He had no complete control over it. He couldn't control the amount of explosive energy he charged into an object, or the range of his "detonator". Hence, he was always hesitant on using it.
Skills: Not much is remarkable. He has almost as much skills as a normal human being. Unless you could count being loved by any cat he had met as a skill.

Biography: Prior to finding his power, Agni lived a normal life like any other Indonesian kids that hailed from a lower-middle class family his age. He found his powers when he was aged 10. At the time, he found he was able to make anything he previously held in his hands (most of the time it was pebbles) explode by a command of his hand, which was a gesture that resembled how someone was pushing a button on a remote that he held in his hand (later referred to as the "detonator" gesture). All explosions varied in power and radius, ranging from something that resembled fire-crackers to something that was close to a grenade's blast.
At the time, when his parents found out he had a superpower, they were extremely proud of him. The Union was famed as the group of the bravest superpowered heroes in the world. They figured if The Union found out about their son's power, he would be recruited into their ranks, becoming one of the famous superheroes in the world that protects it and fight against evil and injustice. Agni, however, at the time only thought of the power as a "neat trick". Sure, he wanted to use this power in the way that will do more good than bad, and he sure admired the superheroes. But when The Union contacted him after his parents contacted them, he told them that he wanted to finish school first. Becoming a famous superhero or a protector of justice sure sounded like a great offer to a 10 years-old kid at the time, but he wanted to experience a normal school life. He didn't want to experience the commonly-depicted life of a young teen superhero: no time for school, goes around everywhere chasing bad guys, risking life and limb every single day, and getting swarmed by fans at every corner. The Union, being the good guys that they were, respected his choice.
However, he didn't know that it was already impossible for him to have a normal life when his power was discovered. When he came to school, every girl within the school swarmed him, because they want to get close to a figure that was going to be a famous icon of justice. He can't even enjoy the usual calm and coziness of the classroom during lunch breaks anymore, because every female classmates of his were suddenly interested in what he was eating. And to make matters worse, his "bros", the guys that he often hung around with, started to edge away from him, due to his sudden rise of fame, especially among girls. This made him lamented the moment he discovered his power, and sometimes even made him wish that he never had this power, just to be able to return to how the way things were. But he knew that it was impossible. So the only thing he could do was hoping he would do good as a hero.
His life hit an unexpected turn, when he saw a soccer ball that he had thrown towards his house by accident combusted as it entered the window to his room, exploding with the force of a C4-class explosive. The incident caused half of the house to be blown up and took the lives of both his parents, and also made him arrested for charges of murder, bombing, destruction of property, and misuse of superpowers. Now one might wonders why couldn't he fight back against the cops that arrested him and dragged him to jail? Well, mind you, he was normal citizen who respects the law, and seriously, do you think he wouldn't be burdened by the realization that it was his fault that accident happened? He couldn't control his powers. He became so traumatized and broken by that accident, that he avoided touching anything with his hands. He wouldn't even get near people. What's worse was that no one out there, not even the girls that formerly adored him, wanted anything to do with him anymore. And the ones he formerly called "bros" spread rumors about him being part of a super-terrorist cell. Jealousy do take people to some places.
Just as he thought he would be spending his last days there, lying on a jail cell, forsaking his hands, while being the depressed and empty husk of a man he once was, his life took another unexpected turn. A group of seven people with masks broke into the jail, busted him out, forced him to wear a burlap sack over his head, and then he felt a needle stab through his neck and lost his consciousness. When he came to, all he saw was other kids surrounding him inside a big room, apparently also went through the same kidnapping as him.
Personality: His personality is just the same as a normal human being, though maybe out of the rest of the students he was one of the most moral-aligned. He always expressed some discomfort at the thought or the prospect of having to use his power. Also tends to fool around with cats.

Terrakinesis (AKA Earth manipulation): Kira has limited control over the earth itself. She can raise, lower, and manipulate dirt and rock to her will. Kira has, on one occasion, managed to manipulate metals ever so slightly, but it caused Kira to get a nosebleed from the strain, so she stopped. It is theorized that the heavier the metal, the more difficult it would be for Kira to manipulate it.
Kira's favorite mode of transportation seems to be to simply skate across the ground, however she has had little practice with this skill, and if she does so on concrete or in a building of any kind, debris flies everywhere, and she leaves a very clear trail of destruction in her wake. That being said, while skating across the ground, she can move at three times the speed of an average human's top speed.
Kira's ability to manipulate earth or rock that is not still in the ground is extremely limited, and is one of the areas that she is constantly trying to improve upon.
Skills:
From her unique experiences, Kira is very rarely afraid of anything and is even more rarely intimidated. Previous attempts to intimidate Kira only seemed to make her angrier.
Kira is also an exceptional student, able to take to just about any subject with relatively little difficulty. Except history. She HATES history. (Not supernatural levels of learning, she is just attentive and knows her learning habits)
Preferred Weapons:
Kira regularly goes to Aikido classes on the weekend, and her teacher claims that she is one of the brightest and most dedicated students has ever had the pleasure of teaching.
In addition, Kira spends her time after the school at a small, out-of-the-way shooting range. One of her potential adopters had a brother that took pity on Kira's story and offered to teach her how to shoot a pistol. For legal purposes, Kira can only use a real pistol on days when her instructor has no one else on the range, but Kira uses airsoft guns on other days to get used to the feeling of using a pistol.

