For nations that wish to attend may summit suggestion of topics that aren't on the list which at anytime is subject to be amended. Also nations are welcome to just to observe this event for gathering information. Security is recommended for each delagation no more twenty. Please no godmodding, terrorists attacks, etc since this function to discuss topics. Any questions please telegram Odinburgh as I am pretty much open to ideas to make this summit interesting and worthwhile.

Odinburgh Minister of State Henrik Paulsen approaches the podium. He looks upon the crowd as he addresses to those that have chosen to attend. With a sip of water, he calms himself to speak. This is Odinburgh's first International Summit and wished to make a name for itself on the big stage among nations.

"There are many things to talk about that are of great importance. Many things that effect us that need discussing. Who would like to speak first if there is a nation that wants to speak?"

The crowd seemed largely silent or mumbling, many apparently had expect some form of address and topic brought forth in order. Even the thee envoys from Onora said nothing and merely scanned the crowd. In the center was Mike McGuffin, Chief of Onoran Security who wore the grew uniform of his profession in law enforcement and whose half bald head shown in the light. To the right was Susan Vokla of OCEM (Onoran Censorship Education and Morality board) to the left was James Roe of the treasury. Onora seemed such a small nation to begin talks never the less the three reviewed what was on the table narrowing down subjects to the best to opt for;

Eventually the Onoran's put down their pens and decided to let some other power begin or Odinburgh it's self decide a topic. All of which were issues of great importance to the international community. They could have brought up the alliance being formed by the monarch thou it did not seem appropriate to do so at this point.

At the table set aside for the Necron Empire Ambassador Anatoli Jacquemin sat with his five security officers from the Guardian Corps. They were in their full nanosuit uniforms with the helmets on you could not see their faces but there was just a feeling that you didn't want to mess with them. With a sidearm on each of their hips and a fully automatic weapon strapped to their backs they were a force to be reckoned with. The Ambassador sat in the sole chair at the table, when standing he was easily six feet tall he also looked like a typical Necron with grayish skin, slightly pointed ears, and pointed front teeth. The Necron had been informed by many of their human contacts they looked like vampires.

The Necron had stated they had no agenda at this meeting, other then extending contact to other nations and offering their input were it is needed. So it will not be the Necron that start off this summit, the Ambassador instead sat at his table observing the room. Nothing of interest came to him which was sad, summits are always so slow to get going.

Odinburgh Minister of State Henrik Paulsen was looking at the Onoran delagation as he seemed to look around if a nation were start first on a topic. Also he could see Necron Empire Ambassador Anatoli Jacquemin in crowd among the seated nations. Therefore he felt he must begin by choosing a topic.

"Well let's talk about climate change to start the summit. It has come to attention that climate change has begun a huge debate among nations which if this results in unusual activity contributing to weather or not by some force of natural occurence cycle or by man. Odinburgh scientists have studied climate change and believe man itself is a contributing factor why climate change happens. Anybody have a different viewpoint?"

The Onoran Delegation offered no challenge to the statement.

"Well if then if nothing else to add lets turn to International Affairs. Any threats that all us nations should be aware of? In Odinburgh, my nation is concerned with high cartel activity in the Gamma Quadrant but at this point Odinburgh doesn't know much more to what is going on but we feel it has raised concerns to be at least be on edge."

Henrik Paulsen seemed disturbed as he to turn to this topic. Cartel activity has picked up in the Gamma Quadrant rapidly and some signs have pointed of their activities in the Alpha Quadrant where the Odinburgh Galactic Federation is located. Intelligence has been poor as it seems the cartel has stealth capabilies which prevents pinning down the necessary information. Odinburgh has tapped the Black Raven Order to begin uncover missions into the Gamma Quadrant.

As the Gulludan delegation finally gets to the halls of the summit, MP Edith Puss, Chair of the Gulludan Parliament's Committee on foreign Affairs stands at the Podium.

"The delegation for the Most Serene Nation of Gullud apologize for our tardiness. As I hope every participate in the summit knows, the Democratic Socialist Alliance(DSAll) (the region in which Gullud resided) saw a Coup d'teat over New Year's Eve when regional founder, Cynthia McKinney used a series illegal actions, violated the charter of the region and expelled most of the duly elected representatives of the region and the nation's which they came from. Additionally, closed our region's embassies with all but the regions she wanted and declared her nation supreme leader of the DSAll.

