Could I play a Vermont that never joined the US, or an NYC that did what Fernando Wood wanted and became independent during the Civil War? Seems especially likely to have happened if the Confederacy won.

No one has used the Reservation App, so I kind just gave up on it. He wants the rest of the US for sure, or whats left of it after what the CSA took.

The CSA could help fund/support a breakaway revolution of the North East if you'd like.

Also, does this CSA territory look OK? I thought if the CSA had managed to stave off defeat it would have been able to get some concessions off of the USA. We don't go any further north, but we do extend West a little bit.

How does this look? All the slaves states plus the Indian Territory, and all territories west of Texas south of the 36°30′ parallel.

You can have it. The main support for a unionist revolt in the US would've been in the Rust Belt from Industrial Workers and Miners in the Rockies so New England could've even just stepped out because the United States was in a bad place and neutrality would preserve industry.

New York technically isn't a part of New England. Additionally in any General Strike/Revolution or the like Industrial Workers in Buffalo, Rochester, and Syracuse would've been the primary supporters of said strike/revolution.
