Lunar Council Chamber, Year One, Week Two
David Aurelius Paine, Head of Communications and Lunar Mission Control


As First Speaker of the Council, Separatist Party Leader David Aurelius Paine prepared to begin this session of the Lunar Council. He regretted not being able to speak with the leaders of the other two parties, prior to this gathering, but concessions had to be made sometimes, and so David had to put the colony first. David frankly had no idea why he had been appointed Speaker. Why they couldn't simply hold an election, like they would be doing for every future speaker, was beyond him. Nonetheless, David was prepared to act, and so Speaker Paine would begin the deliberations, as his duties required. He was hoping for a productive first session of the Council. Though he was worried that it was essentially a direct democracy, bringing the crazies out, he decided that this system was for the best with such a small number of colonists. What did worry him, however, was that the Council was the only branch of government of the colony. No colonial governor, no high court of the land, just a Council. Putting those worries aside, as he saw the other members of the Council arrive, David began.

"Alright, now that we're all here, I will begin. I know we've had a fairly hectic first couple of weeks, so the small amount of productivity is understandable. As this is the first session, it seems that no bills have been written, so this should be a short one. I'll provide the official format for bills to anyone who asks, following this session. Right now, I believe all we need to do is determine what supplies we'll be requesting from Earth. Of specific interest is seeds, and other supplies that will be used for the long-term. As Head of Communications with Earth, I'll be sending in the list, which I will be writing down as the session progresses. We will vote on each individual request. I'm opening up the floor to anyone who wishes to speak, I'll bring up my requests last." David spoke.

Maxphe Kerman spoke up "Well, given that we don't seem to have any legislation at the moment, I figure I will propose my bill. Or rather idea for one, but you have failed to give a specific template so I will merely discuss it. I propose we make the Lunar Calender, of my own design, an official calender system and one to be used for formal, government- can we even call this that? - uses, for example things like the lunar council." He paused a moment and pulled out a peice of paper "Ahem. The Lunar Calender: Here on this base, we still use the system for days, months, weeks and years made by our ancestors from Earth, back in a time where traveling to the stars was but a dream. Now, however, we have left the icy grip of Earth, and should leave with it their system for measuring time. Noon is pretty useless when it takes over a thousand hours for the sun to set! This new calender system would solve all of that. Here is how it works: Each lunar day, that is to say the time from sunrise to sunrise, plus a few corrections for orbital mechanics, is 29 (Earth) days, 12 hours, 44 minutes and 3 seconds long. This period will be called a Sol, each of which are about a month long. Sound too long to keep track of? Well, we have you covered, each Sol is split up into periods, and one period is one Earth day. The time at any given point is based off of the point we are in of that Earth day, based on Greenwich Mean Time (GMT), so we are always synced back with Earth whilst also using a much more useful, and superior time system for the longer durations. Every ten Sols is called a Decon, similar to an Earth year, however it is only 80.8% the length of a regular Earth year, but given that we both don't have seasons and that the object that Luna orbits around is the Earth, not the Sun, this actually makes much more sence. This also gives the added bonus of it becoming a metric style year system, so yuo can easily know exactly how many sols it has been in a given set of Decons, i.e 30 Sols for 3 Decons. Any questions?"

Maxphe sat back down, but then quickly got back up for a moment after remembering something previously stated "Oh, and, also, on the subject of direct democracies, I personally think the only real problem with them is the logistical difficulties, however I truly doubt that we will ever reach such numbers for a very long time. And another thing, not having a head of state or government in such a direct democracy is not a problem at all, as adding one would only decrease peoples freedom to choose how the government is run. Adding republican branches to a direct democracy doesn't work well." Mortimer stopped talking, sat back down, and put his hands in his lap, awaiting comments on his calender proposal.

"I hope you realize that we can't officially propose any legislation, until the template has been released. Now, if you had actually listened to what I said, I told you all that we were going to deliberate what we would be receiving from Earth, when we get supplies in a week or two. I specified that we would be deliberating on what we should receive from Earth, and I'm asking people for ideas, regarding those suggestions. We'll be voting on each one. Now, I'm not discounting your proposal, but save it for the next Council meeting. There aren't even any existing blocs right now, this is pretty much just a precursory session. We haven't even finished organizing the colony. Alright, so are there any suggestions for what we should be receiving from Earth, what I was asking about?"

Anesthesia for future surgeries, even some blood packs from donors back on Earth from every blood type, would also be welcome. God only knows how long it will be before those things are needed, and I'd prefer they won't be needed soon," Sigmund Kalbfleisch said. "I want to make sure that we are well stocked on various medicines, and I fortunately had the foresight to have various medical supplies included in the list of initial supplies that were brought up with us to the station."
