2016 - A Realistic World RP

2016, a year of great challenges for the world. In the Middle-East conflicts rage on and Daesh remains a thorn in the eye for many out there. To the north Ukraine remains unstable as violence is once again increasing in the east. Europe itself still struggles with its economic crisis and is also haunted by a flood of refugees and growing anti-EU movements. To the far east China has started to expand its influence through the South-China Sea, sending military equipment to the disputed area. Its a dangerous time, a time in which a cold war could return in months or a time in which the world reviews its wrongdoings and tries to fix the mistakes it made. Now however you may influence what path the world is going to take.

Welcom to 2016 - A Realistic World RP!
As the name suggests, this will be a realistic world RP, meaning that everything at the start is as accurate as we can make it to our own world. From there countries can go in many ways aslong as it is done so within the realistic limits. Our goals? To improve our countries in whatever way we can. We will all play a government of a nation or, if one likes to, a rebel/terrorist organization. Keep in mind though that you will be playing a government, not the general population itself.
You can implement new laws if they suit your governments interests, establishing deals with other governments, participate in one of the many conflicts or you can try to end them through diplomatic means. Now i understand it can be hard find out whether something would be realistic or not but no worries, i won't be too strict on it and you'll be fine aslong as you don't cross major lines.

Picking a nation:
I cannot stress enough on how important it is to choose the right nation. Sure its easy to pick a nation you know alot about but if i learned one thing from these kind of RP's is that alot of nations can get boring very quickly. Try to pick a nation that has alot to do, a nation with who'm you can go multiple ways but above all a nation that holds your interests. Try to learn something from the nation you play, what its stances are on certain matters and what you'd like to make of it, would it be realistic or not? What challenges would you face and how would other nations react to it all? In general make sure you're up for the task and make sure you've got enough to do with your nation. If you aren't sure what nations are interesting to keep yourself busy, feel free to ask and i'll provide you with many options. Remember that the world is bigger than America, Europe and East Asia.

Post Quality:
I expect a good post quality from everyone, that means no one/two/three liners nor a simple paragraph. At least two decent paragraphs are required for every post. Adding simple details to your posts is an easy way to make sure that you meet the standard and if you're not sure on what to post, just take another look at the issues going on in your nations or the world and add something about it in your post, it can be a plan to resolve an economic crisis or it even could be a simple reply to a certain event that happend somewhere on the other side of the world.

Timescale:
Almost everything will happen faster in the RP than in real life, if only to avoid the troubled reality of having to wait years for things to improve. While we won't make drastic changes in a month, we on't have to wait years either. This is a matter you have to decide on your own a bit to figure out what your nations capabilities are in terms of those matters. I'll keep an eye on it and if i feel it goes too fast or too slow i'll let it know.
In the RP itself we will pass time by simply posting dates at our posts while trying to keep it at around three months per IC page. Make sure you read other people's posts as we will slow down during busy times while we will speed up the time at times nothing really interesting happens.

Historical Accuracy:
I don't think much has to be said here. Everything up till our starting date will remain the same as IRL, or at least as close as we can get it as there remains a gap of a few days.

Waging War & WoMD:
At some point there will likely erupt a war somewhere and since this RP is a realistic one there will be strict rules attached to waging wars. To start, if you want to start a war you are required to have my permission to do so, this only to avoid reckless and unrealistic wars everywhere.
Now lets say you're sure about starting a war, whether with another nation, a civil war or even a coup, you'll either TG me or ask me about it in the OOC. Provide as many details as possible as the more details i have the more tempted i am to agree to it. Think of the way on how you're going to build up to the war, where you'll try to find support, what you explain to the UN, what you're going to do to try to avoid the war at first, how to establish the supplylines, what you do concerning the terrain, the mobilization of troops, the finance ect. So bascily provide me with as many information as possible. If you're not sure about some of the matters don't hesitate to ask, i'm always willing to help you out, even if it concerns a war against my own nation.
Even though starting a war is possible i will remain very strict on the matter and in most cases it'd be better if you choose a nation that is already involved in a conflict instead of trying to start a war with one that is not.
WoMD (Weapons of Mass Destruction) are a whole other matter to deal with and just like wars the use of them have to be pre-approved by me. One may threaten with them like with nuclear missiles but one may not use them unless it has my approval. Most WoMD are likely to be allowed in usage, think about Mustard Gas and Nerve Agents for example though keep in mind that it highly depends on the nation, for example Libya would have a greater chance of being allowed to use them duo to the chaos than the US would. The use of Nuclear weapons on the other hand won't be talke as lightly and probably won't be approved by me.

