OOC: It seems all monarchies, constitutional and absolute, are allowed if that is what you are asking. If you mean otherwise, judging as the alliance is IC I think the nation should at least declare itself a monarchy. For instance North Korea today may be a de-facto monarchy, but it doesn't call itself that and it certainly wouldn't join, or attempt to knowing how popular it is, an alliance clearly stated to be for monarchy nations.
