Lilyflower, the Hippostanian representative who had not really paid attention to the conference and had, to be honest, been dozing for the past hour or two in her chair finally woke up, stretched her hooves and took a look at the proposal regarding the LTC.

''Ladies and gentlemen'' Lilyflower began. ''While I believe that we agree that the treaty in general is fairly comprehensive, I also believe that a few amendments should be made in order to finalize the draft for the LTC. I am especially concerned about part ten, ''the LTC will not meddle in the business of private entreprise without justification.'' For the best interests of both the Hippostanian and Luziycan people, I believe that the sentence ''without justification'' should be removed. It can be interpreted in a variety of ways, and especially in ways that could damage the very basics of a free market economy. As such, on behalf of the Hippostanian government I demand that the final two words of the 10th paragraph to be removed from the LTC declaration.''

Do you expect us to tolerate a bunch of radicals selling guns now? Under your idea, we cannot stop a gun shop from selling guns in this time of shit. I'd love to direct all hate mail regarding that you let Luziycan gun shops stay open direct to your Fuhrer for her to read. In fact, I want to see the Hippos let the gun shops stay open. They won't come in the Lanosian zone but I'll be betting any guns coming into the other zones to kill us will come from the Hippozone. If you haven't already noticed Miss Lilyflower, we already had to use violent force to dispel one heavily armed riot. If we follow your amendments, and lift the censure of gun shops, it'll be one heavily armed riot per hour, with GPMG's! Vehemently for keeping Nr. 10 intact in its current form!" Of course, the problem was... the allegations of GUN SHOPS was false, since all weapons are illegal for civilians. If there were any, they only sold to those with a Military Identification Card (MIC).

In Newfoundland, it ironically was ENTIRELY radical. When the Austrians demanded to access the camps, the locals said, "there were no camps, there were never any camps in Newfoundland, and there never will be." Local checkpoints were set up on roads approaching the camps, to allow access to the farmers who have property there, whilst denying access to allied forces. Former soldiers (armed with their trustee MG42) were at the checkpoints to the roads leading to the camps, following their orders, just like "in the good ol' days."

Shops containing flammable materials... That was legal, because how are they going to light their firewood?

The great problem when you face off with tank Witches armed with an MG42 was that you were significantly outgunned, by in essence, a tank. At the central enemy checkpoint, the commanding officer of the Air Field Defence Regiment Nr. 107, Oberst Erzherzogin Josephina Franziska von Österreich pointed her 120 mm Rheinmetall L55 smoothbore gun at the enemy, HE-FRAG in the breech, and asked quite politely: "Get the fuck out of my way or be sorry!" At the last word, she raised her flat shield and opened fire, which was followed by a chorus of 120 mm guns behind her, smashing the road block into individual atoms. Giving a darn about the enemy casualties, the Colonel drove her Tank Striker through the ruins and onwards, absolutely certain that such vigorous denials had in fact corroborated their intelligence of extensive slave camps. Behind them, the Scots Foot Guards followed in their Trabant heavy infantry fighting vehicles to clean up the Luziycan mess.

"It's true that the current provision is a bit ambiguous about 'justification'. What would the justification be? How about, 'the LTC will not meddle in the business of private entreprise except to prevent subversive or insurgent activity or dishonest business practices'.

Charter of the Luziycan Transitional Council

  • The Luziycan Transitional Council (LTC) is established and will inherit control of the territory of Luziyca, which is surrendered by the Christian Republic of Luziyca.
  • The LTC will have absolute power over the territory with its decisions, apart from being required to abide by the provisions of the Treaty of Danzig. It may devolve or share power with directly-elected assemblies in Luziyca.
  • The LTC will be able to make most (see one line below) decisions with a simple majority vote.

"What I'd suggest is holding local elections as soon as possible, to 'gauge the insanity'. Anyone in Categories A, B or C would be barred from standing in it. The parties of the previous regime, such as the True Whig party, will be dissolved and banned. The local councils will have the powers to do the following:

  • To maintain the landscape of the territory of the local counties, however buildings marked for preservation cannot be altered without permission from the LTC.
  • To fund and operate waste collection & management, public transport, libraries and public housing (if it exists at all). Health, police, fire and education services will remain under control of the LTC.
  • To fund and manage infrastructure such as roads (except National Highways which will be transferred to control of the LTC), electricity cables, water and gas supplies, drains, sewers & sewage works, public transport (except railways).
  • To provide planning permission and licences.
  • To raise taxes for funding. Taxes raised by councils must be no more than 4% of each taxpayer's earnings, or NS$3,500. The LTC will provide additional funding to local councils.
  • To host civic events.

