I would take Latvia - it's probably more culturally affiliated with Sweden and therefore easier to install a puppet government. However, it is likely to be caught between Germany and the USSR if Germany takes Lithuania.

Estonia should definitely be a priority of yours if you end up fighting the Soviet Union.

Short History of the last 20 years: The Great Depression did not strongly affect Japan. The Japanese economy shrank by 8% during 1929–31. Japan's Finance Minister implementing Keynesian economic policies: first, by large fiscal stimulus involving deficit spending; and second, by devaluing the currency. Using the Bank of Japan to sterilize the deficit spending, minimizing resulting inflationary pressures.

The devaluation of the currency had an immediate effect. Japanese textiles began to displace British textiles in export, with deficit spending proved to be most profound, going into the purchase of munitions for the armed forces. By 1933, Japan was already out of the depression. Under this regime, Japanese provisions, under the guise of the Chinese conjured small amounts of support as the Japanese army pushed through the country. Meanwhile, border skirmishes began with the Soviets and now, hostiles fester between the Soviets and Japanese as well, while Japan maintains warm relations with Germany.

Short History of the last 20 years: Sweden went on a total conquest from 1920 to 1924 under the Imperial Court Party. It took Norway and Denmark as vassals and installed puppet governments in Estonia, Latvia and Finland. Denmark only became a Swedish protectorate for one condition, if Iceland gained independence from Denmark. Then, Sweden were run by normal parties, until the Great Depression hit Europe. That's when a more fascist and militarist party known as Valhalla Party took power and installed a dominant-party system. The party is strictly Protestant, just like Italy is strictly Catholic, and wants to kill anyone not of Nordic origin. In 1936, Sweden installed puppet governments in Estonia and Latvia. In 1938, a four-month war broke out between Sweden and Finland over the Finnish Lapland, which Sweden took in 1932. It resulted in Swedish victory and a puppet government being installed in Finland with the formal title Finland had while being a Russian puppet. In 1939, it joined the Greater Germany in the rivalry against the USSR, but is willing to conquer more territories. Sweden changed it's formal title from the Kingdom of Sweden to the Greater Swedish Realm.
