Somewhereistonia itself has been until recently, a highly isolated nation diplomatically. Outside of the remit of sports, the small government has had very little in the way of formal relations with the governments of any nations. The close neighbor of Queer Poco El Mono Ara was possibly the closest thing Somewhereistonia had to an ally, with diplomats having been exchanged with them prior to the similar exchanges with fellow Rushmori nations, Nethertopia and Sargossa.
Noting this, the government of Somewhereistonia wished to finally create a formal and lasting relationship as a peaceful defender of its regional partners and notably Queer Poco El Mono Ara, its closest friend. As such, following much diplomatic wrangling within the capital city, Qasarian, a treaty came forth. Whilst up to now only two nations had been involved in it's creation, invitations to join in the alliance were sent to all the nations of Rushmore with the notable omission of Kyrinskaia. As the Qasarian Conference was preparing to begin, the following draft was sent out to the invited nations to aid in their understanding of the aim of the conference.
Rushmori Defence Treaty.
The free peoples of the Federation of Baltic States of Somewhereistonia, the Fifedom of Queer Poco el Mono Ara, represented by officials elected and appointed in our name, do voluntarily enter into this Agreement, to ensure tability, justice and peace in the area of Rushmore. Accordingly,
The Parties to this Treaty affirm:
They are determined to safeguard the freedom, common heritage and civilisation of their peoples, founded on the principles of democracy, individual liberty and the rule of law. They seek to promote stability and well-being in the region of Rushmore.
They are resolved to unite their efforts for collective defence and for the preservation of peace and security. They therefore agree to this Rushmori Defence Treaty :

* to practice tolerance and live together in peace with one another so long as we are permitted to do so, and
* to unite our strength to maintain international peace and security,
HAVE RESOLVED TO COMBINE OUR EFFORTS TO ACCOMPLISH THESE AIMS
Accordingly, our respective Governments, through representatives plenipotentiary, assembled in the City of Qasarian, who have exhibited their full powers found to be in good and due form, have agreed to the following Treaty and do hereby establish an international organization to be known as the Rushmori Treaty Alliance.

We are resolved to unite their efforts for collective defence and for the preservation of peace and security. We therefore agree to this Rushmori Defence Treaty:
Article 1
The Parties undertake to settle any international dispute in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered, and to refrain in their international relations from the threat or use of force in any manner inconsistent with the purposes of advancing human dignity.
Article 2
The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate substantial conflict in their international economic policies and will encourage economic collaboration between any or all of them.
Article 3
In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.
Article 4
The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened. The nations may also send military aid to form a foreign defence force to help ensure the national safety of member states, see appendix A.
Article 5
The Parties agree that an armed attack against one or more of them in Rushmore shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the Rushmori area.
Article 6
Details the Territories, Protectorates and Departments which, being attacked, constitute an attack upon the Parties. See appendix B.
Article 7
The Parties hereby establish a Council, (to be based in Peregrinus City, Nethertopia) on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall be so organised as to be able to meet promptly at any time. The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defence committee which shall recommend measures for the implementation of Articles 3 and 5.
Article 8
The Parties may, by unanimous agreement, invite any other Rushmori nation or any nation in direct reigonal proxinity to Rushmore, in a position to further the principles of this Treaty and to contribute to the security of the Rushmore area to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Council, the formation if which was detailed in Article 7. Should any party meet the entry requirements, the current members shall be allowed to vote on entry, if the nation recives over 70 percent of the vote, they are to be accepted. For the purposes of this, the Federation of Baltic States of Somewhereistonia holds two votes, whilst all other members hold one.
Article 9
This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the Governments of the Federation of Baltic States of Somewhereistonia and the Fifedom of Queer Poco el Mono Ara, which will notify all the other signatories of each deposit. The Treaty shall enter into force between the States which have ratified it as soon as the ratifications of the majority of the signatories have been deposited and shall come into effect with respect to other States on the date of the deposit of their ratifications.
Article 10
After the Treaty has been in force for ten years, or at any time thereafter, the Parties shall, if any of them so requests, consult together for the purpose of reviewing the Treaty, having regard for the factors then affecting peace and security in the Rushmori area, including the development of universal as well as regional arrangements for the maintenance of international peace and security.
Article 11
After the Treaty has been in force for twenty years, any Party may cease to be a Party one year after its notice of denunciation has been given to the Council which will inform the Governments of the other Parties of the deposit of each notice of denunciation.
Article 12
This Treaty, of which the English and Qas Russian texts are equally authentic, shall be deposited in the archives of the Government of the Somewhereistonia and Queer Poco El Mono Ara. Duly certified copies will be transmitted by that Government to the Governments of any other signatories.
Appendix A: Foreign Defence Force
Seeing the comparable strength the militaries of certain Rushmori nations compared to that of many of their reigonal neighbours, in the spirit of the above treaty the Federation of Baltic States of Somewhereistonia and the Republic of Sargossa will offer a permanent deployable force to aid fellow treaty members.
This force will be available to offer training, and act as a deterrent to attack whilst being directly and immediately available to the command of the aforementioned nation should they be attacked.
Whilst Somewhereistonian and/or Sargossan officers will be directly in charge of the deployed units, the Foreign Defence Force will be commanded by whichever nation they are currently deployed in. This is done to alleviate any understandable concerns over the deployment of troops in the allied nations.
The size, position and longevity of the deployed forces is to be independantly discussed with each nation to ensure that the nation is comfortable with the circumstances. The continued presence of the Foreign Defence Force must to formally reviewed and potentially reneved every five years.
If the nation hosting any part of the Foreign Defence Force requests their removal, instant preparations must be done for such an eventuality, whilst talks are reccommended to discuss reasons for their departure and to make arrangments for the most suitable remedy.
