I see no IC evidence. However if all ponies in your nation are paid compensation or, even better, let go to a CoPS nation of their choice, then I may reconsider.

Everyone in New Sangheilios is allowed go anywhere of their choice as long as the nation in question has open borders. The gifting of money or property from the government to a person (or, in this case, pony) is strictly forbidden in New Sangheilios, so there is not much we can do in the line of compensation. We will try to find some way to compensate the ponies, but we are built on the sound principal that all are equal. If we give money to the ponies, we will have to give money to the people, and so forth and so forth. This is what happened to the Irish government. And New Sangheilios refuses to be Germany's bitch.

However, the Hippostanian Communist Party is currently housed in New Sangheilios. Out of good faith, we will send them back, as long as Hippostania swears that they will be treated equally to the ponies there.
Equality for ponies is not just rights for ponies. It implies that humans and ponies have the same rights.

I'm rather lukewarm of New Sangheilios as an observer... Regime changes and pony genocide are rather dark stains on their national image. But we do not wish to outright deny them as of yet should this be genuine; it would be much better if we were to keep a closer eye on how they compensate their pony population and improve their civil rights record. Giving a nation that states "however, once they begin forcing ponyism on other states, they become a problem that has to be neutralised", which basically means "once they try to restore civil rights, most importantly freedom of conscience and thought, in a state that quells them, they become a problem that has to be neutralised" means to spy on the Coalition may seem a rather silly idea, but probably it's just me.
