A general question to all those who've made a custom character: what is their relationship with Batman and the other villains? Have they been there for years, or have they just recently come to Gotham?

• Additional details: Night-bird is garbed in appropriate attire for someone who used to perform as a drag queen; suitably feminine with a masculine touch. Make-up and a wig paired with clothing reminiscent of a Noir-era private detective, albeit with a more "practical" touch. To provide a comparison, imagine when Renee Montoya became the Question pre-New 52; that's how I imagine Night-bird to appear.
Personality: Relatively amicable, at least to those who reside towards the "good" end of Night-bird's moral spectrum. However, Night-bird projects a harsh and unforgiving persona towards criminals and cannot tolerate intolerance: ironically.
Abilities: Night-bird is a proficient hand-to-hand combatant and marksman although Night-bird prefers to rely on his cunning and guile rather than outright strength and martial arts capability. However, Night-bird is an excellent detective, having been passed over several times for promotion at the GCPD despite displaying an aptitude for deduction. Furthermore, Night-bird possesses a genius level intellect and the innate ability to quickly learn and process information, despite not being a superpower per se; an eidetic ("photographic") memory also helps.
Weapons: Night-bird carries a Colt Detective Special, chambered for .38 Special rounds, in a brown leather shoulder holster, under his trench coat. In addition to his firearm, Night-bird also wears a pair of weighted-knuckle gloves (if you don't know what they are, Google them).
Weakness(es): Despite being human? I don't know, he's lactose intolerant; a super-villain could dangle him over a vat of milk.
Biography:

Harlan Edwards has lived in Gotham his entire life, born and raised on the mean streets of the East End; around Crime Alley. His mother was a prostitute so Harlan was out most days and nights, preferring the humdrum of the city to the grunts and groans of his mother and her customers. When she wasn't working she was either drunk or high so Harlan spent almost no time at all in the small apartment of the tenement building they called "home". Thieving...thieving and fighting, these were how Harlan managed to sustain himself and, to some extent, his mother. Consequently, he earned the ire of the law and was in and out of juvy. However, despite presenting a "tough" persona towards his peers and other contemporaries, Harlan liked to wear women's clothing.

When his mother died of an accidental overdose, Harlan was given into the custody of the state and would probably have become a career criminal if the Wayne Foundation hadn't found him. Funding his education, Harlan was an exemplary student and his prospects turned towards a life of law enforcement and away from crime. After receiving his high school diploma, Harlan entered the police academy wherein he passed both the written and physical exams with flying colours. Becoming a junior officer with the GCPD, Harlan was aghast at the corruption he witnessed and refused to participate; rejecting bribes from criminals. Subsequently, his fellow officers felt threatened by Harlan's honesty and decency and he was repeatedly denied bonuses and had his pay docked for trivial mistakes. Seeking another job to supplement his income, Harlan became a drag queen at a night club which fulfilled his need of more money and allowed him to express his cross-dressing desire. Unfortunately, some of his fellow officers wandered in one night, drunk, and recognised Harlan. They reported him to the GCPD's senior administrative staff and was ostracised by the police force, even the then Commissioner Loeb, and resigned under the pressure.

Seeking an alternate means of combating the crime and corruption in Gotham, Harlan donned a costume and became Night-bird. Under the guise of this vigilante persona, Harlan could purge the city of what he viewed as evil; employing more aggressive methods than his contemporaries.

Maybe the fact that he is running around throwing magic around like some tougher version of Harry Potter, or the fact that we have already decided not to have angels, demons, or even well established beings such as the Gentle Ghost not making appearances. They are in a league of their own and not in the same league as Batman villains and though Batman may occasionally fight such things when he does it is usually an arc all to itself that is quite different than the traditional Batman story.
