The Outbreak
In 2013, Michael De Santa tore down crime lord Martin Madrazo's deck while chasing for a certain tennis coach, putting him deeply in debt and forcing him to perform a heist and causing him to be contacted by his 'buddies' at the FIB. In an alternate reality, Michael decided against tearing down the house, instead preferring to continue with his boring old Vinewood lifestyle. Meanwhile, at Humane Labs, the IAA was creating a bioweapon that was stopped when Michael and the FIB assaulted the facility.
Unfortunately, it was never stopped in the alternate universe, thus letting the IAA create a powerful bioweapon known as the Red Plague. They released the weapon in a densely populated urban area of Los Santos. The plague had an unforeseen side-effect, the creation of mindless creatures known as the infected. Soon, the virus had spread all over the world and utterly devastated San Andreas, reducing it to a wasteland.
Six months after the outbreak, survivors roam the remnants of San Andreas's former self while under the careful watch of the zombies, ready to pounce at any moment.

Personality: The Cardinal is very cold and calculating and simply regards people as resources to accomplish his goals, but can be charismatic when the time arises for persuasion.

Biography: Martin was born to abusive parents who lived in the rural areas of San Andreas. They took advantage of their child, uncaring and entirely focused on themselves. Eventually, when the future crime boss grew to become a teenager, he killed his parents in cold blood and donned a gas mask that was his father's prized possession. Finding nowhere else to go after the murders, he became a criminal, performing small crimes for a street gang. That was until he was recruited into a criminal syndicate after an incident involving the deaths of five police officers on one night and the theft of millions of police contraband.
Within months, the Cardinal seized power in the syndicate after assassinating of the boss and became one of the criminal kingpins of Los Santos, known for his paranoia and his trademark gas mask. When the Infection hit, he retreated to his mansion in the Vinewood Hills, having lost everything. Determined to wipe out the infection, the former criminal formed an organization hell-bent on killing as much people as they could in order to stop the spread of the virus.
Name of Faction: The Flamers
Numbers: At least 300 Flamers, firmly devoted to the cause of eradicating any and all impure humans across San Andreas.

History: The Flamers were formed right after the outbreak by the infamous Cardinal crime lord. Despite his past as a criminal, a large number of people flocked to his mansion to join his faction in exchange for safety from the infected. The Flamers, outfitted with heavy equipment suited for open combat and a purpose to fulfill, soon began raiding the outside world.
