I'm not sure if I have roughly 1.2 or 1.5% but it's the historical ratio re-applied, IIRC.
EDIT: Just checked: 1.575% for the Landwehr, 1.5% for the actual standing army, both of those numbers re-appropriated from slightly earlier that century.
