They are making an Amazon Prime show based off the '67 book, The Man in the High Castle, about the post ww2, axis victorious occupation of the East Coast by the Germans and West Coast by the Japanese of the US.

Maybe make it so that people can resist the telepathy if they have strong wills or something. and maybe he has to concentrate when he reads/ rewrites a person mind leaving himself open to physical attacks or something. simply trying to give advice.
