It varies from tribe to tribe. Some of the more civilized would certainly have handguns and rifles. The inbreds, probably less so. I'd base the weaponry of the Inbreds loosely off the Point Lookout Swampfolk.

Character Name: Virgil Tullius Cicero

Appearance: Raven black hair, gray eyes, athletic-muscular - lean and hungry look. Picture incoming.

Equipment: The Frunmentarii have several caches of weapons and supplies hidden within the swamps of Louisiana, to be easily retrievable. These contain all manners of weapons and equipment, perhaps most notably, a set of Power Armor - pieced together by Virgil during his long service in the Legion and marked with it's colors. On his person however, Virgil wears a black-brown combat armor breastplate and greaves, worn under durable denim jeans and a practical tunic, both reinforced by straps of dried brahmin leather and topped off with a water-proof hooded cloak and steel-toed boots.

He also brandishes a Kar98k rifle with a detachable scope, a 11mm pistol, trench-knife, maintenance kit, first-aid kit and basic provisions along with other minor misc. equipment.

Skills: Notable skills in espionage, coercion and combat along with knowledge of medicine, history, arithmetic, computers and advanced literacy.

Personality: Cold, precise and pragmatic. Compassion, mercy and morality are foreign concepts to Virgil - lost to him completely ever since the day where he shot his Senior Paladin, the closest thing he had ever had to a father. Curiously enough, however, he has a surprising soft-spot for domestic pets and sweets.

Motives: To help the Legion advance. Officially.

Virgil was once known as Initiate David Garrison of the Brotherhood of Steel, so many long years ago. Caesar's "barbarians" were rumored to be holding incredibly valuable technology, the exact nature of which was never known to David. Essentially serving as a squire to a Senior Paladin, Verres Herrod. who led a strike-force into the out-skirts of Arizona to confirm said rumors, and if proved true, to recover the technology.

David, the direct descendant of a vault-dweller and bright for being thirteen years of age, mostly up-kept his elders' weapons, armor and occasionally performed scouting duties. One night, the Paladin assigned on watch-duty while the rest of the squad slept either neglected or forgot to put out the camp-fire, which was noticed by a patrolling Legionary scout who alerted the local Centurion in charge of the nearby Legion military camp which David's strike-force was supposed to assault. The Centurion rapidly rallied his forces to march and several nights later, David and Verres engaged on a scouting patrol alone. Expecting to meet no resistance, they were instead accosted by a overwhelming gang of Legionary soldiers.

Verres, equipped with power armor, gunned down man after man. The Legionnaries were unable to make a dent in the advanced armor and Verres was restrained by a limited ammunition supply. Eventually, the Centurion promised mercy if they surrendered. This, of course, was brushed off by Verres. David however, was frightened, scared - having saw many skeletons crucified on their travels through Arizona. He yelped out to his Senior Paladin for help, and when he turned his attention, David fired off his laser-pistol ( intended for self-sacrifice) directly through his eye-piece at point blank range, incinerating his brain and killing him instantly. David then promptly put down his weapons and surrendered.

After a moment of contemplation, the Centurion reneged on his promise and had him herded with other captives from renegade tribes who refused to assimilate to be crucified. However, a Consul of the Officiorum ab Famulatus inquired into his skills, and learning of his higher education in the Brotherhood, purchased him as a slave off the Centurion for his personal use.

David, now having no name but "Slave" or "Servant" tended to the Consul in whatever way he wished, his will having been broken ever since he turned the pistol upon Verres, who was a mentor and father-figure to him. Upon one feast in Flagstaff, David noted one guest with a knife under his sleeve, eyeing his slave-master. David had no particular love for the Consul, but he knew their fates were interwined. He waited until the assassin made his move in a blind, brutish charge and intercepted the man with a precise dinner-knife stab to the jugular. If the Consul was abhorrent for keeping slaves, at-least he knew of the concept of gratitude as David was released from servitude soon after.