For war, you must follow these four steps: Seek Approval for War (for example, if you're the united states), Prepare & Mobilize Your Forces, Launch Your Forces, Attack
+ You must give the other nation the chance to respond when you launch, or even attack with your forces. For example, a nation would detect a large air, naval, or ground force, and would, promptly, intercept. They may not know exact numbers, and may end up with more or less to defend (and it's appreciated if you use only forces that would, reasonably, be able to heed the call to defend, meaning that if you don't have a military base for miles, it'll take a while, and you still have to mobilize to defend), but the intercepting force will try to defend the nation you wish to attack. That means, you might have to wait, and will have to wage war properly, or use superior stealth technology.
+ In accordance to the first post in the IC, each post must have at least 500 words. Posts will be randomly counted to make sure that you meet this requirement.
+ Use spell check, proper grammar and punctuation, and all of that other stuff that helps you to write well.

Technology:
It is important to understand your nation's technology and the limits that go wtih it. Major powers will start with the most advanced technology and they will most likely hold that position throughout the RP. It is allowed to improve your technology but know that you can't jump ahead on these matters. Now we don't know exactly what inventions will come in the (near) future and so we'll keep ourselves with existing technologies which we can improve aswell as technologies that hold a decent amount of reliability of them coming to us in the futre. If you're not sure whether something is allowed, just ask and i'll let you know if its okay to use it or not.

Events:
From time to time Events or random Events will pop up in a seperate post. It could be anything from a terrorist attack to a species going extinct to an economic or social crisis. Its up to each nation whether to respond on it and how to respond on it and the only ones who are not allowed to ignore it are those nations affected by it. If you have any idea yourself for a random event, whether it concerns your own nation or another don't hesitate to send me a TG and i will see what i can do with it.

NPC Actions:
NPC's will be somewhat semi-active in the RP as we shouldn't ignore all those nations that aren't being played by people. While we won't be hearing from them alot they will undergo changes, end up in conflicts and choose sides in conflicts from time to time. Its important to interact with NPC's yourself aswell as most likely one or more of your allies will end up being an NPC. Now if you want to interact with them you only have to send me a TG with the stuff you want to do with the said NPC nation. I will either reply that the nation agrees to it or that it doesn't agree to it depending on its own interests.
Another apsect of the NPC action revolves around the fact that you play a government and not its entire population. This means that your citzens can change from opinions themselves and that they could even show their discontent with one of your recently accepted policies. More important however, if you're a democratic state, they will elect the ones you're about to RP once elections arrive. Now as for the elections i will keep your wishes in mind but there might be occasions in which i am forced to have the citzens elect a government which you do not desire. It is important to keep this in mind when you're about to play a nation, would you mind having to play a radical right-wing government or a socialist government?
I will always use the major parties in a democracy to start with, then, along with your wishes in mind and the smaller parties i'll look at what the people would want and make an election result on it. Sometimes it might be quick and easy, other times i'll have to get myself up to date with the state of affairs regarding this stuff in your nation.

3) Know how to lose. Don't be a dick if something doesn't play out your way.