We in Gullud have been working day and night trying to assist Suceavija with a condemnation proposal at the WA, providing diplomatic and humanitarian aid to the expelled nations and provide diplomatic and economic pressure on CMK and their allies in a hope that this does not devolve into an all out civil war in the DSAll; while still applying pressure for the region to return to the democratic region it was.

But we in Gullud are happy that we got into the summit when we did. We need the help of all nations to help us stand up to the Tyranny of CMK. We would like to hear ideas on what to do next. I hope that everyone at this summit understands that the DSAll is our home and we want to stay if that is possible, however, we want to live under the democratically elected government of the DSAll and not a dictator. One way that a nation can help is to support the condemnation of CMK. It is currently (as of right now) 9 delegates away from Quorum and we have just over one day to go. Please, if you are your region's delegate, please endorse it. If you are not, please tell your region's delegate to endorse. We in the DSAll need this.

Henrik Paulsen turned his attention to MP Edith Puss. He listened closely and then he quietly spoke to Chancellor Borson as he was located at a near table. The facial expression on the Odinburgh Chancellor's face turned with great concern. Henrik Paulsen sat down as Chancellor Borson approached the podium.

"Apology accepted to the Gulludan delagation. The actions of the Democratic Socialist actions are condemned by the Galactic Federation of Odinburgh and as I am the acting representative of my nation and the IGF's WA representative. Odinburgh officially condemns the actions of Cynthia McKinney. If WA Condemnation is brought against her, Odinburgh will vote in favor of the bill if reaches the floor to WA membership to be voted on to condemn CMK's actions. Odinburgh will send humanitarian officially and Odinburgh will support the efforts of Suceavija of the condemnation proposal. An Odinburgh ambassador will be dispatched to help provide diplomatic as well economic pressure on CMK. Odinburgh hates to see Tyranny and all its forms. Odinburgh will stand with you and if civil war breaks out the Odinburgh military will be ready to assist if it is needed. Democracy must continue in the Democratic Socialist Alliance. My nation will take the following steps neccessary as developments occur on this front. Do keep all of us informed and I am glad you made it to the summit.", Odinburgh Chancellor Borson said.

President Erikson of the Odinburgh Galactic Federation took note and spoke to Henrik Paulsen, "Humanitarian assistance must be sent to these expelled nations of the Democratic Socialist Alliance. Airdrops of food must begin immediately. I will have to speak to speak with the IGF but appears their leadership is in Tengri with a new member. I have all the faith in Chancellor Borson in what he is doing."[/nation] Henrik Paulsen nodded in agreement. Minister of State Henrik then replied, "Of course. So do I, Mister President. The Odinburgh Senate will approve the aid and I am sure we can get the IGF on board as well for more substantial aid and help."

After Chancellor Borson of the Galactic Federation of Odinburgh spoke addressing the Gulludan delagation's concerns to the nations at the summit, he signaled to King Sitizen of Potlimitomah to speak next.

Having received the invitation to attend the Odinburgh International Summit, Emperor Michael I, still deeply involved in the war with Cardassia, called on his Imperial Chancellor, Kestra Troi, to attend the summit on his behalf. She was given command of the ISS Raven and an escort of four Kinshaya globe-ships to attend the summit, along with a brief letter explaining the situation and seeking permission to have the Imperial Chancellor speak on his behalf, as representative of Holy Trek.

After finally arriving to the summit,the UPM delegation consisting of President Martin Velevski,Secretary of Intelligence Victorina Callahan and Secretary of Exterior Kennith Drayton take their seats at their appointed table.The president turns to Kennith and whispers."Why wasn't i informed earlier of this summit?This is the first time we go to these things,where our first impression really counts and what happens?Were late.I swear if this happens again,heads will roll."

Odinburgh Minister of State Henrik Paulsen sends subspace transmission to the Imperial Chancellor Kestra Troi is welcome to attend as he stood up at the podium. It seems not all the nations were notified properly of summit. He therefore commenced to speak to those nations were seated.

"Well since not everyone has arrived, I call that we tend to the Summit Buffet to eat some food and converse as nations are still arriving. A lovely buffet is set up with chicken, stuffing, mashed potatoes, cranberry sauce, and gravy which were all prepared by the top chefs in the Galactic Federation of Odinburgh. Soon as we all are done eating we can pickup the meeting where we left off. This would be good time to meet the other nations representatives before we get back to business.", Minister of State Henrik Paulsen said.