A member of the Frumentarii noted the potential within the boy, and offered him a warm bed and decent pay if he entered military service. Partially out of having no alternatives and partially out of a vague death-seeking desire, David - newly christened as Virgil Tullius Cicero upon becoming a Legion Citizen - joined.

For decades, Virgil was trained and then released upon the Legion's enemies. Rather it be intrigue, a knife or a bribe in the right place or leading a precise strike-team of legionnaires into the back-lines of a enemy formation, Virgil performed his task stoically and brutally.

Gradually, he was honed into a fine killing-machine and lethal agent of Caesar's Legion. The tenants of the Brotherhood and the indoctrination of Caesar began to mix within his brain and the Frunmentarii developed a unique set of ideals and to distract himself from the pain of the betrayal he performed to save his own skin, he gave himself a purpose. A enlightened Legion. One like the true Empire of centuries past, that he had read about in the precious few surviving parchments and holo-tapes of the pre-war. He kept this silent, something to yearn after.

He finally got his opportunity at the age of thirty-two when he was ordered to gather seven of the best men he could gather and operate as a forward scouting force to back up a expeditionary century in the distant swamps of Louisiana. Virgil's men, however, were chosen for their loyalty to him personally - not to Caesar - and with hundreds of miles between Flagstaff and New Orleans, communications can get lost easily and the Frunmentarii commander can hardly imagine being blamed if he turned the wonders of that rumored vault to his own uses.....

I bet a tribe like the Iron Jackets, named for the traditional body armor they make in their crude up-county forges, might have access to a wide range of close-combat weapons. Serrated throwing spears and nasty trailer-hitch knives, for sure. Then there's the more inbred cannibal clans like Troubles or Sundowners that haunt the bayous north of Baton Rouge. Survivors of their night-time raids sometimes say their war bands were screened by men armed with home-made rifles; stocks and barrels decorated with human teeth and crocodile scales. They also say traders from the rubble rings around Bossier City have recently been selling higher-quality longrifles to some of the Toche Town tribes. Probably in exchange for crock skins and slaves. There's always some feud or another going on down there.

I must ask, I am interested in this rp mind you, does the 200 member limit only apply to actual troops in my group and not apply to civilians under my "Control". Say I controlled a small village or two, would the civilian population living in said villages count against my member count? Mind you I am thinking of being a warlord of some sorts with control over a small area and some villages.

Faction numbers: Including Virgil, the Frumentarii in Louisiana consists of eight of the most experienced and highly-qualified members that were picked to undergo forward scouting in the hellish swamps surrounding New Orleans.

Faction Bio: Virgil, a senior Frumentarii was given the authority of hand-picking the best men out of the Legion military formation to support the advance of a Legion Centuria into Louisiana. The eight including a highly effective Blackfoot scout, a gun-totting defecting NCR soldier, a quartermaster and medic of Decanus rank and even a woman - a rare sight in Legionary formations yet unsurprisingly considering the Frumentarii's pragmatism and resourcefulness.

Starting Location: To be decided upon first post.

Goals: Support the main Legion advance, officially.

Faction name: Enclave Louisiana Expeditionary Force (ELEF), often referred to as the Elephant by it's troops.

Faction Leader: Captain Victor Drake

Faction numbers: 8 power-armoured troops, including Drake, plus 3 eyebots and 4 Hardened Sentry Bots.

Faction Bio: The Louisiana Expedition was launched on Colonel Autumn's orders from Chicago; it is unknown whether the President granted his approval, but among those on the expedition it is suspected that Autumn launched it of his own accord, especally given that all those on the mission were known to be less than fond of the Colonel or the Chicago Base Commander, known to be one of Autumn's friends. Utilising a pair of Vertibirds for the majority of their journey, refuelling at abandoned US Airbases and secret Enclave installations along the way they were forced to ditch their Vertibird at Natchitoches, where they currently reside.

Starting Location: Natchitoches

Goals: Secure the Vault, extract it's contents back to Chicago (or possibily use the contents to cleanse the Lousiana Wasteland of muties, depending on how loyal Drake is feeling at the time)

Character Name: Victor Drake

Appearance: Not the best, but...

