The characters in the Arkham games and particularly the first game, Arkham Asylum, are based off their counterparts in Arkham Asylum: A Serious House on Serious Earth by Grant Morrison wherein the Mad Hatter's depicted as being a paedophile and child molester.

I remember reading that somewhere. And I was more talking about the appearance, not the actual character interpretation.

Got it. It is an autonomous op, just field reports and stuff. Mostly to curtail the necessity of working with local law and to decrease inefficiency.
