Charter of the Luziycan Transitional Council
- The Luziycan Transitional Council (LTC) is established and will inherit control of the territory of Luziyca, which is surrendered by the Christian Republic of Luziyca.
- The LTC will have absolute power over the territory with its decisions, apart from being required to abide by the provisions of the Treaty of Danzig. It may devolve or share power with directly-elected assemblies in Luziyca.
- The LTC will be able to make most (see one line below) decisions with a simple majority vote.
- The LTC will have two members representing each of the occupying powers, but four representing Lanos. The LTC will be able to appoint further members with a 2/3 supermajority, but these members must not make up more than 1/3 of the council.
- The occupying powers will appoint their delegates to the LTC using the same process used to appoint ambassadors.
- The LTC will be based in Bethlehem, Luziyca.
- The LTC will elect a President of the Luziycan Transitional Council, who will serve as the interrim Head of State.
- The LTC will appoint an interim Council of Ministers to oversee the setting and implementation of policy.
- This Council Will Report Back to the LTC with a progress report every week.
- The LTC will not meddle in the business of private entreprise except to prevent subversive or insurgent activity or dishonest business practices.
- The LTC will be dissolved when a new constitution drafted by elected Luziycan representatives and approved by both itself
and by a referendum.