Equipment: Enclave Power Armour, Plasma Rifle, Plasma Pistol, 3 Plasma Grenades, Long-Range Radio

Skills: Trained Vertibird pilot, decent marksman, mechanics and hacking

Personality: Drake has a deep lack of respect for anyone who has authority without proving why they should have it, and law/order in general that he thinks is pointless. He's blunt, brutally honest and prone to bouts of psychopathic rage if he's pissed off by anyone a little too much. However, he genuinely cares for those under his command, and is willing to do just about anything to protect them.

Motives: He has his orders to retrieve the Vault's contents, although whether he'll actually deliver them or use them himself is a matter he's still debating.

Backstory: Born shortly before the Enclave's expulsion from California, Drake grew up on the move. He originally trained to become an engineer, as his father had, but manpower shortages forced him into the military shortly after he finished training. Following his military training, he was stationed in Chicago where he would take part in pacifying the ruins, during which he was promoted, before he was chosen to lead the ELEF south.

Faction numbers: A force of 70, calling themselves "Apollo Militants" wear scavenged power armor, painted a blinding silver and gold. They are led by Jeremiah himself, who wears a frayed red makeshift cape. Weapons used include modified gauss rifles for the senior militants, laser rifles for most of the rest, and for those that prefer melee weapons, shishkebabs and trench knives. There are about 110 citizens as well, most of them carrying some variant of knife, however, and many arming themselves with laser pistols.

Faction Bio: The Order of the Gatekeepers are a group of citizens from Vault 62, a vault that was situated beneath an abandoned building in New Orleans' French Quarter. Considering the French Quarter happened to be New Orleans' "supernatural hotspot", the line between folklore eventually blurred, and midway between the time of entering and exiting the vault, the vault's citizens were taught of Vampires and witches just the same as they were math and science. After leaving the vault, they took over the remains of the St. Louis Cathedral, and dedicated themselves to killing all creatures such as vampires. However, as these creatures did not exist in reality, and they had no depiction of them, the Gatekeepers eventually turned on the creatures tainted by radiation, such as the ghouls. To them, the terms "vampire" and "ghoul" were literal synonyms. When confronted with technology they had no knowledge of, such as more advanced robotics and forms of electricity, they condemned it, and burned its creators and users at the stake. They eventually restored and reinforced the St. Louis cathedral, christening it the (Haven of St. Louis)

Starting Location: Haven of St. Louis, just outside of Rat City

Goals: To eradicate Louisiana of creatures tainted and deformed by radiation, and to rid it of the abominations that were once normal animals.

Appearance: When not in power armor, he wears a dusty pre-war suit: (Yeah, sorry I couldn't find any pictures of vampire hunter looking people in power armor.)

Equipment: Glorious Power Armor, Lance of St. Louis (An AER14 Laser Rifle found in the St. Louis Cathedral, painted gold. Stronger than the normal Laser Rifle), three stimpacks, three and a half packs of cigarettes, and a silver-painted shishkebab.

Skills: Incredibly charismatic as well as very bold, a surprising prowess in science, and a sizable strength.

Personality: Jeremiah is a very faithful person, who attempts to do good in his eyes. He has a very noticeable presence in a room, and tends to be a natural-born leader.

Motives: To lead the Gatekeepers to victory over all things he deems unholy and profane, mainly the irradiated creatures.

Backstory: Jeremiah grew up in Vault 62, and was part of the third and final generation to be born in it. He is the great grandson of the first Overseer of Vault 62, and as such was named the leader of the Gatekeepers. His life in Vault 62 wasn't very notable, but he was one of the main spreaders of the vampire folklore. After exiting the vault, he saw the cross overhead St. Louis Cathedral, and knew to move the vault residents to it. His crusades began when a ghoul attempted to enter the Cathedral of St. Louis. He completely disintegrated the "foul beast", and put its ashes in an urn which he displayed on the altar in the St. Louis Cathedral. He is the main priest of the Haven of St. Louis, and regularly converts citizens of Rat City. Unlike other people who want to purge all those who were tainted by radiation, he seeks only to slay all those who have been physically and behaviorally deformed by the radiation. Many Gatekeepers informally call him "St. Alexander", although he does not condone the calling of him it, as he believes he is not worthy of sainthood until he purges Louisiana of the foul beasts once and for all.

