the least."

Amanda got cozy in her new office when the phone rang. The looked at the ID it said Department of Defense. She answered quickly, it was the Secretary of Defense. He said "Hello how are you doing." She answered "Great! What is the problem." The Secretary Said "Wakanda" Waldrich and Wakanda have fought 2 wars. The Secretary Than Said "The Dictator-General of Wakanda declared War. I want you to ask the IFC council help us if we decide to fight back." She then Said "My Pleasure." and ended the call. She printed some documents to give to the reps"

Current Situation in Wakanda

Today the Dictator-General of Wakanda Declared war on us today. If we decide to Declare war we need help from the IFC nations. We only would ask for Weapons, Support, and a small amount of Foreign Soldiers. Seward, having been handed a copy, checked his phone. He then went swiftly to Amanda's office before knocking and entering.

"Hi, I'm foreign secretary Seward of the Valaran Empire. I just got word of your crisis and have notified my Prime Minister. I believe he is already offering support, along with the nation of Giliberafta. I hope this will be enough to halt any future aggression between your nations, though we are prepared to use our full military might to defend an ally."

Johnathan Dawes-Confederate Representative to the IFC-Musrum, Bratislav

I had made my way to floor 127 and searched for room number EO1. Pacing down the halls I found the office and let myself in. Carrying several folders in my right hand, I took two steps inside, stopped and announced myself to Catherine Ashford. "Missus Ashford, I am Johnathan Dawes of the Confederate States of America. And I have the information your have requested to be presented ma'am." I then seated myself and began to open the first cream colored folder. Begging her pardon as I did so. "I must apologize ma'am. The Confederacy has been hoping to contain the situation alone, but it does appear events are moving beyond control. And the recent foreign interventions have done nothing to solve the crisis, only to deepen it." I then pulled a map out of the folder, detailing the current situation of the territorial landscape for the Prime Minister.

"The grey in Georgia, Alabama and Mississippi is what is left of the Confederate States of America. Last month, it consisted of 18 states but now it is this small handful. The Light Green in North and South Carolina is what is now known as the Union of Carolina. They are in perhaps the worse situation dealing with a highly successful invasion from the Iverik Empire on one front, and the AUA Terrorist on the other. The Purple in Florida, Cuba and Puerto Rico is the Federal Caribbean States, and while both Russian and European forces have landed in their territory, neither have shown any hostility. "The first two pictures show the typical town now. Overcrowded and short on supplies but most still have basic utilities. However, with refugees coming in, tensions are high in these areas. The third photo shows the destruction to Confederate Infrastructure. The fourth and fifth pictures show the poverty in the suburbs and countryside, and worse, many utility faculties have stopped functioning due to terrorist attacks. And the last shows the current largest refugee camp in norther Georgia in the Appalachians. Last I heard there were more than 6,000 people here." I leaned back in my seat and then went on to finish with a brief explanation of the government situation.

"The Confederate government, as you can imagine, has been shaky in the last month. With the entire central government wiped out by a nuclear blast a month ago, Georgia, Alabama and Mississippi have had to reform it. And it is based in Atlanta. The current provisional President is Darius Graham. And we are still in the process of forming the Congress. So essentially, right now the Confederate Government is the President of the Congress, Darius Graham...without a Congress." Crossing my hands and leaning forward I began to explain further. "The Confederacy is just that, a Confederacy of sovereign states. Meaning that the secessions of the other states are not treasonous by our law, although they did occur under the worst possible circumstances. There is only one branch of the Federal Government, the Congress and the states hold most authority over their own matters. The Presidents formal title is President of the Congress, and he is head of the legislative branch which is the only branch of the central government. He serves a single six year term and under normal circumstances is regulated mostly to foreign affairs and moderating the Congress." Finishing the presentation I leaned back once more.

"So, Missus Ashford, I do hope I have presented our delicate situation to your expectations." I finished, awaiting her response.

I had made my way to floor 127 and searched for room number EO1. Pacing down the halls I found the office and let myself in. Carrying several folders in my right hand, I took two steps inside, stopped and announced myself to Catherine Ashford. "Missus Ashford, I am Johnathan Dawes of the Confederate States of America. And I have the information your have requested to be presented ma'am." I then seated myself and began to open the first cream colored folder. Begging her pardon as I did so. "I must apologize ma'am. The Confederacy has been hoping to contain the situation alone, but it does appear events are moving beyond control. And the recent foreign interventions have done nothing to solve the crisis, only to deepen it." I then pulled a map out of the folder, detailing the current situation of the territorial landscape for the Prime Minister.

Ashford waved her hands as she air-ushered the good delegate to one of the chairs in front of her desk.

She nodded through the Delegates very in depth presentation. After it was done, she got up, walked to the window closest to her desk, and peered out on to the skyline, her hands behind her back.

"I want you to do me a favor Delegate." Ashford said walking toward him and sitting on the corner of her desk.

"I want you to go and get the Defense and Foreign Ministers. After you are done there, I also want you to go to the floor above this one, fetch the Secretary Generals, use this code to get into the elevator..."

She wrote something down on a piece of paper and handed it to the Delegate.

"You're dismissed Delegate." she walked over to a side table to a whiskey decanter and poured herself a glass.

As the Delegate walked out of her office, she called back to him,

"Delegate, we will get you the assistant you need, come hell or high water."

She smiled, nodded her head in respect towards him, and waived him away.

There are radicals on both sides, as demonstrated by the 2005 Communist Rally and the 2007 Market Liberation movement. While we used to be unitedly republican, we are now united in our hatred. We are, on a more cheery note, a first world country with top notch healthcare and a booming economy. The main parties are the Social Democrats, Progressive Conservative, Green Left, Communists, Socialists, and the Democrats. The GDP per capita is NS$32,000, and there are barely any homeless people, as we provide free and low cost housing. There are more numbers and statistics in the Manila envelope. It is apparent that if things continue like this there is a major risk that your country becomes a failed state and total government collapse precipitates something greater. We believe that is is crucial that a stable, central government be secured in your confederation to ensure a continuous system of governance which can represent your state and spur some sort of national unity against the invaders. This capital area must be very secure and while unorthodox for a Confederate State, it must take Federal Solutions to solve the crisis to some extent. It is in our interest the stability and full liberation of your country, have you considered requesting RRF support?"

Ashford, after sending the last Delegate out to go on his quest, motioned the other one in. After listening to his presentation, she folded her hands, leaned forward and looked at him.

"Sounds like you have a very interesting history, and are recovering quite nicely. I'd like monthly reports on these so called 'radical' political groups, and make sure your country's leadership stays in close contact with this office. I'll look over that folder and send you a memo on the contents soon. For now, that is all Delegate. You're dismissed, have a good evening."

She waived at the Delegate to leave her office, as she picked up the folder and began to put on her glasses to read the reports within.

As one Delegate walked out, she called the next one in.

"Next, please!"

At the right opportunity the Bratislavian delegate made a short statement,

"Has New Carloso, our Defense Minister, been at all active? We have reason to believe that the RRF may be called into action soon, and we need our DF active. Furthermore, it is imperative that we fully confirm the RRF Roster, so that we are fully ready. However, all that can't be done without the fully cooperation of the Defense Minister. He must be contacted."

Ashford poked her head out of her office-looking for Delegates, shrugged her shoulders finding none, when she saw the Sec. Gen. speaking to her from across the hall.

"I saw him a few days ago, but not since. Do you want me to send him a memo?"