As part of this, local councillors will not be able to carry out political campaigning outside of election seasons, and local councils as a whole cannot engage in political campaigning.

I would recommend Single Transferable Vote for the local elections as it gives rough proportional representation, but also allows people to vote for individual candidates as well as political parties. The Alternative Vote would be used for by-elections.

We'll delay the elections in provinces or regions where support for the previous regime was high. But I think that we should start holding them in at least some areas.

Treaty for Peace and Reconstruction of Luziyca

Basic Agreement

  • The Christian Republic of Luziyca will be dissolved and its territory will be transferred to interrim military occupation of the Coalition.
  • Military occupation of Luziyca will be coordinated by a Luziycan Transitional Council consisting of two delegates of the occupying nations and four for Lanos, though it may appoint additional members to the council.
  • Military occupation of Luziyca will be temporary and will end once control of the government is transferred to a democratic, elected civilian government and a democratic constitution is ratified.
  • Freedom of speech, association, assembly and other basic sentient rights are to be implemented immediately. The Luziycan peoples' rights to self-determinatination will also be respected.
  • Elections will be scheduled for local and state councils and for a national constituent assembly.
  • War criminals and major figures in the deposed regime will be bought to trial before a court of international law.

Transitional Agreement

  • Interrim occupation zones for each nation's military will be finalised. Each nation shall withdraw from any territory outside of their designated zone.
  • A Transitional Council will be created; made up of representatives of the occupying powers, with some Luziycan representation. This could include representation of other participants in the war which do not control any territory.
  • Free and fair elections for local governments of the majority of Luziyca's population will be held within two months. Allowing political movements to first establish themselves on a local level would help prepare Luziyca for transition to democracy on a national level.
  • Free and fair elections for a national constitutuent assembly will be held within six months. The Constituent Assembly would require a supermajority to submit a constitution, and it would also have to be approved by the Transitional Council and a national referrendum. As well as authoring a constitution, the Constituent Assembly would serve as an interrim parliament and would be able to legislate, but would require approval from the Transitional Council to pass laws.
  • Elections must be conducted under a proportional system.
  • In principle, the Transitional Council will not interfere with the process of drafting a constitution, provided that democratic principles are respected in the process.
  • After the constitution is approved, the Transitional Council will be dissolved and direct military occupation will end - to be replaced with a peace-keeping force. This will be negotiated with a second treaty.
  • Arazei and possibly some other peripheral regions may consider secession from Luziyca during the transition. If secessionist causes perform well in local elections in these regions, a referendum on secession may be held within them before the withdrawal. The intention is not to "balkanise" Luziyca but to respect the right of self-determination.

Judicial Agreement

  • An International Tribunal for Luziyca will be established to try war criminals and figures of the regime guilty of sentient rights abuses, with each member of the occupying powers apponting a judge to the council. The judge appointed by Lanos will chair the court.
  • Members of the Luziycan military and regime will be divided into four categories based on their ranking:
    • Category D: Rank-and-file members who will recieve no punishment unless evidence against them is brought to light.
    • Category C: Middle-ranked members who will be excluded from standing in elections or holding government positions, but will not be punished unless any evidence against them is brought to light.
    • Category B: Senior members will immediately be investigated individually for involvement in war crimes or sentient rights abuses and brought to trial if appropriate evidence is found. Furthermore, they will be excluded from standing in elections or holding government positions.
    • Category A: Leading figures will immediately be brought to trial for involvement in war crimes or sentient rights abuses, including generals and ministers. If acquitted, they wil remain excluded from standing in elections or holding government positions.
  • A Commission on War Crimes and Sentient Rights Abuses will be set up, with membership from each member of the occupying powers, to investigate suspects and if necessary bring them to trial.
  • The LTC will determine the charges the court has jurisdiction over, and their corresponding punishments.

Local Government Agreement

  • Councils will created for counties and cities.
    • To maintain the landscape of the territory of the local counties, however buildings marked for preservation cannot be altered without permission from the LTC.

  • The boundaries of counties and city boundaries will be decided by the LTC. The LTC will also decide on ballot access laws and laws concerning the conduct of the elections.
  • The voting system of the councils will be Single Transferable Vote with each district having 3-5 members.