One word: Ammo. Plasma ammo is going to be very, very difficult to find around here, especally since the Enclave will refuse to trade for it, and once they're out of ammo the Enclave are all but useless.

In effect they have to play a careful balancing act. Use enough ammo to survive and get to the
Vault, but have enough to hold the Vault.

The Brotherhood of Steel is also pretty God damn strong; if you've ever tried to fight them in Fallout New Vegas, you'll know just how tough they are. Besides, what they have in training and equipment, they lack in numbers. There might be a couple dozen Enclave soldiers, or a couple dozen Brotherhood paladins, but chances are the local tribes would have hundreds of warriors and or raiders; considering this, I wouldn't say the Enclave or the Brotherhood are that overpowered.

I'm recycling a character that I could've easily had so much fun with, but the RP she was in sadly died.

Character Name: Nascha Laukkanen

  • 2x M1911 pistols, one Smith & Wesson model (known as Sin), black gunmetal with a synthetic grip, the other Ruger (known as Virtue), stainless steel with a wooden grip. Both are in decent condition, though Virtue is in better condition externally, and Sin has slightly better accuracy.

Skills: Quite intelligent, good at identifying most plants and animals of the Louisiana wasteland. Good enough with a handgun, or a rifle. Decent enough at firearms repair, at least good enough for her pistols. Especially good at using her ample supply of string as garrote, which is aided by its strength. Has very good reaction time. Good at surviving on her own, as she has done so for a while. Cliff Young endurance, which she has given herself through training.
Personality: IFSP. Quiet, serious, kind, sensitive, she tries to avoid conflict if she can. Loyal and faithful to those she considers allies (She is slow in making friends). Very strong sense for the aesthetics of things. Mentally flexible, with a bit of a mechanical knack, though more of a textile one.
Motives: For the treasure? None, she has no interest in it. Though if she discovers the Legion is indeed after it - whether the treasure exists or not - she would probably try to take it just so they don't get their hands on it.
Backstory: If you were to ask Nascha where she came from, she would just respond with a shrug or a short 'I dunno'. It's not that she doesn't know, it's just she doesn't care much about it - Her hometown was burned down by Caesar's Legion when she was young, and that's that. She cried a lot back then, but she doesn't mind much now because her early childhood wasn't particularly pleasant anyway. She managed to escape (the Legion had only wanted to send a message) and travelled due east across the plains, until she was picked up on the Arkansas by a band of traders. Specifically, she was adopted by the tailoring family in the small group. Like most trader groups, this one was largely self-sufficient, and as she had been adopted by the tailoring family, she was trained in that craft. (She was fine with it, as she found it relaxing.) More importantly, the group was strictly neutral, though it tended to avoid the no-man's-land on the Defiance side for safety reasons. As it turned out, many of them were enemies of Defiance, or escaped convicts. It was a good time for her, and during this time she was trained in the art of gun combat by her adoptive uncle, the group's gunsmith. She was also trained in the sciences of survival by her adoptive cousin, who was in charge of food.

It didn't last long, obviously. If it had Nascha wouldn't be as interesting as she is, or so she claims. Around when she was 16 her little band of travelers found itself caught in the midst of a rather ugly turf war between Defiance and Providence. She was out hunting when the campsite was mistaken as enemy property by the and ransacked. It doesn't take much imagination to know what happened to them. She's been on the road and on the run since, using her craft in order to obtain food and equipment, and never staying in one place long.

We have exactly 900 plasma rifle shots and 75 plasma grenades to cover a distance of roughly 250 miles filled with hostiles, and then breach/hold the Vault at the end of it. It's kind of a suicide mission, which is part of the reason.

