Just to clarify, yes I am indeed new to NationStates RP but not RP in general, so if I make any mistakes feel free to point them out via a pm or /spoiler field OOC chat. I'd prefer any OOC on this thread either in a spoiler field or ((double-brackets)). I struggle to find any RP that doesn't require me to interrupt by jumping in half-way through so I figured this was the best way to get experience!

Around the internet, shocking images have recently come to light of the disastrous situation in Trotskytopia, formally known as the Republic of Yandia. Beginning as a Social-networking campaign, the situation has now become viral being discussed across many nations as yet more videos and images of routine executions, home invasions and brutal arrests of various figures from all political backgrounds and it has begun to lead to calls for intervention and sanction to stop the horrors.

Trotskytopia was, until a few months ago, a corrupt dictatorship masquerading as a Republic run by President Alfred Mamoutzu who routinely rigged the elections. As a result, the country became split between Trotskyists and Loyalists which eventually devolved into a short civil-war among the 70 million strong population of the Island nation. The majority of the fighting was between the Loyalist military forces, some of which defected, and the Trotskyist Militia forces trained in guerilla warfare. The Shameful Revolution, as it came to be known, was intended to take place across the entire Liberty Alliance region but failed spectacularly, defeating the Trotsky aspect of 'Permanent Revolution', thus leading the eventually superior rebel forces to attempt to maintain a single-nation Socialist state while painfully avoiding Stalinism, hence the name of the revolt. As this inner conflict continued, Loyalist forces and other right-wing or left-reformist groups began to cause issues both politically and militarily for the new Transitional Government which maintained itself as a dictatorship of the proletariat.

The infighting, instability and massive civil conflict lead the Transitional Government to take harsh steps toward eliminating any potential opponents, resulting in the mass executions that were beginning to make headlines internationally.

Leader of the Revolution, Leo Transinsky has so far not commented publicly on the situation.

The government of the Pony Community of Hackney finds itself shocked and dismayed at the politically-motivated violence in Trotskytopia, which we can only ascertain to be state-sanctioned murder. However, we will not, at this time, take any action against Trotskytopia - military, economic, or otherwise.

However, we must inform the government of Trotskytopia that we have relayed the situation in Trotskytopia to the International Coalition for Expansion (ICE), whose mission statement maintains that "forceful liberation is necessary for the good of the population of oppressed nations". We cannot be held responsible for the Coalition's actions, and ask Trotskytopia to cease and desist the state-sanctioned killings, and offer either an explanation or apology.

"In response to calls by the international community to explain the actions taking place, I am compelled to give a fair and deliberate answer.
First, I must state that during the previous government when this nation was known as 'Yandia', executions against anyone speaking out against the government through protest or press routinely had Kangaroo Trials set up against them, and were often imprisoned. These prisoners then often 'disappeared' during out-of-the-blue prisoner transport.
Furthermore, due to the guerilla resistance from Loyalist groups which have, themselves damaged small farming communities within our borders, we have no choice but to be harsh to any possible dissidents. Right-wing fascists have no right to cause grief, left reformists have no right to dilute the purity of our successful revolution. We did not achieve our origional aims in our revolt, and as such we have to make sacrifices. In all Socialist revolutions, a period of dictatorship is necessary to keep the people in power, it will NOT last. Local elections for a council are already taking place.
Finally, we as a government shall recognise the authority of the WA and follow it's guidelines."

The three villages targetted were strong bases of Trotskyite support and there appears to be few military survivors. Civilian casualties are high, and it is unclear whether they were executed by Yandians or caught in the crossfire of the incident as the Traansitional government deploys a small contingient of militia in every village, town and city. It is due to this that the Yandians were successful due to the overstretched military being unable to effectively defend against the well-organised attack."

The news presenter coughs uncomfortably as a few words are whispered into her earpiece, afterwards nodding and continuing.
"We have just recieved breaking reports that General Tulian of the ex-Yandian Military is still alive! He was missing, presumed dead in the revolution, but we have just recieved this video from the Yandian dissidents.

A video would be played by the national station. It would show the General Tulian standing in front of a Yandian flag and with two masked and armed soldiers in uniform at his side.

"People of Yandia! Do not let these oppresive monsters that dare to change the name of our glorious nation demean you! The Yandian military is still very active and strong, with three military targets being hit not two hours ago. We maintain a strong base around the nation, as usual, and we are not afraid to wage a long-term guerilla war to get back our rightful land! Long live Yandia! Join us, citizens!"

The short clip ends and the news continues to relay trivial information on the attacks which are largely obscure. As Leo watches the scene on TV he blows air through his nose, his knuckles turning white as he grips the armchair.