Luxembourg has been a visionary nation in the terms of internationalism, which was perhaps brought on by the nation's own very small size. Luxembourg has strong relations with France, Germany, the Netherlands, especially with Belgium, as well as many other nations throughout Europe and beyond. Luxembourg is very pro-EU, though not in favor of European federalization. Out of the great powers, Luxembourg leans mostly towards the United States, as it sees the USA as a vital partner for Europe as a whole. Luxembourg is a committed member of NATO, the EU, the Benelux Economic Union, the Schengen Group, and works closely with the framework of the UN. If Brussels is often referred to as the Heart of the EU, Luxembourg City must be it's brain, as it is the site of the European Court of Justice, the European Court of Auditors, the Statistical Office of the European Communities (Eurostat) and other vital EU organs, including even the Secretariat of the European Parliament.

Military Size:
I have seen sources range pretty wildly (relatively speaking) so I will go with the World Bank source and say that the total personnel number 1,510. This would consist mostly of professional soldiers, with one or two hundred civilian contractors/support personnel. The Army is made up of two Rifle Companies with reconnaissance training, two highly trained elite reconnaissance platoons (in effect Luxembourg's special forces), one water purification platoon, one Explosive Ordnance Disposal/ Improvised Explosive Device Disposal platoon, and a small CBRN decontamination unit. There is no navy, and the army does not own any artillery or tanks, however they have upwards of 150 military vehicles, including 45 Dingo 2 protected reconnaissance vehicles, numerous military trucks, and even 41 armored Humvees. Luxembourg has no air force, but 17 Boeing E-3 Sentry Airborne early warning and control planes under NATO command are registered under the Luxembourg Army, and there is a standing order for one Airbus A400M Atlas. There are two additional non-combatant army companies, one a training company and the other an educational company.

Military Description:
Luxembourg's army is incredibly small, even on a per capita basis. It has no navy or air force and the only planes registered under Luxembourg's Military are under NATO command. Because of this, Luxembourg's army consistently plays a support role, attached to a larger military contingent in it's deployments. Frequently, Luxembourg's army is attached to Belgium's, in peacekeeping deployments. The army is very small, but also very well trained, and with modern equipment to meet the standards of other developed militaries. It is notable that Luxembourg's army is very well designed and prepared for it's self-assigned support role, able to provide desperately needed help to civilians.

Organizations: I will only be directly RPing as Luxembourg. I will note though that Luxembourg is very influential in several EU bodies which I will likely try to take a leading role in.

Description of Your Nation's Economy:
Luxembourg's stable and high-income market economy features moderate growth, low inflation, and a high level of innovation. Luxembourg is the second richest nation in the world per capita, with a nominal GDP per capita of €90,400, but ranks first in average net income. The national GDP is an estimated €53 billion. Luxembourg has one of the highest labor productivity levels in Europe. Luxembourg's economy is greatly helped by it's position central to many wealthy European nations, and very strong infrastructure. The most significant sectors of the Luxembourgian economy are Banking, Industry, Tourism, and Telecommunication/IT.

Banking: Banking is the largest sector in the Luxembourg economy. The country has specialized in the cross-border fund administration business. As Luxembourg's domestic market is relatively small, the country's financial center is predominantly international. Germany accounts for the largest-single grouping of banks, with Scandinavian, Japanese, and major US banks also heavily represented. More than 9,000 holding companies are established in Luxembourg and the total held assets of Luxembourgian banks are worth nearly €800 billion. The European Investment Bank—the financial institution of the European Union—is also located there. Luxembourg has over 140 different banks, employing over 25,000 people.

Industry: Luxembourg has traditionally had a very strong Steel industry, in fact ArcelorMittal, the largest steel producer in the world, is a Luxembourgish company in which the government has a stake. However, Luxembourgish industry has diversified strongly to include other refined minerals, chemicals, rubber, electronics, clothing, machine/vehicle parts, cars, aircraft, construction material and more. Luxembourg primarily exports it's machinery and equipment, steel products, chemicals, rubber products, glass, with exports worth a total of estimated $14.7 billion in 2014.

