I dunno. Everywhere. Apparently, legally, you have to be 13 or over.

According to Children's Online Privacy Protection Act (COPPA, 1998)

Under Sec. 1302, a child is defined as under 13 years of age.
Under Sec. 1303, Subsection B, they

require the operator of any website or online service directed to children that collects personal information from children or the operator of a website or online service that has actual knowledge that it is collecting personal information from a child—

to obtain verifiable parental consent for the collection, use, or disclosure of personal information from children;

This site does not collect any personal information other than an email address, which is optional, from it's users. Therefore it does not violate the Verifiable Parental Consent clause of the COPA.
