In Diopolis, all citizens and non-citizens have been ordered to remain in their homes, even clerics(citizens requiring sacramental emergencies are cared for by military chaplains), aside from designated emergency service personnel such as police and military forces. Reports of zombies in populated areas are sent to the police, who then dispatch military units to deal with them. Humans suspected of contact with the zombies are brought to quarantine. In unpopulated areas, zombies are destroyed using artillery or air strikes. If they manage to survive that, tanks may be dispatched, but infantry are only used in cases where artillery/airstrikes are impractical or undesirable, due to danger to the troops.

We drown them in flamethrowers and napalm, pepper them with machineguns and artillery, than crush any thing unfortunate to survive under the treads of our tanks. If by a miracle, a zombie slips through the cracks, our battle hardened soldiers kill them with bayonets

Extermination remains the least effective of the three options. This year, Hordes is OP and Cure remains substantially more effective than extermination.

What I would do:
Extermination has an active defense component. Hordes suffer casualties trying to attack, converting some of the attacker's zombies into dead and reducing the effectiveness of the attack. This is based on the defender's military strength as well as the total number of zombies who would be caused by the horde attack. The more zombies the attack would cause, the heavier the losses the attacker takes and the higher a percentage extermination is able to prevent. This makes extermination nations riskier targets, and gives some active benefit to extermination. It also makes cure nations easier targets, which goes a way towards balancing the dynamic.

Doing this, hordes can still be debuffed a little but remain the most powerful single-strike option. Another option to maybe consider in conjunction is that higher tier cure and military strikes are buffed to a great degree, maybe not even being delayed by other options striking them.

In all though, it seams mixing extermination and cure tactics is the best. We cleared our region in only a few hours by using that strategy.

Small regions such as yours can go one way or the other. Bigger regions become charnel houses. My two regions, both of which survived last year fine, have been obliterated this year.

Aren't the level of TZES supposed to increase the number of zombies you kill ? I'm level 4 and I still only kill 1 million zombies per strike.

When the population of alive or zombies get low, the super weapons become considerably less effective. Depsit getting hit by 1.5 billion zombies in one strike, I would only suffer 1 million infected per strike by the end. Same is true of your own effectiveness if your population of alive (cure/tzes) and zombies(horde) gets low

You could always adopt our strategy--embrace the zombie horde, but do NOT turn all of your citizens into zombies. Have a neighbor launch a Cure missile at you if need be. If you do that, you can get both Hordes and TZESs, which you can use to double-team a nation:

Step One: Unleash the hordes and turn all his citizens into zombies.
Step Two: Bring in the TZESs and exterminate the newly minted zombies.
Step Three: ...
Step Four: We're not sure, but it probably involves something like "Blood for the Blood God!"

Either way, once you've zombified and exterminated your opponent, he's out of the the apocalypse for good. Can't do a thing if no one in your nation, alive or undead, is moving.
