Weakness(es) (Required but could be as simple as "Human", "Poor Fighter", or more complex like "Leaves Riddles at Crime Scene"): While more durable and agile, he can still be killed with common weapons.
Biography (4-5 Line Minimum, unique characters should have backstories, Marvel Characters should have an explanation): Elias Campbell was an accomplished soldier with three tours under his belt. He always followed orders and did what had to be done to complete a mission, which is why he was chosen for Project Archangel, funded by the Military Budget of Wayne Tech and headed by Project CADMUS. Using a new techno-organic technique, they slowly turned Elias into an android of sorts. They allowed him to keep his memories, as they thought that it would be of use to him. They decided to release Archangel into Gotham as a test run of sorts.

What I have so far is that my character was a male GCPD officer who had a penchant for wearing women's clothing and, whenever he was free, worked nights as a drag queen to both fulfil his cross-dressing desire and supplement his income. However, during one such performance, a group of drunk GCPD officers wandered into a club where he was working, subsequently recognized him and he was promptly ejected from the Force; bear in mind, this is all pre-Gordon (Commissioner Loeb was less tolerant of...diversity in the workplace). Harbouring anti-establishment sentiments and wanting to purge Gotham of corruption, my character would take to the streets to pursue their own sense of justice, albeit a violent and more agressive version than that practiced by other costumed vigilantes (i.e. Batman). As for their appearance...imagine something reminiscent of the Question; a kind of noir-esque, trench coat and fedora style. I'll have an application up with the details in a bit but this is a basic outline of my chracter.

Its actually 'Kal-El' - not 'Kal'lel'.

Earth 2's version however is called 'Kal-L'.

But its always an 'el' sound - never a 'lel' sound. Superman hails from the House of El remember.

While he has a hand in most underworld operations, his specialty is smuggling and information. He has eyes everywhere, including other gangs, and he owns a few dummy corporations which help smuggle his wares. He inspires loyalty in his men, and has a knack for making evidence that would indite him disappear. Penguin also has trick umbrellas, which can do things from fire bullets to fly like a helicopter.

Weakness(es) (Required but could be as simple as "Human", "Poor Fighter", or more complex like "Leaves Riddles at Crime Scene"): Despite judo training and being fairly fast and agile, his small stature doesn't lend itself well in a fight against a more skilled opponent like Batman. As such, he relies on his muscle to do the fighting for him. Penguin also is concerned with keeping his empire and his name clean, making blackmail an option.

Having never felt acceptance, he was determined to find a way to be accepted by Gotham, either through fear or respect.

Currently, he has been keeping himself busy for the new mayor elections. He wishes to run, and with a large amount of capital at his disposal, he could very well be the next mayor of Gotham. His criminal activities are still numerous and active, but so far there is no solid case that would put Penguin behind bars.

I as thinking animalistic with periods of full lucidity, I was also thinking whoever he works for has him drugged with something tailored to his physiology, that prevents most of his consciousness from surfacing, then he would be like the Arkham version.
