I wouldn't have had to step in if you would've been doing by our job and patrolling the damn borders. The only reason they were here is because they got past your people. That's something I wouldn't have let happen. You say we can't barge down a door, well you can't keep 63 people out with a force of over 1,000. Your definition of failure must be different from mine. Secretary Dunn was visibly annoyed but amused at the same time at the other secretary's ranting and shouting. "If your definition of success is ruining an operation deliberately set up to gather more information about the enemy we were fighting and using that info to our advantage, I sincerely applaud you and how you enormously fucked up the whole thing. Hey, thanks for fixing it! I failed leading the military? Some people would disagree. Namely any soldier you find. For your information we do patrol the borders and we do good at our job. But we decided to leave them alone and sap some information out of them before making our move. People like you who have no regard for anybody other than you disgust me. Unlike you I actually have respect for the people around me."

President Andrews, Executive Office, Jamestown

President Andrews was completely out of patience at this point. If he allowed these two to continue their bickering, they would be at it for hours. "That's enough!" he shouted, slamming his fist on the desk. He, however, didn't have a grasp on the situation yet, so he would ask the two to explain. "Secretary Dunn, would you be so kind as to tell me your side of the story? Secretary Hughes, I ask that you refrain from interrupting, your turn will come immediately after his. I've got cigarettes, and I've got gum, so if you two need to relax, I implore you to consume one or the other." Andrews told the two, setting a pack of gum and a pack of cigarettes on his desk, along with a lighter. "This isn't proper conduct for two high-ranking government officials, the media would have a field day if they got their hands on a story about you two acting so unprofessionally. Now, Secretary Dunn, begin your side of the story." he told the two.

Dunn was pleased with Andrews' involvement in stopping the argument as he hated to hear the voice of literally anybody in the numerous police agencies unfortunately present in the Columbia of today. "Well, sir, the operation started a couple months ago. We got word of the Ghost Runners setting up shop in an isolated valley west of here. I sent in an informant to find out anything he could. He's been feeding us information ever since and the Ghost Runners didn't even know. This intelligence was useful in finding out the inner workings of their syndicate and we actually sent it to other nations with a Ghost Runner presence. We were sure that our informant would keep feeding us information but the toll on our convoys was too much, so I ordered Colonel Williams to use Army forces to send a message to the Ghost Runners, hopefully intimidating them into stopping their attacks but simultaneously still giving us the info. Unfortunately, SWAT barged in before we could finalize the plans and completely ruined what we had planned."

"Hm." President Andrews murmured, nodding his head and listening intently. "Secretary Dunn, tell me, from where did you 'get word' of these Ghost Runners?" Andrews questioned, a bit concerned. He always fancied himself a cross-examiner, and this was in some way proof of that. Sarah brought in a platter of three cups of coffee for the President, the Secretary of Defense, and the Secretary of the Interior. Andrews sipped from his cup, as he awaited Dunn's response.

"Sir, I got word of them via one of our border patrols. These soldiers had spotted the Ghost Runner camp in the valley. They reported it to their CO who then reported to his CO, and so on and so on until it reached me. I decided to take the actions that I told to you just before." The SecDef's face was simply blank but nobody could see it with a gas mask covering it.

President Andrews continued to listen, sipping from his cup of coffee. "So, Secretary, what made you decide to act on this information rather than say, informing the CIS about it, and at the very least working with them? They specialize in counterterrorism, they could have at least aided your men. Make no mistake, I'm not taking sides here, I'll be asking questions like this to Secretary Hughes as well." Andrews told the Secretary of Defense.

"Knowing them, sir, they would try to act on it as fast as possible and wash away the chances of the plan we enacted. So me and my staff decided not to inform them about the Ghost Runners' presence there unless the situation was so dire we needed their help. No situations like this occurred and they haven't done anything to attack the nation itself other than our supply convoys."

"Alright." Andrews told the Secretary of Defense, cryptically. "I'll tell you who's in the right here after I here Secretary Hughes' side of the story. Secretary Hughes, would you care to enlighten us as to how you believe this all went down? I'd prefer it if you tell me calmly and cooly, alright?" the President asked, hoping that Secretary Hughes didn't choose this time to go completely berserk on the President. He awaited the Secretary of the Interior's side of the story.

Secretary Hughes was angered, annoyed, and amused at te fact that Dunn was trying to spin the story to make it sound like he was a hero but she kept calm while speaking. "Mr. President, the Central Inelligence Service is very good at what they do. Prior to last nights events they had been gathering much needed Intel about the ghost runners in order to carry out the operations. We also received Intel that General Dunn had plans of overstepping his authority and interfering with our departments responsibilities. Last nights operation was far from a failure, we captured the leader of the ghost runner cell here in Columbia and destroyed their base. We were however unaware of any undercover operative of the military, but I'd like to point out the military has no authority to carry it such undercover operations. If we would have been consulted like we should've then this wouldn't be as big of a deal it is now. The problem here is not the operation or the ghost runners the problem is the military refuses to accept the fact that they have limits to their power, and the they see my department as a threat to that power." Jessica picked up one of the cups and took a sip before sitting back down.

