What We Know - And What We Can Do
Saint-Sebastian intelligence services picked up chatter about a possible zombie revival a few days before confirmation of the impending outbreak. While it is known a cure for zombie-ism can be developed, it is not possible to create an effective cure until samples of the new strain have been acquired. It is hypothesised that a significant number of people distributed across the world may have been infected with a virtually undetectable and presently benign virus which will be triggered into activation of zombie-ism within less than a fortnight. It will therefore be impossible to prevent the initial outbreak. Its random distribution amongst the population will result on the unavoidable infection of those who are within their immediate vicinity. As we countdown to a global outbreak within the next fortnight the state must weigh its options.

Medicine Or Military
There are two options for the defeat of the zombies: military suppression, or developing a cure through medical research.

The military victory option requires the rapid and ruthless deployment of force to eliminate both zombies and the infected. Elimination in this sense means the complete destruction of all infected organic material. This option will require the country's entire medical resources to be focused on operating the highly specialised and difficult decontamination process. The armed forces will be required to adopt special strategic and tactical methods to deal with the undead. Once the initial group of zombies have been destroyed, along with those they have infected, there will be no further outbreaks possible as the disease can only be transmitted directly from the infected. This option will require harsh disciplinary measures as the armed forces will be required to immobilise anyone infected, on site. This strategy is reliant on the enduring morale and discipline of the military, as well as the public, to ensure panic does not lead to social unrest and the spread of infection amongst the civilian population in chaos. Likewise health services must be able to operate within impediment to avoid the infection spreading. The military will be required to maintain martial law and enforce rigid security protocols over the population until the crisis has been averted.

The medical option is to develop both an inoculation to prevent existing zombies from infecting the population - and developing a cure for those who have been infected. The achieve this in a survivable time frame the country's entire healthcare resources will have to be focused on the project, making them unable to provide the specialised decontamination services required for a quick and decisive military repression of the outbreak. The military will instead be required to largely isolate and contain infected individuals. Without proper decontamination even fragments of shredded corpses have shown inclination to attempt to wilfully infect. The notion of zombie-sludge entering the city's water supply or literally drowning victims is a horrifying prospect, as has been reported elsewhere. However, the longer the undead remain active, the greater the likelihood of transmission through accident and mishap. Because of the greater infection rate the military will have to divert greater resources to maintaining social order, and enforcing the isolation of the infected.

Evaluation Of Options
The military option has a strong appeal because of its immediacy and the possibility of completely stopping the infection within hours or days of the initial outbreak. However the ruthless brutality and discipline required in eliminating the disease, including the high potential for the murder of uninfected civilians could have a devastating impact on the morale of the military and the civilian population. It is also quite likely to encourage people to cover up suspected infections amongst themselves to save their own lives or the lives of those sheltering with them. Likewise the highly likely murder of uninfected people required to ensure the complete elimination of the disease could be a permanent stain on the soul of the nation and the armed forces. However, implementation of the medical option is highly likely to result in a greater number of infections occurring and increase the risk of social disorder and breakdown.

Suggestion
The suggestion of this report is to implement the medical option with a small dedication of medical resources for on site decontamination near critical points (particularly public waterworks). The military should utilise mobile barricades to pen in the infected in natural enclosures and utilise zombie-boxes and converted shipping containers to imprison the walking dead. Critical access points to infrastructure such as the sewer system, gas hubs and electrical substations should be sealed off. The city should be fenced off into security sub-sections to prevent the infected from being able to move freely throughout the city. The national boarder should be sealed and the country's military forces in the security zone withdrawn to the city during the period of the outbreak. Meanwhile civilians should be instructed on stockpiling essentials, blocking out their windows, locking their doors and sheltering in small groups to prevent large outbreaks. Medical and essential workers will be provided military protection on site.

The Tarazedian Ministry of Defense has upped the nation's Defense Condition to Three and the Ministry of Disease Control and Prevention is on high alert and is monitoring everyone displaying symptoms akin to the previous outbreak.

