OOC: Still looks a trifle silly to me truth be told, I don't understand the purpose of the list. Also, I believe that member states are free to opress and disenfranchise species that weren't lucky enough to get on the list to their heart's content?

They are not open to opression. But that would go against Freedom. So Oppression is kinda canceled out as a member states alternative because of the fact that would destroy Freedom.

I don't see too much of a problem with this as long as people have some sort of say. What happens if the chiefs of ministry, and the heads of the military don't have the public's interest in mind? Does the King serve and act in the name of his people?

If public outcry is strong enough, they can be removed from their position or demoted. In extreme cases, they can be ejected from the government/military entirely.
