It was simply unbelievable, a political analyst had just told them the Axis was losing to newer and seemingly more organized alliances in terms of efficiency and relevancy. President Erin Terten, as one of the founders of the alliance, ought to fix the main problem of the alliance, which was disorganization and apparent lack of active participation by showing that the Axis powers could be more united and more organized in a summit which he calls as "meeting" because he thinks calling the meeting as a "summit" would make the Axis sound like a mere talk shop between nations). He forcibly called several officials which he simply calls "maids", mostly the staff he considered was least important to him, the foreign ministry. The foreign ministress though, was exempted and was able to gain Terten's favor to act as the "vice hostess of the meeting".
Adriano meanwhile joined in with his other colleagues he is close to in the parliament in preparing the place for the alliance meeting which apparently was going to be treated as if it were some ceremonial celebration. The propaganda minister and his colleagues started by hanging

As soon as all the preparations were declared done, immediately, telegrams were sent to all the Axis pact heads of states inviting every single one of them to come and join the meeting. Members of the Asigna party started flocking down the street wearing civilian clothes. Although Adriano, the propaganda minister claimed that the audience included people from "all classes and occupations" (including "soldiers, doctors, scientists, artists, engineers and architects, teachers, white collars") it was evident to outsiders that the propagandist had carefully selected his listeners.
Terten refused to ride a car and rather chose to ride a motorcycle along with his personal guards so that it would appear to the population that he is one with them, mostly because he wanted to look cool in shades and helmet while wearing leather. The motorcade started as early as 6:00 AM while the sun was still not hot. As marching music started to play, everywhere were Terten's motorcade passed was greeted by (the carefully arranged) crowds saluting the passing motorcade with raised clenched fists while shouting "Mabuhay!" and other republican patriotic slogans.
Terten finally arrived at the foreign ministry building in Pasay city, where the meeting was to take place. The building, which was previously known to be a very messy and disorganized one (since the foreign ministry officials had been treating it like their house), had been massively refurbished in order for it to be able to accommodate a lot of people and so that it would appear grander than it is to the foreign guests. Because of the previous mess, the stench of the building was so strong that it huge tanks of neutrinol had to be sprayed for the smell to be neutralized completely. After all the mumbo jumbo, everything was done.
