With that Prime Minister Gregorev exited the Chamber Hall, in all the address had been succesfull in allaying concerns and misunderstandings regarding the recent policies in Bratislav. The Prime Minister entered the black Mercedes and the convoy of cars sped off from the IFC Headquarters.

Resolution for the Appointment of a Secretary of Admissions and Mentorship

[Resolution Number: 55]


Noting that the Application Process has been found to be less than adequate, especially during busy times of the year, resulting in applications being accepted, but not fully examined, with only occasionally reviewing the background history of applicants before acceptance.

Believing that care and consideration of all applicants can be best achieved by having a dedicated position to review all applications to ensure that the information provided is true and honest, and that applicants are not engaged in any current conflicts, or have perpetuated any war crimes for which they have not been taken to task.

Ensuring that the desire to ensure competence among newer members towards long-term goals of excellence are pursued, and that newer members have the opportunity to learn and develop their skills in a safe and encouraging environment, a role that the IFC can support.

Hereby creates the position of Secretary of Admissions and Mentorship, appointed by the Prime Minister, who will:
- Thoroughly examine applications, making background checks on applicants' previous history and foreign relations to ensure that information provided has not been altered or distorted.
- Forward completed applications for acceptance to the Secretary General and Prime Minister, who may accept or turn down the application.
- Act as an appeal judge, alongside the Prime Minister and Secretary General in the case of declined membership, or forced removal from the IFC.
- Oversee the mentorship of new mambers, by ensuring that they are matched up with an experienced member, and receiving feedback from both parties on the progress made between mentor and trainee.
- Provide regular updates on Admissions concerns, to the Secretary General and Prime Minister, and Mentorship Programme progress to the Prime Minister and Cabinet.

Lucius Rentior said NAY - since it would lead to unneeded bureaucracy - this is the Prime Minister's and the Secretary General's job. Additionally, the mentorship could be achieved by already existing means outside of the IFC. Instead of having the IFC do this, we should utilize and bring in those resources that already are there.

Voting will continue until more members have had time to air their views and a majority is clear; probably one or two days.

Although there are not currently any new Resolutions expected imminently, there are other matters which individual members have requested that I bring up for debate, e.g.:

a) Given the continuing importance of the IFC upon Atlas and vice versa, would the Atlas Regional Representative be able to inform the Council of what is the current situation of the IFC in relation to local Atlas politics?
b) Would the four Grand Committee Chairs - the Defence and Foreign Secretaries, the Chief of Staff, and the Treasury Secretary - be willing to report to the Senate on their current plans, and answer questions and contribute to discussions about such plans?
c) Should updates from such persons - and the Prime Ministers - be timetabled on a weekly/monthly basis, rather than the Senate using ad-hoc requests like at present; and should it be considered a non-negotiable duty of the Prime Minister and the Secretaries to address the Senate on such a basis?

I would be delighted to adopt other questions for discussion if it be the wish of any other/new Senate members.

"Just an example of the mess that bureaucracy makes. With so many rules and questions of said rules, it's just easier to not implement such systems and keep doing what we've been doing, which works. If it ain't broke, don't fix it."

From my own understanding, all interpretation is up to the Prime Minister to interpret in the first instance and the ruling of the Council on appeal.

The Ausitorian government has asked me to make the following comments:
1) Ausitoria thinks that the Prime Minister should be able to appoint practically anyone to help with the work of government, as otherwise the executive will be unable to function, and Ausitoria believes the Council should support the Prime Minister to do what the Government should do.
2) The current system is untenable as the Prime Minister has insufficient time or wish to treat new candidates and new members in the manner both the Council and the Prime Minister have previously indicated that they deserve.

Anyway, in the meantime the Ausitorian vote has been switched from Aye to Abstain, in accordance with my tie-breaker function as Speaker. My vote will continue to switch between the two to avoid a tie.

With the admissions policy currently under scrutiny following Asigna's actions, and now some concern over the application being incomplete, it was suggested that someone other than the PM and Secretary General, who could be devoted to this position, should be taken under consideration. Furthermore, with the need to help newer members make stronger connections within the alliance, as well as gain some guidance from the experienced members in our midst, this position would spearhead a new dedication to mentorship, that will help us become a community that helps to strengthen our members. I leave the options in your hands as to how you would like to see both concerns resolved, but this resolution is meant to proactively solve two current concerns in the IFC."

(OOC: So FYI, this is to ensure that w have someone to look over the applications in-depth, which means looking over someone's RP history too for any previous negative actions that have not been resolved, such as genocide that they started just a week before joining us, and to start encouraging newer RPers, or those who need some guidance, to get some feedback from our strong RPers.)

The delegate from Wagondia would like to remind all delegate that this is not simply a needless extension of bureaucracy, but the key step to a sustainable admissions system, and the comprehensive mechanism by which to achieve the much sought after reform in the admissions system. Additionally, it distinguishes itself by being the only progressive admissions system in any of the major alliances. Nobody else takes the time and initiative to mentor newer nations and purposefully nurture their RP skills. The biggest beneficiaries of this resolution are those who need it most; the future generations of this alliance and those who will carry our reputation in the future.

Anyway, the Ausitorian government has been interested to note affairs in Cydonia. Clearly it is in the interests of the IFC to ensure stability in Atlas and protect our interests. The Ausitorian government would like to call upon the Secretary General to clarify their New World Order speech, the Intelligence Secretary Rentalla to inform us of the Atlas situation, and the Atlas Regional Representative High Lords to present their view, either in Council or Summit?

President Nikolev will address the council regarding the current situation taking place in Atlas, the foreign policy priorities and position of Bratislav, and the role of the IFC in what is taking place. The speech will be aimed to clarify the Secretary-General's position on the unfolding events.