It has come to our attention that your Transitional Government recently executed a sizable group of political dissidents, in addition to generally terrorizing numerous others. While we do not in any way support your nation's previous government, your regime is walking a thin line that ICE does not want crossed. In addition to the United Nations Alliance's investigators, the ICE Judicial Branch would like to deploy a small group of investigators to be guarded by ICE Peacekeepers, the purpose of which would be to simply tour your nation and determine the extent of political freedoms and human rights therein.
The Investigative Unit will consist of roughly a dozen personnel and a squad of 15 Peacekeepers, all operating out of several large vans for mobility purposes as well as convenience. They will require a
prompt tour of your regime's prisons, court proceedings, military conduct and social policies. If the freedoms and rights of the citizenry are found to be adequate, we will pursue further negotiations with your regime into (namely) the deportation of dissidents. If we feel that military action is required to allow the people of Trotskytopia to live freely and prosperpously, it will be taken but in the mean time, we advocate more civil measures.

Therefore we shall accept your investigators on the single condition that your Organisations member nations cease preparing for military action until you, as central command, deem there No other possible alternative and furthermore have the permission of the World Assembly to intervene militarily.

As the plane lands, the doors would open to reveal Leo Transinsky standing in Red and Gray camoflauge overalls, lines either side by soldiers in similar gear with cheap AK-47's in salute position, lining the path for the delegates.

"Greetings" Leo says with a smile to the investigators, "If you'll follow me, we'll see you to your staying area nearby, we have a transport available, and we can discuss where you'd like to see."

The President-General received an urgent phone call as he was about to dig into his traditional Seglish breakfast of hard boiled eggs, mashed fava beans, onion and cucumber, and tea. He sipped at the peach oolong tea fondly, remembering the first time he tried it back in his hometown of Sage Creek. The call was clearly important, as all government officials knew not to call Justav Krant in the middle of a meal. Regretfully setting down his cup, he answered the telephone. A heavy Seglish accent spoke, obviously the foreign affairs minister. He and the president were as close as brothers.

"Justav, I received news that there are still Yandian fighters in Trotskytopia." This made the president's day. "But Hugo," replied Krant, "are they in force? Or is it simply a small insurgent group making a last stand?" "Well, I'd hardly call it either of those. However, one of the Yandian generals survived the communist purge and led an attack on three towns," informed Hugo, the minister. "Begin a hostile diplomatic approach towards the Trotskyists. Hopefully the Yandians can fend for themselves, but if they are suppressed by the Trotskyists, war will be declared on Trotskytopia. Also..." Justav laughed, "cancel that proposed meeting."

I will say, I've obviously put myself in a losing position here to start off with which makes sense given the position of a nation effectively in civil war, but I am concerned about people basically calling for all out war without trying for the diplomatic approach in any form I respect the ICE and UNA for going diplomatically first, but don't forget the invasion of a nation is a strong step and shouldn't be taken lightly. I'm happy to take a serious blow in the RP, but I don't want to be all-out conquered and destroyed since this is canon to my nations history :3

Leo nodded to the pair with a small chuckle.
"Of course, I apologise, I am not used to formal diplomacy. I am a party representative and a soldier foremost. My name is Leo Transinsky, elected leader of the revolution, elected by the origional dissidents both military and civilian. Come, let us head to the prisons, you can see the plans for democracy as we drive."

A large military truck with an open back was waiting outside the airport with Leo clambering inside, nodding for the trio to follow. The soldiers climbed into another transport which followed at all times. As they drove and Leo spoke, the capital city could be seen going through it's everyday life. People were still working, however the walls were torn with battle-scars and bullet holes riddled many doors, broken windows greeting the residents. There were many poor in the street, it was clear, however small groups of soldiers could be seen directing them to shelters and as they drove past the government building, a soup kitchen ran by unarmed soldiers was clearly present with huge lines behind it. Leo handed some documents toward Dominique as he explained his plans.

"Origionally, the previous government openly took bribes and crushed all resistance quite violentally. If you spoke against the government or protested, you were beaten, imprisoned and murdered during prison transport by hired thugs. We're heading now to what used to be the most notorious Yandian prison, Nyet Sanguine. We do NOT punish people for vocally opposing us, just violently. And anyone funding the terrorist Yandians are also punished for funding a terrorist organisation. The documents there show our Party's plan for after the initial...challenges of the dictatorship. As Marx wrote, a dictatorship of the Proletariat is necessary for us to instill our aims, democracy must be brought in slowly. We are having elections in 4 weeks, which will be fully monitored by the WA and if you like, your own electoral commision also, to check for impartiality. The elections are to form a basic parliament and have our own party standing and other more reformist groups also. I'll admit I personally believe in a single-party state, however that would defy WA regulation and as such, I will abide by their laws. The parliament will be able to enact local laws and tax bills, however I maintain the right to veto until the nation has become stable. I am not, however, by the constitution allowed to veto any money bill, bill of no confidence against myself or welfare bill."

