Even a powerhouse like Germany wasn't able to OTL until way late, it was the last nation to show up to the Scramble for Africa. Going the Japan route isn't a great idea either because all you'll do is just make everyone hate you and want to turn your capital into a parking lot.

Plus depending on how bloody the revolution goes, Spain would much rather give Mexico the Philippines in exchange for loyalty and support back to Spain, than the pre-agreed upon agreement between Uni and I (If you want to make the IC have a more interesting scenario Uni of course)

Morocco is staying part of the Egyptian Caliphate. Also, I said post-colonial/states you break off of your own states do not count toward your total -- according to my list, Ruri only has Two Sicilies, Greece and Siam.

Example of this would be if Boji decides to have Guangzhou become an independent state from China. That wouldn't count. Now if he started playing as Assam, that would count. Get what I mean?

New Spain had lots of things IRL Mexico did not use due to certain internal conflicts(Santa Ana, for one) and US intervention.

The fact that Spain can't possibly hope to defend them in the event of a Gran Colombian-Brazilian joint invasion to bring freedom. Besides, Brazil would seek to do something to fuck with Spain after they invaded the Portuguese motherland (Brazil is headed by the exiled Portuguese royal family lolol)

It is at the current time in the RP, but it will eventually expand to cover what's in that map. This map is between now and some date in the future, it just shows what we're going to have before the end of the mid 19th century, I guess.

Well, no, that's *my* prediction. I basically extrapolate what I think people's motives are, or declarations and play that out. For example, if Jeff says he wants to annex Finland, I'd probably make it Russian on the map since the odds fly pretty strongly in Russia's direction.