Tourism: Tourism in Luxembourg is an important component of the national economy, representing about 8.3% of GDP and employing some 25,000 people. Luxembourg welcomes over 900,000 visitors a year who spend an average of 2.5 nights. Business travel is flourishing representing 44% of overnight stays in the country and 60% in the capital. Published by the World Economic Forum in March 2011, the Travel and Tourism Competitiveness Report puts Luxembourg in 15th place worldwide, up from 23rd place in 2009. Major destinations are historic Luxembourg City, the medieval castle of Vianden, Echternach with its abbey and the wine districts of the Moselle valley. Description of Your Nation's Government:
The politics of Luxembourg takes place in a framework of a parliamentary representative democratic monarchy, whereby the Prime Minister of Luxembourg is the head of government, and of a multi-party system. Executive power is under the constitution of 1868, as amended, exercised by the government, by the Grand Duke and the Council of Government (cabinet), which consists of a prime minister and several other ministers. Usually the prime minister is the leader of the political party or coalition of parties having the most seats in parliament. Legislative power is vested in both the government and parliament. The judiciary is independent of the executive and the legislature. Legislative power is vested in the Chamber of Deputies, elected directly to five-year terms by open list proportional representation.

Luxembourg was, undeniably, a small nation. Ranked 168th by area and 170th by population, there was no getting around the fact for Xavier Bettel that his nation was not a large one. Nevertheless, it had achieved marvelous things, the largest steel producer in the world, the highest average income in the world, banking assets worth 16 times the national GDP. Prime Minister Bettel hoped that he could add to that success. He had been spending a large amount of his time in discussion with the cabinet and his coalition partners in government, to decide on an internal plan of action. Today, the first real draft of a set of policy goals sat in front of Bettel.

Economically it was agreed that Luxembourg should seek to strengthen internal investment organizations including some banks, as well as acquiring larger stakes in Luxembourgian companies. Also, there was a proposal to create a Luxembourgian Sovereign Fund not unlike the model of Norway, but that was not a top priority. On the subject of transport, goals were the expansion of the Luxembourg Findel Airport, the promotion of the EuroCap-Rail between Brussels, Luxembourg City, and Strasbourg as well as other Trans-European Transport Network links, and the development of electric tram lines in Luxembourg city. Some concessions were made to The Greens, the government would plan to introduce subsidies for solar panel installation and potentially tax rewards/penalties for companies dependent on their CO2 emissions. Most ambitious of all plans however, was the proposed construction of a nuclear reactor plant in Luxembourg. The nation relied very heavily on energy generated by environmentally damaging sources, especially imported natural gas. Not only would a nuclear reactor help lower Luxembourg's carbon footprint, but it would seriously decrease reliance on natural gas imports, a strategic move considering Russia's chokehold on the resource.

Xavier massaged his temples gently as he read through the list of priorities before him. Achieving even half of this would be a task fit for a superhero, not a Prime Minister. At the very least, external policy was quite vague and open-ended. Continue work within NATO, the EU and the UN, encourage European integration where logical, work towards world peace, and provide aid to those in need. Easier said than done, but it was more open to Bettel's interpretation. His personal top priorities internationally would focus around the refugee crisis, working to prevent the "Brexit", and potentially working towards peace in Syria and the Ukraine.

Prime Minister Bettel leaned back and sighed, this was going to be an interesting term of office.


As I pledged earlier, if it takes too long to fill a more important nation I'll withdraw this and apply for that instead to help things stay active and moving. Also, I'm not interested in being Co-Op because I wouldn't want to show bias, but I would be happy to help make sure things stay within the realms of realism at the very least.

Description of Your Nation's Economy: Indonesia has the largest economy in Southeast Asia and is one of the emerging market economies of the world. The country is also a member of G-20 major economies and classified as a newly industrialised country. It is the sixteenth largest economy in the world by nominal GDP and is the eighth largest in terms of GDP (PPP).

