Frankly, a half dozen Enclave soldiers could probably wipe out several entire tribes all at once. In Fallout New Vegas, if you didn't already know, there's a quest that involves the remnants of the Enclave (letting you choose to ally them with either the NCR or Caesar's Legion), and a few ending slides about them depending on who you allied them with and what faction takes Hoover Dam; well, let me quote one of the endings for you, just to demonstrate how strong the Enclave is in canon Fallout.
"Merciless in their assault on the NCR, the Remnants struck fear into the hearts of even the centurions at Hoover Dam. Caesar's heirs aggressively pursued the Remnants into Arizona, losing hundreds of legionaries in the process and gaining nothing in return." - http://fallout.wikia.com/wiki/Enclave_Remnants
Do you want to know how many soldiers the Enclave Remnants have in FNW? Five (or four or six, depending on your choices in the Remnants' quest). So, yes, a small amount of Enclave or Brotherhood soldiers could handle scores of other factions. However, do you want to know exactly why both the Enclave and the Brotherhood would send more than a handful of soldiers to secure the vault for themselves? It's because both the Brotherhood and Enclave have incredibly tough soldiers, and while the local tribes and Caesar's Legion wouldn't be much trouble for either of them, the Enclave wouldn't be able to take out the Brotherhood paladins with only a handful of soldiers and vice versa. If both the Brotherhood and Enclave are serious about getting into the vault, they would both know to send enough soldiers to handle the opposite faction. So, no, I don't think it's inappropriate for the BoS or the Enclave to have a decent amount of soldiers.

Why would the Enclave send extra soldiers in anticipation of the Brotherhood that doesn't even legitimately operate down South and why would the Brotherhood send additional valuable suits of Power Armor in anticipation of the Enclave - of which, to their knowledge, was completely annihilated in the destruction of the Oil Rig and Navarro, Eden's men didn't make themselves known until Project Purity was operational - when they have very real threats of the NCR and Legion needing desperate attention?

Well, I suppose you're right, it is somewhat naive to think that either the Enclave or Brotherhood would expect the others' presence in Louisiana, or send extra soldiers on wild treasure hunts. I concede your point.
