Second, it seems like in the manga, the cities are all relatively close together, enough to permit travel between them. Heroes are assigned certain cities as well, and my beef is why even assign them if travel is so quick.

But rapid response to Mysterious Beings would make sense, too.

That's about how it goes, I think. I only got the city assignments from that time every S-Class was responding to HQ with "All clear", if you know what I mean.