Indonesia still depends on domestic market, and government budget spending and its ownership of state-owned enterprises (the central government owns 141 enterprises) and the administration of prices of a range of basic goods including fuel, rice, and electricity plays a significant role in Indonesia market economy, but since the 1990s, 80 percent of the economy has been controlled by private Indonesians and foreign companies.

Government Form: The Russian Federation is a semi-presidential federal republic.

It is federal because Russia has twenty-two republics within it, as well as the more regular administrative divisions, and these republics are all autonomous to various levels (e.g. Chechnya moreso than Karelia). It is semi-presidential because the president shares powers with the prime minister, his cabinet, various government officials and regional authorities.
Ideology: Conservative/Authoritarian Interventionism
Conservative - In Putin's Russia there has been suppression of feminists (e.g. Pussy Riot), the existence of lgbt communities is denied, the media is censored, etc.
Authoritarian - While Russia is technically a democracy, Putin has been influential since around the Yeltsin administration, either as Prime Minister, President or puppet-master. It is currently ranked 132nd on the Democracy Index, the oligarchs hold a lot of power (though Putin has often gone against them), anti-Putin political parties and groups are often suppressed, etc.
Interventionism - Russia is naturally the supreme power in it's geographical area, and I would say that they are justified in keeping some influence over historically or currently allied nations, so I'm not including it's political manoeuvrings in Eastern Europe, Central Asia and the Caucasus as interventionism. It's activities in the Middle East however is another story.
Foreign Policy: Russia is pretty much contrary to the West on most international issues, usually out of some sort of residual cold-war hostility on either side.

In regards to Islamic terror, Russia is much harsher than the Western Powers, the Russians have not forgotten about the Beslan school massacre, the Moscow hostage crisis, the numerous bombings, the recent downing of the Russian airliner, etc. With regards to the growth of NATO, Russia is fundamentally against it, as NATO in essence is nothing more than an anti-Russian military alliance. It is especially against NATO and it's allies 'interventionism' in areas that were formerly in the Russian sphere of interest, e.g. the Baltic, Balkans, Ukraine, Georgia.

The Russian Federation today is being increasingly isolated by the West, the EU/NATO expands eastwards, the US builds bases in neighboring countries, coups topple pro-Russian governments... But it still has allies especially in old Soviet republics or allies, Belarus, Armenia, Syria, Iran, Kazakhstan, Kyrgyzstan, and others are all Russian allies, and to some extent China, Cuba, Venezuela, Tajikistan, Uzbekistan, Iraq, Lebanon and a few others are allied due to circumstances or are semi-aligned.

The people of a few countries are divided, e.g. Ukraine, Estonia, Latvia where many people are ethnically Russian or politically pro-Russian, despite their nation's new western commitments. A number of countries in Eastern Europe and elsewhere also have historic ties to Russia, especially the Serbs, many of whom not only love Russia but hate NATO, despite the Serbian government's increasingly pro-Western stance in recent years.

There are also a few post-Soviet breakaway states, which while unrecognised even by Russia are potentially quite important. Transnistria is the last communist state in Europe, which broke away from Moldova in the early 90s with aid from rogue cossacks and a Russian army. Abkhazia and South Ossetia broke away from Georgia with Russian aid during the war in 1992. Nagorno-Karabakh is an ethnically Armenian breakaway state in Azerbaijan, and since Armenia is a Russian ally, you might as well count these guys as well. The most recent breakaway states are the rebel held people's republics of Donetsk and Lugansk, which allegedly had Russian aid in their war against the Ukraine (I personally don't believe the Russians invaded, as the Ukrainian chief of staff Viktor Muzhenko said there were no Russian regular troops in the Donbass. They most likely did provide weapons/supplies, and there were a number of Russian volunteers in the rebel ranks). The next breakaway state is quite possibly Gagauzia, but i'll let you research that.

