The Enclave Government wrote:Nation Name:The Enclave Government
Character Name:Ryan Ludstein
Nationality:American, child of German parents.
Affiliation:Union of North American States
Gender:Male
Age:Appears and has the physical traits of 34, real age 116.
Species: Cybernetically enhanced human.
Appearance:Unique Characteristics; White hair, Red eyes. Specifics; Height of six feet and three inches weighing 162 pounds. Has a choker and almost wears a necklace with the Iron Cross. When asked about it, he simply says he's loyal to his nation.(Image)
Personality:Outwardly, Ryan is quite jovial and happy. Cracking jokes like no one's business, he's very candid and in situations is socially awkward with these features. However, as a few people truly close to him know - this is his method of coping. This is his method of coping with his crippling depression stemming from a century old occurrence but one that still has reverberations in his psyche to this day. On a fateful day - when he was 16 - on April 23rd, 2019 his girlfriend and one of the only two people he's ever loved killed themselves after leaving hints to him that they would do so. Fleeing emotionally to his first crush who incidentally had many of the emotional problems that his First had - they too commited suicide. This completely shattered Ryan's admittedly fragile psyche and sent him into the depths of sociopathy and nihilism. In the centuries since, he has tried his very best to keep this under wraps - but all secrets get out eventually.
Weapons: When in warzones as the Chief of the Joint Chiefs of Staff, carries a specially made X-42 Ostpreussen assault rifle. A rather rarity due to its use of bullets rather then lasers or plasma, it is considered an almost flawless weapon with a fire rate of 900 rounds per minute, a 30 round magazine and high caliber ammunition, its one flaw is the accumulation of all of its successes - it is extensively prone to jamming which requires atleast a minute to rectify, leaving him at the mercy of his sidearm, the X-58 Imperator sub machine gun. Looking rather like a longer, thicker Uzi from centuries past, it has a rather small caliber ammunition leaving Ryan exposed if facing heavily armored foes without allies.
Strengths:Extensive tactical experience from decades of time spent in the military without sacrificing physical capability, has charisma from decades of working with and around people. Extensive access to funds.
Weaknesses:Extremely fragil psyche - anyone who convinces him he cares about them can practically ask him to walk off a building without so much as a question as to why - and he'll kill absolutely everyone except them. Has a disdain for all men and women he doesn't particularly care about, which occassionally shows in his tactical decisions when his social abilities fail him.
Profession:Chief of the Joint Chiefs of Staff of the UNAS Military.
Character History:Born in 2002 in the then state of Florida in the United States of America, most of his early life was addressed earlier in the Personality section of the application, so I will skip to College. Studying to become a lawyer and hoping to one day become a politician, his parents had been bankrolling him through Harvard University due to their vast wealth from dicey stock practices. Then, in the middle of his courses, his parent's bank accounts were frozen by the IRS for an investigation. With little to no material assets of his own, he was forced to enlist in the Military to serve his tour of duty and get through Harvard once he got back through the provisions of the GI bill. However, he found no small measure of success in the Officer Candidate's School and was fast tracked to high prospects. One of the first soldiers to respond to the Absolution, he has since then been one of the foremost authorities on its contents that the UNAS has controlled. Having pocketed artifacts from the Absolution discovery team, he sold them for ludicrous amounts of money - allowing him to buy the best age controlling cybernetics known to man since then. He became the CJCS in 2110, and headed the organization of new divisions since then.
Character's Role in the Plot:Depends on who gets to him first. If left to his own devices, will try to save cybernetics like himself from the Flood and attempt to bring UNAS on top. If psychologically broken, will practically throw himself at the feet of anyone trying to spread the Flood so he can kill humanity.

