The Emperor is currently at the Aquilae Palace located in an isolated section of the Westland Mountains, the Commonwealth's largest mountain range, with his family, government ministers, top military advisers and of course an Imperial Guard detail comprising of 2 battalions of Imperial Guardsmen, in the palace complex itself, and a full regiment of Shocktroopers in the surrounding area. Built on top of a military bunker within the mountain, it is considered, by both the general public and the military, the most secure, and beautiful, of all the Imperial Palaces, it is unreachable, except by a single stairway, carved into the side of the mountains in the time of antiquity, which is guarded 24/7 and of course by air. In the event of emergency, the palace complex is equipped with a runway for emergency arrival or evacuation.

The Imperial High-Council, Imperial Senate, Imperial Diet, and the nobility have either retreated to their more isolated estates with military guard or entered military bunkers.

Throughout the history of the Commonwealth, the ruling class has always been able to escape any dangers, be it disease, civil war, or now zombies, with relative ease. This is, of course, thanks to their various "safe-houses", or "safe-palaces" I should say, combined with constant protection of them by the Imperial Armed Forces.

Yeah my ruling class is made of cowards, so what? We're all godless hedonists with tons of cash and power, we have a lot to live for!

General Secretary Zhao Yi and Premier Qi Xia are currently staying in a heavily guarded hotel in Anjing while Grand Admiral Yi Xing (Supreme Commander of the Zhouranese People's Army and Chairman of the People's Defense Council), the People's Defense Council and the Central Defense Commission are currently located in a massive military bunker located just north of Anjing.

Although, Marshal Fang Qiliang, the Vice Chairman of the People's Defense Council, is currently in the frontlines with soldiers. His current location is in Heping, the capital of Zhouran. Both the Zhouranese People's Army and the undead hordes are locked in a bloody battle, but the Zhouranese People's Army is close to reclaiming the capital.