Despite what has been previously stated by its allies, the United Republic considers the upcoming elections a potential turning point and a beacon of hope in a deep abyss for the people of Troskytopia.

Although not a particular fan of the socialist process and the idea of the dictatorship of the proletariat, the United Republic will gladly support the upcoming elections. However, in order to ensure a legal democratic process and a transparent election scheme, the UR would like to deploy foreign ambassadors to the People's Republic of Trotskytopia to oversee and observe the elections, as well as ensure that the oppression of civilians remains nonexistent by the new government.

In that case, how is your organisation anything but imperialistic? I believe you recently accepted an outright Dictatorship Theocracy into your fold, this speaks of nothing but warmongering and hypocrisy. As is, you have openly declared "war is expected" and as such, with your refusal to cooperate we will not grant your inspectors access and neither will we respect the bloated self-inflated authority of the ICE.

Your judgements on the situation which no doubt you will continue to make regardless, can instead be based on the independent investigation commission currently taking place by one of your member/allied nations I believe, the United Nations Alliance. They have neither made the situation worse by threatening our citizens with imminent destruction, nor made threats regarding the legitimacy of the popularly elected Transitional Government. We are confident that the inspection will show the true situation within our borders and not the one-sided capitalisticly funded social networking craze currently going on.

The offer for your investigators to visit is still open if the ICE is willing, at any point in the future, to agree to the previously stated terms. "All of the above. They're the workhorse of our society given the lack of manpower from the casualties during the revolution. We're still trying to help the displaced. We have a small police force in the larger cities, trained by the few officers who defected to our cause, however progress is slow. You have to remember we only came out of the revolution a few months ago and all the while we've been fighting a guerilla war with the Loyalists.

There are 4 political parties running for government. Ours, the Socialist Party of Leon Trotsky, the New Workers Alternative - Bunch of reformist morons, The Central Choice - What you might call Libertarians, and finally the Yandian Reformist Movement, remnants of a group that attempted peaceful regime change."

Leo coughed, slipping in a snide comment with obvious distaste, "and failed, I might add...."

The prison came up into the distance, the truck slowly making it's way over the still-battered and largely deserted highway. The truck following behind remained close and the three UNA guards could be seen among the mass of the Trotskyist guard in the truck.

Leo grinned widely, taking a rather eccentric stand as he leapt up to his feet, grasping the metal rung above his head that is usually used to fit the covering for the back of the truck. With a beam he leaned slightly forward, speaking firmly.
"Now THAT would go against everything we believe in! We are blind to ethnicity, to sexuality, to all that divides us! I will state about religion we seek to keep church and state separate in every aspect and we are also planning to tax churches of all religions. But we in no way discriminate against peoples right to believe in whatever they wish. Many of this nation are Christian with others being Pagan or Atheist."

He kept grinning, seeming extremely excitable at answering the question, some of the soldiers in the cab chuckling as if it were a common occurrence. By now, the truck was pulling into the prison gates and in the open fields, prisoners dressed in blue overalls came to watch, separated by chain link fences and Military Police.

'DEFINES a "Prisoner of War", henceforth “PoW”, as a member of a belligerent armed force, excluding diplomats, found in uniform or where there is other good reason to believe he or she belongs to an opposing armed force, who has been apprehended by an opposing nation'

The apprehended Yandian Military Officers are Uniformed Belligent Armed Force Members that have been apprehended by the opposing nation (Trotskytopia). Therefore they are PoW's; this means they are protected from execution in Clause 6;

'PROHIBITS PoWs, and civilian & military internees, from being subject to physical or mental interrogation, coercion, medical procedures not required to ensure such person's health, killed (including the killing of unapprehended hostile troops who have surrendered), and other such violations of human rights'

Although that the Government of Trotskytopia may advocate that Clause 6a allows them to execute the apprehended Yandian Military Officers, however it does not;

'a) Force may be used only in cases where the person in question is resisting apprehension, following reasonable warnings that such force is to be used. Detaining nation's forces are further permitted to search and remove any weapons and other contraband'

This clause advocates for such force to be used if the person is resisting apprehension, it does not state that those who have been apprehended may be killed. An execution can only occour if someone is apprehended (and tried) because otherwise that execution is an illeagality under GAR #112, Convention on Execution. Therefore, the Government of Trotskytopia may not execute any Yandian Military Officers or they shall be breaking World Assembly Law.

Finally, the Government of Trotskytopia can not expect the International Coalition for Expansion to gain permission from the World Assembly to invade Trotskytopia. The Coalition is not a member of the World Assembly and thus does not have to abide by World Assembly Resolutions. This would be different if the Coalition was not an extra-national organisation.