Personality: WIP. Not quite right in the head. Usually seems somewhat indifferent, yet faintly amused by something, though a certain amount of bloodlust can reveal itself in battle. Doesn't really understand the common concept of morality. Somewhat cynical and jaded, he believes in a form of social Darwinism, and that others will constantly seek to crush him underfoot. that Perhaps a bit vain, though he is also somewhat insecure, especially in regards to others he deems as stronger or more powerful than himself. Strengths: Marksmanship, melee, explosives, poison, hacking. Various means of assassination. Parkour (is agile/quick). Cybernetically enhanced senses/body. That sort of thing.
Weaknesses: Sacrifices endurance and strength for speed/agility and stealth, so he's a bit lacking in that regard. EMP can fuck him up. Other stuff.
Profession: Assassin, Hacker.
Character History:WIP. May have some early memories wiped, may be a bit mysterious and dark, because why not.
Born in Japan, in 2060, Rei was the son of Kojirō Shiroyama, a Major in the Japanese branch of the SEAF army. His mother, Haruna, was the daughter of a executive in the leading committee of Mitsunaga Corporation. From a fairly young age, he was perceptive, and reasonably smart. He was an avid book reader, and he sometimes took more to reading than socializing. Often fond of reading books indoors, or enjoying nature outside from time to time, with a soft spot for sweets, Rei was generally a kind and friendly child, if a bit quiet at times, and impulsive, despite his efforts to be more thoughtful regarding actions he took. Not being particularly socially adept, he tended to avoid others, and so a sort of self-perpetuating social barrier formed between him and those who may have otherwise been considered classmates and potential friends, even if he wasn't that bad, otherwise.
Despite showing his intelligence, he was always in the shadow of his older sister, Miyū. She seemed to possess a genius level intellect, and quickly became skilled with whatever she happened to delve into, from the arts, to science, literature, and other areas. His father pinned the family's hopes on her, more or less ignoring Rei, whilst his mother made it clear she intended to see her daughter achieve great things in her father's corporation, spending more time grooming her than dealing with him. Miyū's fame grew rapidly as some of her works, including several novels achieved considerable success. Her paintings were even sold for millions of yen.
It would not be long, however, before she mysteriously vanished on a trip abroad. Suspected by many to have died, with the evidence leaning that way, things took a turn for the worse. Shortly after a struggle within his mother's company began, a taker by a rival faction within the internal power structure of the corporation, rumoured to be backed by another group. Mysterious disappearances, killings, explosions and "accidents," began to play out. Rei's grandfather, concerned at the danger his daughter and her family were now in, persuaded Kojirō and Haruna to move to an estate in the mountains, with a military compound for a force of loyalist paramilitary guards stationed to defend them. Kojirō also used his influence in the military, though it was widely known that the military was highly privatised and corrupt, and more of an unofficial mercenary force than anything loyal to a particular country. It just so happened to be that people with a lot of wealth and power in the SEAF had enough to spare for most of the military to serve them. There may have been some "patriotic" types, but those usually became a bit more realistic and cynical once they saw things for how they really were.
The hostile faction attacked the estate where Rei's family lived, beginning with an aerial attack from unmarked drone fighter-bombers, followed by a direct raid, a mix of robotic vanguards, and at least partially-human ground troops. It was a bloodbath, and Rei himself would not be unscathed. He would nearly die, torn, broken, a dismembered wreck caught up in the battle, somehow at the edge of death, yet not quite past it.
Rei vanished shortly after, and was used by a scientific research department affiliated with a subsidiary of Xylon Pharmaceuticals, Rel-tech Inc. He was experimented on, and was turned into a cyborg after a number of tests in which he very nearly died, though it was either that, or slowly die for certain, in a dismembered, broken remnant of a body. Much of his body was replaced by experimental biotechnology and cybernetics, varying in cost. Much of his skeleton was replaced or reinforced with an artificial carbon composite, whilst defective or missing organs were replaced if necessary, or an alternative use was made for the area they were in, or would have been in. Likewise, his nervous system was altered or replaced, and even his skin was of a prototype nanomolecular synthetic biotechnological material, linked to Carbonic Actuators as muscles, and a built in electrical generator that could work in tandem, or independently of, his heart, also serving as something akin to a life support system.
Under their experimentation, he was referred to as "Subject 13". With his artificial nervous system wired up so precisely to his brain and upper spinal column, his senses were remarkably attuned, to an extent exceeding that of normal individuals. This was both good and bad. It took less time for signals to pass to and from parts of his body, and the biomechanical components reacted more rapidly, bringing information to his brain, and in turn responding much more quickly. However, this sensitivity also meant that external stimuli had a greater impact on him than it would on normal people. This included pain, even if the cybernetic nature of most of his body meant that he wasn't fragile in the same way most humans were. The delicate nature of some of the hardware also meant that regular maintenance was required, and given the experimental nature of the technology, glitches weren't exactly unexpected. To some extent shielding from potential electromagnetic interference, and potential EMP attacks was installed, but protection in that regard was both limited and unpredictable, especially if the source of the attack was closer.
It could have been worse, Rei told himself. At least he had food and shelter. Sometimes clothes, too, though they were usually those worn by women. It sometimes hurt, but at least he didn't die. Surely ceasing to exist was worse. ____ feared he would one day cease to look like a girl, so Rei was often injected with estrogen, which had a lasting effect on both mind and body. Along the way, he was sometimes told to run errands, eventually learning how to poison and murder the enemies of whomever owned him, often lowering their guard through his apparent femininity in the process.
Thus it was, that from a mere tool, he became a weapon. He would work his way into their trust, or at least a situation in which he could kill them and escape.
Stuff happened. At some point was experimented on. Possibly left in a critical state when something bad occurred, before being modified. "Used," by a dodgy organisation. Became an assassin, obviously, and was somehow involved in things that happened over the years. Details pending.
Character's Role in the Plot: A cyborg assassin of ambiguous gender, perhaps a hired killer, or carrying out the orders of a particular group.
RP Example: No.

