Each member of the council votes on a decision if the monarch is confused, unable to make a decision, or unable to make a decision due to medical reasons or if a monarch isn't coronated yet. If at least more than half the council votes one way, the voting is over. Of course, the monarch can however, overrule the decision at any time for any reason.

Leaders: Leopold I, Grand Ruler of Belgium, Protector of Brussels, and Protector of the Belgan peoples.

Navy Size: 5 Frigates, 3 Galleons. The nation is 5 years old, so there isn't much of a navy yet.

Economic Policy: The policy is to direct as much trade as possible to England using various tactics.
Economic Situation: The nation doesn't have the best economy, but it is a rather industrialized nation. However, sea trade is a large part of the economy.
Infrastructure: Infrastructure is generally like that of Europe. However, the roads are cobbled unless the road goes through the most desolate areas.
Imports & Exports:
Imports: Silk, Spices, and various amounts of gold from Asia.
Exports: Grain, Wood, and (EDIT: Why did I put stone here? Why?) Fish..
Currency: Gini.

History: IRL history leading up to now, however, Belgium was freed about two months earlier than it was IRL, and rather than a constitutional monarchy, Leopold chose to let the nobles have a council to talk about issues.
Miscellaneous: We're going to basically push a claim on the Netherlands whenever possible, and if any small countries ripe for conquest (e.x. A small kingdom with a weak military with some small allies or none at all.) are available, we will conquer them. Ideally, we'd like to colonize much of the Pacific. IRL Belgium was only recognized in 1839, but in this history it was recognized a year after independence.

As a general rule of thumb, armies should be about 1% of a nation's population.
If not the economic suffers horribly.
You may want to reduce your army figures down to align with that.

If that's done, I think you should be good to go.

Actually, in 1850 the population of Sardinia-Piedmont was 940,000. So I raised the population from what it should have been in 1835.

Given the fact that the Victoria II wiki says Sardinia-Piedmont had a population of 941,000 (which matches your number exactly) at the start of the game, it's likely that's your source. It's also not an accurate source given the fact that the pop in V2 only represents around 25% of the population.

So, please use populstat or something and tally up the population.

Turin alone in 1820 had 90 thousand. Liguria in 1870 on its own had roughly 840 thousand.
The Piedmontese mainland in 1838: 3,449,000 the rest is on that page as well.

EDIT: For the record, the population of P-S as a whole in 1852 seems to have been 4.9 million, so there's that. (In V2 pops should reprexent exactly 25% though, so here's for Paradox's pops). /EDIT