"Alright, well it's abundantly clear that the problem here wasn't the Secretary of Defense nor the DoD. It also wasn't the Secretary of the Interior or the Department of the Interior. No, the problem here was a lack of cooperation between departments. The military had every right to pursue the Ghost Runners, as they're a group of terrorists that have no borders and are a foreign threat, not unlike ISIS. However, the CIS also had every right to pursue these terrorists as well, or at least there Counterterrorism Division did. I'm not sure if you're aware of this, Secretary Hughes, but I believe that Secretary of Defense Dunn formed a counterterrorism division within the DoD. Now, I'd like the CIS and the DoD's counterterrorism divisions to cooperate on all further counterterrorism efforts. A house divided against itself cannot stand, as Abraham Lincoln of the United States said. Do I make myself clear, Secretaries?" President Andrews asked, after his cup of coffee had been fully drained.

The only thing abundantly clear is that you're an idiot and are running this nation like one, Secretary Hughes thought to herself. "Yes sir," she said before exiting the office, she had nothing else to say to either men who were obviously in each others corners. She got into her car and the driver sped off towards the Interior Department. She made a phone call to Director Vaden, "Andrews took Dunns side and he wasn't reprimanded so we can no longer consider him an ally. He also ordered us to work with the DoD which I have no intentions of doing, until he ask for my resignation this is still my department," she said. Director Vaden, who was watching the 'interrogation' of the terrorist leader was quite angry at what she heard, "Yes ma'am, Dunn and his lackies need to learn there place. Obviously Andrews won't put them in it, he's just an incompetent man with a title anyways. He's done nothing but stay cooped up in his precious office these past three years and it's time he leaves it, for good." Secretary Hughes smiled, "in due time Director, in due time. I have to go call me back when you've gotten something out of one of them."

Secretary Dunn begrudgingly accepted the President's decree and in fact respected him more because of it. However his hate and unwillingness to cooperate with the law enforcement agencies only grew and the heinous accusations of the State Security Department being a 'thinly-veiled attempt to usurp the police's responsibilities' infuriated him. He got back into his car and drove back to the Northern Military Base where Dunn tried to take a nap. Colonel Austin came in, however, interrupting that nap. "Sir, your staff is demanding the police give the leader of the Ghost Runners back to us. They claim that the operation was totally under our jurisdiction and the police did nothing more than ruin months of hard work." Dunn just kept sleeping while Austin walked out, knowing not to annoy the Secretary any more.

Isaac was quite pleased and still a little shocked about the sudden transfer, if it were regular army unit change that wouldn't have worried him, happens all the time, but this, this was something different entirely. He was ready to take on this new challenge with extreme pride. His new boss, Director Williams had outlined very clearly what their mission was, as well as their current objective was to get headquarters into tip top shape, in addition to the Director's orders, Isaac wanted to make sure that a proper motor pool would be built outside, as keeping the tanks rather exposed without any maintenance areas would prove to be a disaster in the long run. After Williams left, the men went around securing the tanks underneath the camo nets like they were ordered. Isaac took two of the new "Agents" and instructed them they would be the start of guard duty here at HQ, since he didn't want to leave the tracks unattended. "Your service gear will have to do for now boys, Agent Rapp I'll need you to acquire our gear we left back at the base in addition to our service weapons, I'll get started on the construction supplies before I get to our dorms." he turned to his former platoon sergeant, "I'll make an executive decision here and grant you the title of Senior Agent, Thompson you'll be in charge of the men until I get there tonight, don't let them cause any trouble.

A few hours later Isaac arrived at the dormitory and he was finally able to get out of his dusty uniform and slip on some regular civilian clothing, ensuring his weapon was close by. He took out his phone and began scrolling through Generic Social Media Site and noticed a story about the very large dust storm that occured earlier today. Dialing the number for Director Williams he was going to ask if maybe the new SSD should help with the situation. He awaited the answer of Williams.

Director Williams was surprised to get a call from Hidalgo when he was trying to take a well deserved nap. "Assistant Director Hidalgo, why are you calling me right now?" He asked with a very noticeable yawn. "I am supposed to meet with some of the candidates for several necessary positions in two hours and these guys insisted that I meet them at King Towers. On top of that, I have Secretary Dunn breathing down my neck to get rid of the Ghost Runners. I hope what you have a damn good reason for calling me?"