Chancellor Borson approached Henrik Paulsen to speak to him, "Our first impressions are really lacking here but anyways at least this seems to be getting a slow start."

"Yeah I will need to have chat with my secretary about that.", Henrik Paulsen replied. "Oh look President Martin Velevski,Secretary of Intelligence Victorina Callahan and Secretary of Exterior Kennith Drayton have arrived.", Henrik Paulse replied

"Please don't let this happen again. Me and President Erickson don't want this to become a complete embarrassment. I know this is first summit to be on the International stage but we are raised to high standard.", Chancellor Borson said in return, as the Odinburgh Minister of State Henrik Paulsen went off to grab a plate of food from the buffet.

Ambassador Jacquemin made a pass of the buffet with one of his security officers in tow. However upon seeing the food the Ambassador lost his appetite for what the humans called food. Of the nations currently in attendance the Necron Empire had only had contact with the host nation and not all of it was under the best circumstances. Still the Ambassador thought it would be best to approach the Odinburgh President to get a feel for the political pulse. To be honest not much research had been done in the political system of Odinburgh, by the Necron Empire, to be honest democracy just seemed messy to the Empire

"President Erickson, it is good of your nation to hold this meeting. It can serve you if pulled off correctly, I also most extend my apologizes for the hardship the Necron Military put Chancellor Borson through. However I have heard his debt is nearly fully paid which should make him feel good. I know that there were some things said at the trial that peeked some interest of the more politically minded in the Empire about your Chancellor. I heard there were rumors of replacing him?"

"What do you think of the cranberry?" asked Susan Vokla of Mr. Roe.

"We certainty don't have something like this back home, we should really import some."

"Sweets give such a happy reaction, want you have some?" Vokla asked McGuffin.

McGuffin replied while stocking a tray with chicken and potatoes, "I don't eat sweets."

"If you ment Olaf Borson's mental health, it is pretty noticeable at this stage. Yes the Odinburgh Senate is weighing impeachment at this hour and I have already selected a new channcellor that will replace him. Old age is certainly a factor but I am not sure he is that interesting. Well at least anymore since his leadership has been under investigation for a few years now. He is practically a relic since the Galactic Federation of Odinburgh was founded over 40 years ago in 2122.", President Erickson said, as he grabbed a roll then started toward to taking a seat where Odinburgh dignatories sat. "This being pulled off. It's a bloody miracle its kicked off this well."

"Relax,Mister President.", said Victorina Callahan."What's the worse that can happen?"

To which Martin Velevski replied,"That's what I'm afraid of,now go get some food,I'll wait for you here."Both Victorina Callahan and Kennith Drayton nodded to the President and headed towards the buffet table

When asked by the Ambassador where they were going, MP Rachel Flannery (Chair of the Parliamentary Committee on Weather and the Environment) said, "Second Minister (Sheina) Purna just recalled all MPs back to Menhet'ra (capital of Gullud) for an emergency meeting of all committee chairs and pending that meeting, an emergency meeting of Parliament. We hope to be back in 8 hours. The agenda for this meeting includes the a vote on support of the Condemnation of CMK, how active Gullud is going to campaign for the Condemnation, and if and when to declare war on CMK and their ally nations in retaliation for Gullud's expulsion from the Democratic Socialist Alliance."

After that discussion, Ambassador Verna goes over to the buffet table and gets some food and sits down with her staff from the embassy. She quietly says thanks Goddess Danu (goddess of the earth) for the food she is about to eat. Takes a bite and says to her attaché Angus Queen what happened. The Ambassador then says to him, "this is why I am happy in the diplomatic core and not in Parliament. Why couldn't our founders given more power to PM's office and not have them call an emergency meeting in the middle of everyone's holiday every time the country goes to crap in a hand basket. The PM knows that we are in the middle of a summit"

It seems something has startled them which Henrik Paulsen could see grim expression on their faces. Then quietly taps Ambassador Verna's shoulder, "Is everything alright? I just want to tell you that the IGF's WA delegate from Odinburgh has casted its vote for CMK's condemnation. Hope the food is okay."