Character Name: Calvin "Cal" Houston

Appearance: Something like this

Equipment: "Vigilance," a silenced Hunting Rifle, a Knife, 2 Frag Grenades, ~200 Caps, a couple cans of Pork n' Beans, and 6 things of Jet. When it comes to armor, he wears an old Trench Coat, with some extra fabric around the neck and mouth to protect the wearer. Underneath, he wears an old Bullet Proof Vest.

Skills: Cal is a good shot with a rifle and has a silver tongue

Personality: To sum up his personality in 3 words: Quiet, charismatic, good. Cal typically stays out of trouble, and would rather use his wit to get out of a confrontation than his rifle. But, if needed, he could definitely put up a fight.

Motives: Obviously to survive, like everyone else, but also to support the Brotherhood of Steel in Louisiana. Not officially, of course, but he'll do whatever he can when he can. He is also trying to get in contact with a family member who he believes is living near Rat City.

Backstory: No one knows much about Cal. He says he was born in Texas around 2239, living in a small settlement in the Dallas Ruins. Not much is known about his time in Texas. He first entered Louisiana in 2266, walking into the small settlement on the outskirts of the Shreveport ruins. He didn't say much, though he did ask the mayor of the settlement for a place to stay. Since he didn't have many caps, Cal tried to barter with the mayor. The mayor said that he could give Cal a shack, but only if he could clear out a small tribal den nearby. They had been terrorizing some of the locals on the outskirts for a few weeks. Cal reluctantly agreed, and headed off to the location given to him. The next day, he returned with a new rifle and 5 ears as proof. The mayor, upholding his end of the bargain, gave Cal a shack on the edge of town.

He lived here for a few years, until someone from his past wanted him dead. No one knows what happened exactly, but in August of 2074, Cal left the town. All that remained were the charred remains of his house and three burnt corpses near the front door. After this incident, Cal never stayed in one place for long. At most, he would stay in a town for two months before packing his things. Since the incident, Cal has been slowly moving south. He's currently in the suburbs, or at least what were once suburbs, of Hellenia

(I'm planning on going into more detail of Cal's early life in the RP, so pardon the lack of details there)

Equipment:Chinese Assault rifle, Merchant armor, 256 Caps, and 200 Assault rifle bullets

Skills:
Sharpshooting-He grew up learning how to shoot and is quite good at it,
Knowledge-Jule seems to be the only one of the family who realizes his mistakes
Survival-When he was 12 he got lost in the forest and had to live there for a couple months

Personality:Jule is a kind heart and loves his sister to the point of killing people to protect her,
He also loves animals

Motives:To be live happily with his family

Backstory: Jule was born to a small family out in Louisiana, When he was 2 his parents were killed by Sawyer Brutes and kidnapped him. He grew up being treached their beliefs and is very much different then the rest of his 'Family' Growing up Jule always thought his family were weird and often denied eating other people. So Jule grew up being the reject in the family but that all changed when he was 16, Someone caught him doing the 'funky' with his little sister (Not that little, Like 15) and his prestige in the family increased greatly to the point of his grandfather demanding they get married, The option of marriage is still on debate

I wasn't trying to say that the Brotherhood or Enclave should made weaker, I admitted to a platoon of them being able to wipe out an army in the prior sentence. I was implying that the numbers could be decreased a tad, since they are so potent. Especially considering the maximum amount a faction is able to have is 200, including civilians IIRC - so even a small amount of Enclave/BoS soldiers could feasibly take on scores of other factions. Hell, I doubt Colonel Autumn even has twenty-five soldiers and related supplies to just throw across America to chase after some idle rumor.

But then again, since Lunas' supply situation is so shitty, that may make up for it.

I must ask will we be able to base are faction more or less anywhere in Louisiana or are we confined to a specific area? Depending on the answer I am looking at 2 locations:

1. Arcadia, Bienville Parish, Louisiana- highest elevation of any town in Louisiana, makes for an excellent defensive spot.
2. Pointe à la Hache, Plaquemines Parish, Louisiana - somewhat close to new Orleans and in general the action providing me access to trade and diplomacy but leaving me vulnerable to attack from larger groups.