Of the above, Transnistria, Abkhazia, South Ossetia, Donetsk and Lugansk want to be admitted to the Russian Federation, and Nagorno-Karabakh wants to be in Armenia.

The Russian federation's main adversary is the United States/the European Union/NATO, many in Russia sees the western powers as aggressive anti-Russian imperialists.
The actions of the West often mesh well with this stance.

Military Description: The Russian army is the fifth largest in the world in terms of active personnel. They also have a system of compulsory service, through which most young men must serve one year in the Russian armed forces. As of 2015, professional soldiers outnumber conscripts in the army for the first time in history, at least according to Sergey Shoygu.

Interestingly, serving in the Russian armed forces is one of the fastest ways through which non-Russians can gain citizenship. People from the nations of the Commonwealth of Independent States (more on that later) are eligible for service, and after three years service may gain citizenship.

The equipment used by the Russian armed forces is of varying quality, in some units soldiers might still be using equipment from the 80s or earlier, while in other units troops are using high-tech gear, new weapons, robots, etc.

On average Russian troops are possibly somewhat less well equipped compared to American/NATO combat troops, but the gap is growing smaller and they are probably still ahead of most of the world. Russia has a large arms manufacturing industry, with everything from basic Kalashnikov rifles to GRAD missiles to Sukhoi fighters and naval vessels being built in the various factories and shipyards of the Russian federation.

In terms of experience, the Russian armed forces are quite experienced, thanks to anti-terror operations in the Caucasus, military exercises, the war in Georgia, the air-campaign in Syria, etc.

In 2006 97% of Transnistrians voted for union in a referendum. Kazakhstan and Kyrgyzstan are interested in joining. Moldova and Ukraine had formerly been somewhat interested, but have since both turned towards the EU. In 1999 the Yugoslav parliament voted to join the Union State, in 2007 Serb politician (now president) Tomislav Nikolić said during a speech he wanted Serbia to join the Union, but they haven't.

One of the largest industries is the arms manufacturing industry, which i mentioned a little bit in the military section above. In 2013 alone Russian arms exports totaled over fifteen billion US dollars. The oil and gas industry accounts for over 70% of total exports, and 16% of GDP. Mining, agriculture, general industry and various services are also large employers and earners.

Due to sanctions against the Russian Federation in response to their perceived intervention in the Ukraine, the Russian economy is expected to shrink somewhat. Also, due to the opening of Iranian markets and oil production, the price of oil has dropped, which impacts Russia as well as Arabian oil producers.

Unemployment is approximately 5.8%, 11% of people live below the poverty line, inflation is 12.9% and the average salary is about $6,000 USD.
Description of Your Nation's Government: According to the 1993 constitution, the President is not a part of the Government of Russia, which exercises executive power. The members of government are the Prime Minister/Chairman, the deputy prime ministers and various federal ministers. Some of the ministries can be found here.

The Federal Assembly of the Russian Federation is the national legislature, and consists of Upper and Lower Houses, which are the Federation Council and State Duma respectively. The responsibilities of the State Duma include approving the appointment of a Prime Minister, deciding on the issue of confidence in the government, appointing the chairman of the central bank/accounting chamber/commissioner for human rights, impeaching the president or others, etc. The Federation Council's jurisdiction covers changes in borders between subjects of the Russian Federation, approval of presidential decrees, deciding on the deployment of the Armed Forces outside of the Russian Federation, appointment of judges for the higher courts, etc.

Many of the Republics of the Russian federation have their own leaders and parliaments, for example the Chechen Republic is lead by Prime Minister Ramzan Kadyrov, and there is also a local parliament.

Yea, I wanna try to build up a Baltic Union and become a stronger power political in Europe than just the lowly little three states. however Estonia, because of its finish background is less likely to merger. While Lithuanian may be more up for it.