    • Category D: Rank-and-file members who will receive no punishment unless evidence against them is brought to light.
    • Category C: Middle-ranked members who will be excluded from standing in elections or holding government positions, but will not be punished unless any evidence against them is brought to light.
    • Category B: Senior members will immediately be investigated individually for involvement in war crimes or sentient rights abuses and brought to trial if appropriate evidence is found. Furthermore, they will be excluded from standing in elections or holding government positions.
    • Category A: Leading figures will immediately be brought to trial for involvement in war crimes or sentient rights abuses, including generals and ministers. If acquitted, they will remain excluded from standing in elections or holding government positions.
  • A Commission on War Crimes and Sentient Rights Abuses will be set up, with membership from each member of the occupying powers, to investigate suspects and if necessary bring them to trial.
  • The LTC will determine the charges the court has jurisdiction over, and their corresponding punishments.

Local Government Agreement

  • Councils will created for counties and cities.
    • To maintain the landscape of the territory of the local counties, however buildings marked for preservation cannot be altered without permission from the LTC.
    • To fund and operate waste collection & management, public transport, libraries and public housing (if it exists at all). Health, police, fire and education services will remain under control of the LTC.
    • To fund and manage infrastructure such as roads (except National Highways which will be transferred to control of the LTC), electricity cables, water and gas supplies, drains, sewers & sewage works, public transport (except railways).
    • To provide planning permission and licenses.
    • To raise taxes for funding. Taxes raised by councils must be no more than 4% of each taxpayer's earnings, or NS$3,500. The LTC will provide additional funding to local councils.
    • To host civic events.
    • To pass bylaws to uphold public safety and public rights of way, provided that these do not violate LTC decisions.
    • Any additional powers may be devolved by the LTC.
  • The LTC reserves the right to veto decisions made by local governments. Local councilors will lose their seat if brought to trial.
  • The boundaries of counties and city boundaries will be decided by the LTC. The LTC will also decide on ballot access laws and laws concerning the conduct of the elections.
  • The voting system of the councils will be Single Transferable Vote with each district having 3-5 members.

As for the Luziycan blockade, the 48 soldiers died. Farmers denied their existence (the camps, that is). As one got closer to the camps, the denial rose, from "it does not exist," to "I'll kill you if you discover it." Then at the 20 camps, snipers that guard the perimeter and maintain the camps start firing at anyone who dares to approach it unless if they phone beforehand.

Onboard the ANS St. William...
The ANS Saint William was a corvette off the coast of an area Aininian commanders call NKG, or Newfoundland/Keshudi/Gijirokastra, along with the rest of the Aininian 5th Fleet, who were just passing by, heading towards Jerusalem, when they found something unusual on their radar. A flight of what appeared to be military transport aircraft. No member of the coalition hinted that they were attacking anyone, so the crew of the small corvette radioed the aircraft.
"This is the Aininian Naval Ship ANS Saint William, part of the Aininian Fifth Fleet. Are you Austrians? Hippostanians? Lanosians? Well you're probably not Aininians or ArghNeedANamers. Do you need assistance in any way?"

Again, snipers versus shield equipped tank Witches was ever the most awful idea to ever exist. The Witches having long ago skipped over the very slow moving bipedal mode of their walkers and went tracked mode all through the adjacent farms, running over any resistance with their tracks as necessary, ensuring their survival was several decimetres of heavy armour between the exterior of the Land Striker Unit and the pilot. They weren't exactly going to stop running until they barged into the doors of the various camps.

At 20:00 o'clock next evening, the lead company, consisting of 5 Tank Witches of the 107th Regiment rested their hard-running tracks just in a viewing distance of 4 kilometres of the location designated as Camp One. At the exact same time, the remainder of the regiment, together with the k.u. Leibgarde battlegroup encircled the other 19 camps simultaneously, all poised to strike in one hour. Twenty miles away in the secured Green Zone, the elite Advanced Guards Fighter Regiment „Freiin von Banfield“ Nr. 68 on an emergency runway was sitting and waiting on 2 hour standby alert in case anything unpredicted happened.

By that point, the guards, terrified, like cowards ended up surrendering. The white flags rose, like herpes, on all the various camps that were set up by the Luziycans, to "protect the refugees."

On the said ground, the Archduchess couldn't help but smile condenscendingly on the rabble calling themselves troops coming out of the camps. Sending the Scots Foot Guards in, she followed, ordering the troops to dispose all Luzyican weapons in the nearby river for her convenience, having people running around with MG42's was a very bad idea. At the same time, medical regiments started to work on evacuating and assisting the former inmates of the camps, and high command was contacted for helicopter support.

They however tossed them into the river. While yes, it was ineffective, it was a rather quick way to store them, since the river was "Fish Creek," which obviously, is a creek. As they deposited them in, they had one goal: to take back power, for freedom and liberty. Well... mostly, sort of.
