Who is to blame? The answer is simple, as it is without doubt that the source of this outbreak lay in the barbarians to the west, who have sought to plague Arumdaum with their poisonous and unscholarly ideas for many a century. Yet they cannot live without the goods which Arumdaum provides them with, for to them they seem to be absolute necessities. As such, it is fitting to see that all trade with the western barbarian shall cease immediately, as they are undeserving of our country's generous products, and provide us in return with their infected and poisonous goods. It shall be decreed from this today onward that all those who are caught to be in contact with these barbarians shall be banished from the land, while those who trade with them and smuggled in their infected goods shall be executed along with their families. Such harsh measures are an unfortunate reality for such serious threats to the stability and security of our beautiful and brilliant realm.
All merchant ships originating from the barbarian tribes to the west shall be immediately required to turn back; if they refuse to comply, they shall be met with necessary force. Arumdaum urges for the semi-civilized nations which border it to do the same as well, lest they fall to these flesh-consuming barbarians. Arumdaum also strongly urges the barbarous tribes which seek to spread this infectious disease to cease doing so, or else our country may see the need for them to be pacified...
