Species: Genetic Augmented Human
Appearance: Here, pretend he has blue eyes to keep in line with the OP. Also, he is about 5'11", and lean.
Personality: Appears to be warm, open, and friendly. He exudes class, to the extent it is slightly pompous. But beneath the thin facade he is cold, calculating, and manipulative, wanting only to reach his goals, regardless the necessary means.
Weapons: His mind. Relies on his countless henchmen and operatives, and those of the Conspiracy to do his bidding. Why should he get his hands dirty?
Strengths: Manipulation. He is the puppet master, he is God. At least in his own mind, though it certainly seems so with the power he has built for himself. Manipulation, intellect, and of course his modifications all assist in this. Aside from this, he's quite the charmer. Due to gene splicing, etc, he has the power to shape shift into other people, adopting their physical traits, at least the ones that can be seen, smelt, or heard. He will live forever. He also releases pheromones making him very charismatic and persuasive, especially to the weak minded.
Weaknesses: His hubris is crushing, as is his lust for power at any cost. Will his insatiable thirst be his downfall?
Profession: Controls many a shell company, is the majority shareholder of quite a few, and is the puppet master for countless political and economic figures around the world. Aside from that he is a prominent member of The Conspiracy, and is the de facto leader of the Cleanse Faction, and the entire organization.
Character History:
Howard Crane Foucault was born sometime in the mid to late 20th century, somewhere in New England, likely Greenwich Connecticut, to a father by the same name.

He was the heir to a large fortune, one his family had amassed for generations, through real estate, railroads, textiles, or some other mean, the way to which it happened is not important.

His father died when he was very young, so he attended preparatory school at a prominent New England academy(Likely Deerfield). How well he did, or all of the little niceties involved in his youth, matter not.

At the age of 26, he inherited the family fortune. Whether or not he attended a university of any kind matters not. Regardless, with the guidance of many mentors, he expanded the family fortune through investments, and the purchase of banks. He used many shell companies and shady methods to increase his wealth, that is certain.

This pattern continued, with Foucault below the radar until 2018. By then he became a premier banker and money manipulator in the Northeast, and had only gotten his first taste for power. When that year came, everything changed.

As alien technology arrived, he instantly began investing into a plethora of related companies(including Xylon Pharmaceuticals), up, down, and across the supply chain, seeing massive returns and a hand in the pie in many sectors of the global economy.

It is not certain how he came to be involved in The Conspiracy. Whether it was in his family before 2018, or if he himself formed it is unknown. Moreover, it is uncertain how he came to be in charge, and whether or not he is someone else's puppet. But in the mid 2000s, he became the man behind the curtain, a major player in the global economy and political scene without even being known.

It is unclear what companies, executives, military leaders, politicians, and even laypeople serve him. But it is clear he has control on all levels of all facets of life. Sometime in the mid 2000s, he received genetic modifications that only increased his abilities to play puppetmaster with the world. He works to continue the Cold War, and other issues, keeping humanity occupied, as he toils, working towards his end goal of "cleansing" the human race for the aliens he reveres as God and Master, his self(or otherwise) assigned mission in life.
Character's Role in the Plot: MAJOR member of the conspiracy, and the plot as a whole with his Godlike power. Also is the leader of the Cleanse Faction.