A group of 70 Coptic immigrants were being escorted by a convoy of Saint Mark Warriors who looked battle ready to protect the immigrants. Thankfully the immigrants were successfully escorted to the Coptic neighborhood without any confrontations and led to a governmental office to apply for citizenship and enter a guild the Coptic Futurist Party established. Andrew looked out over the scene from his office across the street happy to see more of his brothers and sisters had made it to safety. He sipped on some lemonade as a couple members of the Inner Circle entered the office, most notably the Councilor of Immigration and the Councilor of Finances. "Sir we might have a solution to get more people into our ranks." The Councilor of Immigration said as he snapped a salute, Andrew dismissed the salutes and said "And what would that be?" At this the Councilor of Finances stepped up "As you know we receive much of our funding from donations and the Future Society Corporation. An idea we have is to have party members buy stock in the Stock Market, which they would receive a percentage of, and the rest of the money would go to us. I also propose the establishing of additional Corporations among the Party members most notably the guilds so we can increase our revenue and bring in more immigrants." Leaning back in his chair Andrew nodded in approval "That is a good plan and I'll sign off on it. Please hand me the paperwork." Grabbing the paperwork he signed off on the idea and put it into effect "Well get to work now." He said and the Councilor's of Immigration and Finances snapped a salute before leaving the office. Andrew returned to his spot at the window with a smile "Soon we'll have a powerful voting base." He said to himself happily.

To no surprise Isaac most definitely irritated his commanding officer, which he expected but he carried on.

"Sir I don't know if you've seen the news about that sandstorm? It killed, a lot of civilians and destroyed a rather large building over in Jamestown." Isaac explained calmly into the phone.

"If we really are the shield of Columbia, perhaps it's best we conduct some humanitarian operations, I have a feeling the general populace doesn't feel entirely secure with the lack of government involvement, I've already got the men up and ready to go if you authorize this." he continued. Isaac knew he would get chewed out for this, but that's ok, he had been chewed out before.

Jamestown Chief of Police Nick Amaro sat behind his desk when he heard a knock at the door. He saw it was Sergeant Webber and motioned for him to come in. "Sergeant Webber, how are things going with the SMW," he asked the Sergeant no time for greetings. The sergeant chose not to sit as he knew he wouldn't be there long, "Sir things are going as planned, they still think me and my team are dirty cops on their pay roll." Amaro smirked, "good lets keep them thinking that, having you're team on the inside is a great asset to the Interior Department and when this assignments up I'll be promoting you to Captain." That made the sergeant smile, he had been a sergeant for three years but he was ready to be promoted, "thank you sir, is that all? There is a meeting at the Coptic futurist hq and the team should be heading there." Amaro nodded letting the man know he could leave, the sergeant had been a great asset since he came on as a detective and Amaro wished he had more like him.

Senator King had just left a scholarship event for the King Family Education Fund. He took out his phone and made a call. Elections were coming up and he had every intention of running for president he had accomplished enough in the senate to use during his campaign, and Andrews had done little to nothing at all the past four years. The phone stopped ringing and a man picked up, "Albert Ross, this is Xavier King, Speaker of the Senate. I'll be back in the city in thirty minutes and I'd like for you to meet me at the Columbian Grille for dinner." He waited for Ross' acceptance before hanging up the phone and playing 2048.

Saint Mark Warriors were busy patrolling the perimeter of the HQ while other squads were scattered throughout the general area as most of the Inner Party was meeting together to plan out what to do. In the conference room Andrew Shafik welcomed the Inner Party members gratefully as they arrived. As soon as the last person took their seat the lights were dimmed and the meeting began "Okay first order of business how is the research going?" Andrew asked curious and the scientists or CEO's stood up one at a time to present their findings and progress.

Secretary Dunn awoke five minutes later and immediately his first thing to do was to shout at Colonel Williams for not following his orders. "Colonel Williams, the damn police have already taken out the Ghost Runners. I don't know how they managed to get ahold of that info but they raided their base. The imbeciles didn't even look at our reports on their manpower. They took 60 of them out of commission, but there are still 20 of them hanging around and they're likely to call reinforcements in from Sudan. Take care of them whenever your State Security is ready to do so. Do not let the police interfere at all costs. Use physical force if you have to, but you will not let them interfere in DoD business. Are we clear?"

It was around 2:00 AM, 6 members of the Red Army Faction headed by Jean Carl DeCinque rested on a couch in the living room while they smoked cheap cigarettes and drank cold beer, they were armed with cheap Russian guns and one of them held a twin barrel shotgun, on the table in front of them 2 brief cases filled with money.

DeCinque shouted as he leaned to the window overlooking the opposite street.