"Everything is just fine. A little annoyed with the over use of the Parliament in Gulludan Constitution. Except in extreme emergencies (when the Parliament votes to give Executive Powers to the PM, something that is happening less and less in Gullud) or in ordering troop deployments as Commander in Chief, our Prime Minister has almost no power. The power of the Gulludan government is seated in the Parliament itself. The PM may set the agenda, but its the Second Minister (sometimes called the People's Minister, as it is the only position in Gulludan government where every member of the Gulludan public and not just the residents of a defined area, vote for the person that holds the office) who sets the orders of the agenda and runs the meetings of Parliament. But at the end of the day, it is the the MPs and the PM who vote with PM having no veto power other than Parliamentary manoeuvres that can get the members of the Parliament angry when used. The PM's vote is only one and with rest of the Parliament make up the 149 seats and she has lost some proposal votes in the last Parliament. Its OK that the Parliament is in emergency session, that is the nature of Gulludan Politics; however, it is an inconvenient time for this Parliamentary meeting. This is one of the reason's that Gullud as able to come with some many of the Cabinet Members (Chair's of the Parliamentary Committees) was that Parliament is on its Mid-Winter Holiday (a 6 week period when Gullud is at its coldest and it comes from a time when it was too hard for MPs to get to Menhet'ra). The tradition of the Parliament's Winter Holiday holds to this day; but with war a good possibility, a major Security Council vote that the PM is actively helping shepherd, and the expulsion from our home region, Parliament is needed. But frankly, I need the MPs that were in Gullud during the Blizzard of 2012 to explain the needs of Emergency Planning for Natural Disasters and Disaster Clean up. So annoyed, yes. Angry about anything at the summit so far, not at all. I know that all participates of the summit know that Gullud is in the middle of a national emergency and it is making being fully here a difficulty, but we are trying."

Chancellor Borson headed to buffet as he ran into President Velevski in the buffet line to get another plate of food.

Chancellor Borson approached President Velevski, "You seem nervous, President Velevski. First time to a summit? Is there anything I can do for you?"

"Greetings,Chancellor Borson." said Martin Velevski."Yes,this is the first time for me as president and the United Planets,to come to such a summit.As our nation was founded 5 years ago,there are some in my government who believe that we are not yet ready for entrance into international politics.So at the moment,the only thing we can do is get this show on the road."

After Chancellor Borson of the Galactic Federation of Odinburgh spoke addressing the Gulludan delagation's concerns to the nations at the summit, he signaled to King Sitizen of Potlimitomah to speak next.

King Sitizen woke up and went to speak last. He then went on for 6 hours and then left to go back to Potlimitomaha.

"I think we should socialize with the other's present." said Susan Vokla to Mike McGuffin

"The other nations are too large to bother with a nation of two worlds alone." he replied, "It is best if we go unnoticed."

"The Onoran Empire can not afford to 'go unnoticed' even our young King realizes this."

Mr. Roe: "The only nation we could have related to of which I am aware of was Nicer Potlimitomaha and King Sitizen left after giving his speech. By the way, did anyone catch it's meaning? All I heard was something reflecting upon the Prime Minister's address of the Gullud situation."

McGuffin: "The Chancellor's address and no I can't tell you much about it my self. Though Vokla is right, I suppose, despite mocking the king-"

"-I was stating the obvious, I did not insult him. There is nothing insulting about facts. They are matters for debate."

Annoyed McGuffin continued, "Never the less you are right." McGuffin skimmed the crowd with his eyes.The Gulludan delegation is chatting with the Paulsen, Martin with President Velevski... so few to speak too, and Onora can't afford to just wait "...or could it? Our only option from a glance seems to be the Necrons of Owyon."

Vokla's face ran white and McGuffin gave a grunt of humor from a suppressed laugh, "It was your suggestion to begin meeting with the others."

"There just... just...."

"Don't tell me a Chairperson of OCEM is discriminatory and shy? Not knowing much about others is why people converse, go on and chat a bit."

Susan Vokla took a deep breath, exhaled, and approached. The guards were highly intimidating, the tall, grey features... corpse like. Don't judge till you get to know someone, a book can never be judged by it's cover, prick me do I not bleed? Where did that come from? I read it somewhere oh great I'm almost close enough for them to notice me. What was his name, Antonio? Do they address in formal or informal tones?

"Ambassador, have you tried the Cranberry?" Cranberry Susan, what are you thinking? Are you some sort of waitress? "It has a fabulous red hue." Susan...