Appearance:(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image) (Image) (Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)(Image)
Can seem a little arrogant outwardly, whilst also mockingly self-deprecating. In his assassinations, he is graceful yet ruthless and precise. He also believes that pain reminds him he's still real. He often seems cold, apathetic and ruthless at times, yet at others can seem bloodthirsty, playful and even careless, a carelessness that veils a feral cunning, merged with a whimsical murderousness.
Weapons: A A/SRH-C81 laser semi-automatic sniper rifle. Couple of pistols. An extendable plasma-scythe (can be decreased in size for storage and concealment, so it can appear at first to be a small cylindrical object and not a weapon), a number of hidden hypersonic nanomolecular steel vibro-knives (many of which are stored and even produced in his right leg, which is more or less entirely metal/robotic). An implant in his left hand that allows him to generate and discharge electricity through conductive media (i.e. he cannot discharge it through air or concrete) at sufficiently high amounts to kill grown men or short out a building's electrical systems (he can only discharge electricity in such a manner, from his left hand).

(Not required to fill)
Theme Song: [Something goes here]
Likes: Killing, interesting opponents, books, music, other stuff.
Dislikes: Ugly people. Idiots. Other stuff.
#WTC.01 (DO NOT DELETE)
At first I only looked at the pictures, then, thinking he was a girl, read the history. When Rei was referred to as a guy, I was really confused, until I looked at the gender part.
I'm liking it. I know that you'll finish it, so accepted. Just make sure that you finish it later on.

Acting as if only one person can have it or, indeed, that it is even a thing men tend to wear at all. I mean, it's been part of female fashion since at least the 16th century and, if Native America is to be used as an example, potentially since the paleolithic.

You can write something about Abdul beginning the process of seizing control of large swathes of the city but for now no. I think there's a few players in that area, you should begin a subplot about your conquest of Dubai. Just make sure you know how its connected to the greater plot.

It would give me something to do, potentially. I've still not decided entirely on a starting location.

If we need people in that subplot badly (and I get accepted) Ryan may do a tour of the city to see how the UNAS "civilization" process is going (assuming there is one, OP mentioned projects like it.)

The only one trying to bring civilization to Dubai is Abdul, do not interfere.