10 Sudanese militants armed with modern AK-74's entered the living room.

''Lets see, for you brother i can give you the MP5s for 8000, 5000 for the AK47s, 10 uzis will go for umm around 7000, grenades the snipers i will get them for you only for 4500, the RPGs for 1800.
Ammunition 9000 and the Car bombs 5000.

a violent riot erupted in the Jamestown university between left wing students belonging or sympathizing with the Red Army Faction against several members of the Fascist Coptic futurist movement and other far right extremists, the police showed up but the fight continued, no one knew who started it, although the RAF stated that 2 Coptic fascist tried sexually harassing an 19 year old, female leftist student.

As the sirens drew nearer the students here more and more nervous, and when the SWAT vehicles stopped the students scattered like roaches. A few of the leftist continued to attack Coptic students and they were all arrested. The police have sent 50 extra officers to all universities to aid university security, as well as raised the number of patrol officers in the streets until further notice. The leftist students were taken in and arrested for first degree aggravated battery, a Class B Felony and they are scheduled for trial within one week. Jamestown Police Chief, Nick Amaro, issued the following statement;

It is sad to see that the Red Army Faction cares more about there idiotic radical movement than they do the youth of this nation. The act that they would allow students to do such a thing is deplorable. Based on interrogation of some of the assailants, and eyewitness testimony, we believe this was a planned attack by the Red Army Faction and the State Police Force will not stand for it. As of today the number of patrol officer at public institutions and on the streets will see a significant increase until these lunatics and their leader are caught. We ask the publics full cooperation and ask that innocent civilians not partake in any violent acts incited by the Red Army Faction or any other extremist group. The safety of the people is our number one concern and based on today's events the Red Army Faction is a threat to that safety.

Furious was the only emotion that Andrew felt as he visited a woman who was hurt during the riot at the university and was hospitalized. In the room next to the woman's stayed a young Coptic man who was recovering from massive head trauma he received during the same riot. Standing up from his position next to the bed he left the room and walked a couple feet before he punched the wall with a scream startling many of the medical personnel, straightening the collar of his shirt he walked out and got into a truck. "Take me to headquarters now and send out an assembly order to all Saint Mark Warriors and willing party members." Andrew ordered, the driver responded with a "Yes sir." And started off to the headquarters and sent the order out.
After Andrew was sure the Inner Party members and commanders of the Saint Mark Warriors assembled he told them his plan "As all of you know there was a riot at the Jamestown University that left some of our brothers and sisters were hurt horribly." The assembled men and women nodded there heads in acknowledgment "Well let's show those filthy Reds a united front shall we?" Nods and voices of approval were heard across the room "Okay than, here's the plan we will form a human ring, arms linked and two people deep, around the more critical buildings and entrances of the university. There we will keep students out of the buildings, we will pray the mequteria while we resist all pushes to allow the students in. We will peacefully disperse when the police tell us to. Understood?" The assembled leaders nodded "Well than lets get to work." Andrew said with a smile as he got up followed by everyone else.

The Next Day
The human rings were formed around the entrances of the major buildings but not to the same extent as Andrew wanted but enough to block enough at least two important buildings on the university campus. Andrew was at the front of one of the rings praying the mequteria with his allied party members.

David was selling some drugs in an alley around Jamestown University. He got a text from his friend to come help in a riot against the fascists. David got a red army flag, and ran to the riot. He got knocked people out with the pole if the flag and lit a small building on fire. He got stabbed in the arm and quickly ran to a warehouse nearby that was a secret criminal hospital. Once he got better he started posting communist propaganda around the city.

Sergeant Riley Porter sat in a cafe on the university campus when a patrol officer came rushing in. "Sir they're at it again this time it's the coptics they're blocking the entrance to the English and Political Science departments," the officer said panting from running all the way there. Sergeant Porter sighed and put fown his sandwich. What the hell is wrong with these people? Can't they find a better way to support there cause other than this, he thought as he got in his car and drove toward the two building which were less that 20 feet away from each other. On his way he called for back up and was met by three SWAT teams and 25 police officers (61 total). He got out of the car and approached who seemed to be the leader. "Right now I could have all of you arrested and most of you would resist making this a very violent scene that will only end in your demise, but I'm in a good mood today so I'll try to avoid that happening. You all have one minute to disperse, all those who aren't students are to leave campus immediately. If you choose to stay here then my men will have no choice but to forcefully remove you." He walked back to his car and waited to see that they'd do.

The crowd dispersed as was ordered by Andrew to do as they did what they set out to do. Andrew walked over to the car and knocked on the window and said "Sir we meant no harm in this but to show the people who were hurt in the riots yesterday that they have people who are willing to stand behind them. We assembled peacefully and were intent on remaining peaceful to show we have the moral high ground. God bless sir and I hope you see a bright future." He turned and walked away.