From what few memories she has remaining of her family, and from what various others were able to piece together, her family was quite poor but always managed to get by. Her parents loved each other and their daughter very much, and they were looking forward to their life as a family.
Kira's first memory in the world was a reminder that human trafficking still existed.
Late at night, men in masks came into the house and tried to take Kira away from her parents. However, her father heard a disturbance and went to find men taking his daughter from her bed. Enraged, he tried to get his daughter back, but failed to notice another man hiding with a knife. Kira's father was killed while she was still asleep. When she came to, she was in a small cell, and her mother was across the way from her, bruised and on the verge of unconsciousness. She tried to call out to her mother, but only received a sad look in return. For what felt like hours, Kira watched her mother's ragged breath before a man came into the room and entered her mother's cell.
Kira never learned about the birds and the bees from her mother the normal way. She instead had to listen to the sounds of a man having his way with her from across the hall, while Kira frantically tried to block out the muffled screams her mother was emitting. Suddenly the screams stopped, and Kira could hear the doors of her cell opening. Thinking that she was next, Kira ran to the corner of her cell and curled into a ball, only to be pulled away by none other than her mother. The woman that Kira respected the most was covered in blood and her clothes were torn to ribbons. Her mother told her to wait there, and reassured Kira that help was on the way. She kissed Kira good-bye and left the cell, telling her only daughter that she was sorry, and that she loved her.
After hours of crying, Kira heard the sounds of gunfire echoing through the halls, and boots hitting concrete. She was rescued by agents of a military that Kira didn't care to remember. She was told that her mother had died informing their government of the trafficking operations. (Sources indicate that Kira's mother was a famous Japanese commando, though information on the subject is extremely classified.) Kira was taken to the nearest port, along with a large group of other children, and given over to foster parents. However, Kira was one of the few who were unfortunate enough to not receive any foster parents, either because they ran out or because no one wanted Kira. (Kira always assumed the latter) Because of this, Kira was given up to an orphanage in the area, but was given a small stipend from the Canadian government as compensation for what happened to her.
Over the years, Kira was put up for adoption with countless families, but Kira would make life extremely difficult for any families that tried. She didn't want to be adopted, and made it very difficult for other families to want to adopt her. She was allowed to go to a public school, where she pushed away anyone that tried to get close to her. When her fellow students persisted, Kira had a tendency to get violent. Over the years, Kira has yet to have a single person that she considered a 'friend', although some have gotten close.
Due to her isolationist attitude, many people have mistaken Kira for a bully, and have acted on that. Some self-righteous classmates of hers made it a regular habit to harass Kira, to which Kira always responded by getting violent. She started being treated by those around her as less than trash. The teachers started grading her more harshly, she would get less food from the cafeteria, textbooks would mysteriously vanish from her backpack when she wasn't looking, causing her to go out and buy a new one... Over the years, Kira just learned that barely anyone was on her side, and started hating people in general.
When it came time that she was taken for Sekhola, Kira didn't care. She probably would have gone with them willingly anyways.

To anyone that Kira will give the time of day, she comes across as extremely abrasive. She doesn't care what you think of her, and she makes it very clear how she thinks of you.
In addition, from all of her time being the subject of bullying and hatred, Kira is extremely suspicious of people who try to get closer to her, bordering on paranoia.
However, to those who help her, such as her Aikido teacher and the man who owns the shooting range, Kira simply stays silent, and often nods her head in appreciation when they help her.

This power was first observed when a speedster noticed that he was running significantly slower one day when he passed through Vancouver. (I have no idea how someone would find out about her power, this is just me BSing a reason)
Since this power is generally unobservable, no one is really sure the true extent of Kira's powers. How it works is that, while someone is within 10 meters of her, Kira can either enhance or subdue their powers. However, should a person leave her area while she is manipulating their powers, the effect would last for a short period of time (to be determined by the OP). For instance, a speedster that Kira is enhancing would still only be able to move at a reduced speed even after getting out of Kira's range.
Also, the closer a person is to Kira, the more easily she can manipulate their powers. If she is able to touch another person's skin, for instance, then she would be able to enhance someone's power to absurd degrees, and maybe even disable a power completely.
It has been theorized that there may be more to Kira's powers, but that has yet to be proven. (AKA: If I get accepted, I've got some ideas for more interesting applications of Kira's powers that I'll run by the OP)

She didn't want to be adopted, and made it very difficult for other families to want to adopt her. She was allowed to go to a public school, where she pushed away anyone that tried to get close to her. When her fellow students persisted, Kira had a tendency to get violent. Over the years, Kira has yet to have a single person that she considered a 'friend', although some have gotten close.
Due to her isolationist attitude, many people have mistaken Kira for a bully, and have acted on that. Some self-righteous classmates of hers made it a regular habit to harass Kira, to which Kira always responded by getting violent. She started being treated by those around her as less than trash. The teachers started grading her more harshly, she would get less food from the cafeteria, textbooks would mysteriously vanish from her backpack when she wasn't looking, causing her to go out and buy a new one... Over the years, Kira just learned that barely anyone was on her side, and started hating people in general.
When it came time that she was taken for Sekhola, Kira didn't care. She probably would have gone with them willingly anyways.
Personality:
To anyone that Kira will give the time of day, she comes across as extremely abrasive. She doesn't care what you think of her, and she makes it very clear how she thinks of you.
In addition, from all of her time being the subject of bullying and hatred, Kira is extremely suspicious of people who try to get closer to her, bordering on paranoia.
However, to those who help her, such as her Aikido teacher and the man who owns the shooting range, Kira simply stays silent, and often nods her head in appreciation when they help her.
Kira has also not smiled in 9 years.

Personally, I think she's a rather interesting character, and I hope that she is accepted.

Depends who with. I'm open to the idea, but being FRIENDS with Kira would be a challenge, let alone a relationship.
Plus, if some unfortunate sap tries to make a move on her, they're gonna lose their balls. Because, you know, trauma from the whole 'mother was raped' thing.