The Führer, Jorgen von Geidt, has declared a national curfew from 6pm to 8am effective since the last 2 hours. The whole country is approaching the state of lockdown as the Schütz Air Force is routinely patrolling the waterline borders and the border between Germany. The Schütz military is mobilizing to evacuate civilians along the red zone and border patrol guards are on full alert watching for any tresspassers. The border access roads between Germany and Schutzgeidt are still open although anyone passing through will be thoroughly inspected (which includes their vehicles). The land-based CIWS automated systems used in the last apocalypse are now being redeployed in strategic points along the border.

Hospitals are preparing special rooms for research and development of a cure once a strain of the disease is obtained. The island of Fehmarn is once again being prepared where an underground research facility bunker is present and the development of a cure may also take place here. Several sections of the bunker which were once used to hold the infected for research are now being prepared to serve its purpose again should the need arise. The island will be tightly guarded by the Schütz Navy and Marine Corps.

Several underground evacuation centers have also been constructed since the last apocalypse and 95% of them have been completed and each of the bunkers have been stocked with necessary supplies that can sustain 400 people for 12 days. The whole armed forces is now on full alert and will be considered combat ready in less than 24 hours.

Preparations? Oh, right.

Fareldor is locking down it's borders and preventing anyone from leaving or entering the nation, aside from that, military and law enforcement are to cooperate in doing night and day patrols in order to keep up with security. Cure research is to be done ASAP when said "zombies" are sighted (and once we have the materials to execute research), all cure research personnel are being kept in locations disclosed to the public. All civilians are to be kept inside their houses from midnight until dawn, checkpoints are to be kept up in urban areas and on constant watch for infected individuals. The nation of Fareldor puts much of it's trust on the military strength it holds, meaning preparations elsewhere are not to be noted, due to how little they'll affect the situation.

The Emergency Zombie Defense Unit, or EZDU, has been organized to defend the four major cities, but mainly New Investa (capital) and Silberteeth (HNAF HQ).

The EZDU consists mainly of the IV Turntide IV Division, II Lightning II Division, VIII Turntide IV Division, XI Turntide V Division, I Turntide IV-S Division and the three newly founded 134th Infantry Division, 398th Infantry Division and the 462nd Infantry Division.

As for the citizens...well, we have a couple bunkers underground - and for a large fee we will allow you to go into the safety of the underground!

The Glorious Imperium of Helthon has made the following preparations:

-cities are locked down under quarantine, with enormous walls under construction around them. The walls will be equipped with thousands of rapid firing turrets, which is possible thanks to the massive military budget and supreme economy of Helthon.

-fortresses surrounded by minefields are being constructed across the empire, with the greatest and strongest one being the newly upgraded Imperial Palace.

-rapid-response teams are being prepared, with a thousand men each, and equipped with Imperial Flamethrowers, to purge infections with the God-Emperor's wrath.

-in the event of a city being overrun, the orbital laser weaponry will target the location, and unleash destruction on the hordes.

-finally, the entire imperial army has been mobilized, with our dreadnought battle tanks prepared to exterminate the feral creatures. The infantry is being heavily armoured for battle, to show the zombies that we are superior.

Fortunately, our economy is easily strong enough to support these measures.

Since last year's disaster and this year's early warning, the Imperial Military is already prepared to dispense with the usual.

The border has been sealed, although this is something we can't actually enforce since we've evacuated non-urban checkpoints (both to free up manpower for the fight to come and to prevent isolated posts from being overrun). Critical members of the civilian government and military have been evacuated to military airships, and we are evacuating as many civilians as possible. The military is deploying, but militia units have also been activated. Medical personnel have received shipments of Omega Mk. III Hunter-Killer nanobots, designed to be injected into the bloodstream to detect and, if necessary, fight the virus inside the body itself.

Of course, I am assuming these zombies are the infected human type, since there exists a cure- you can't cure corpses. Tactics are different against the corpse type of zombie.
