I suspect that what you're thinking of is similar to a firing step they had in Trenches during WW1.

Alternatively, Adobe/Hacienda type homes more often than not have a flat roof. While it is disrepair from what Tri said, with a little TLC one could easily use the roof rather than having to build a separate structure.

Alternatively, a look out in a high structure with Paul Revere esqe lighting system

I'd say the chief priority for the time being would be to renforce the wall, repair damaged sections and add items to prevent people from easily scaling.
