But the population increase in Kiev was creating a problem because the infrastructure could not support the population. So Reznov enacted the Kievian act. The act was to improve the cities infrastructure by replacing and building new water pipes, sewage control, modernized power lines to power all sectors of the city cheaply, as well as build and improve the road and transit system within the city.

KIEV NEWS: The militant group "Romanian Liberation Front" or the "RLF" fired upon RUR forces in the Romanian region. A military force of over 20,000 was sent to find, and destroy the RLF who has been causing major bombings within the area. During the firefight over 364 RLF forces were killed and over 500 captured, over 35 RUR soldiers were killed or wounded and 317 civilians were killed or injured. The tanks would not cost much for the government to build especially with more raw materials coming from the mines in the Ukraine and Romanian regions. Reznov ordered that 2500 must be built by the end of 1938 and for 5000 to be built by 1940. With that Reznov looked at the engineers and said " you have done great with designing the medium tank, but do not think your job is complete. I am going to start two more funding programs, one for a new fast-reliable light tank that could be mass produced. The second project will be for a heavy tank-destroyer. You will receive your needed funding and I need the tank destroyer design completed by 1940" he then walked out and travelled back to Kiev.

The new tank design, the T-34/36 has finished trials and entered mass production, The tank combines excellent armour, main gun, speed, durability and ease of manufacture in to one single "wonder tank". Many military annalists are calling it the best all round weapon of the century. The T-34/36 will replace all previous types of tank by next year. The BT-7 will be kept in storage for a few years after being replaced, then they will be sold and the T-26's will be either scrapped or sold. The Tank Design Bureau is also working on a new series on Self-Propelled guns and tank destroyers.

Today, the French Armies highest circles (de Gaulle, the President etc) approved the creation of the Special Operations Force, or SOF. The SOF will supply, train, arm and help foreign resistance fighters fight against their oppressors. The existence of SOF is known to only a handful of people, and officially its agents are Logistics Officers. The SOPF's first target is Belgium, they will contact the Belgian resistance and help prepare them against the Nazi's. Today a letter was delivered to the Belgian resistance.

General Mannerheim was urging that the president prepare for the possible war to the East. Sweden had already offered military support if the USSR tried to intervene in Finland. Mannerheim looked out the window of his office at Tälii Military Academy. He could only hope that it would not come to war, Finland was a small country with a small military. Russia was a brute when it came to war be it the first world war or the Manchurian Conflicts. Finland had a small army consisting of 25,000 soldiers including reserves, and it had few outdated tanks and planes that they had received from the Soviets and Germans in the early 30's. "Mr president, we need to start preparing now. Even if the war does not come, it will only help strengthen our nations defense. We have nothing to lose by being prepared. It is better to be safe than sorry." The president sat in a chair in Mannerheim's office in deep thought. He did not want to provoke the Soviets by mobilizing their armed forces. However, it was necessary for the defense of Finland to do it. He let out a long sigh... "Mobilize no more than 10,000 soldiers and don't place them with in 50Km of the Russian borders. We have no need to provoke them."
With that Mannerheim left his office putting on his coat and hat as he exited the building and walked into the blizzard outside.

Soldiers of small units were being placed in the towns of Ivalo, Kellosselkä, Taivalokoski, Tiiarnen, Lieksa, Ilomantsi, Imatra, and Kotka. There were little more than 1,000 men per town, but at least it was something

A Soviet trade ship en route to Peru was stopped at the Gibraltar blockade. A Spanish Dreadnought named "Jaime I" approached the ship. Juan, the ship's commander, requested permission to board for inspection. The Finnish Defense Minister looked over the inventory of the Finnish Defense Forces. Upon looking over it, he noticed that Finland was lacking when it came to armor and aircraft. And severely lacking in artillery and anti tank weapons. A weapon that interested them was the 7.5cm kanon PL vz. 37 that was under works at the Skoda Works factory. As the defense minister looked over the inventory a secretary entered the room with Italy. The letter stated that Italy was willing to sell them equipment and weapons.

After hearing about Italy's intervention in the Peru-Hispanic & American war Jose was very disappointed. Since he came to power Jose has always wanted to secure relations with the Italians, but it would seem that is impossible. Jose reluctantly follows Franco's advice and will from this point on deny the Italian all access though the Gibraltar strait, any ships that try to force their way though will be bombarded by coastal weapons. In the hopes of preventing an Italian invasion General Cortez's army that was on the border with France is to redeployed onto Spain's Eastern Coast.

As you know, France has declared neutrality in the current conflict (unless someone attacks France), I do understand that the Peruvians have used gas as a weapon on civilians, however the USA has shelled innocent civilians as well. France will remain neutral. However, the opening of the Mediterranean is NOT SPANISH PROPERTY. I DEMAND YOU LEAVE THE STRAITS AND LET SHIPS PASS THROUGH UNINTERRUPTED AGAIN. If you do not do this, I will remove your fleet. Already I have mobilized my fleets at Oran in Algeria and Marseilles in France, they are instructed to open the straits. I will also be willing to invade Spanish Morocco if this is not done.

You have 2 days to move your fleet and guns on the straits or I will take action.

In Oran and Marseilles, the fleets have been mobilized and have begun sailing for Gibrlta, if it comes to battle, the modern French fleet will be able to blow the Spanish out of the water. However land guns would harder to dislodge. In Algeria, around 40,000 soldiers and 150 tanks have been placed on the border with Spanish Morocco, encase an invasion is needed to dislodge them.

In Paris, the Admiralty has approved designs for a new class of Battleship, the Alsace-class battleship. The Alsace class will be made up a 3 ships (possibly 4) and will be the strongest in the fleet, the will work alongside older designs eg Richelieu class to protect French interest across the world. However, the Alsace will not be ready for many months.

As for the troop mobilization, Another world war is in the midst. The Americans and Peruvians are at it, and who knows who they could drag in. And I do not think Germany can be appeased if they were to grab more land, next it could be Scandinavia or Ukraine . The war in Asia is out of hand along with all of that, and Finland must be prepared no matter what the circumstance is. If you were worried about an attack from us, I must inform you that we would be foolish to do such a thing. Who in their right mind would wage war against the USSR? Our troop movements were very careful as to not disturb your border and stay within ours.

Mannerheim read the news and realized that a war was indeed sparked and who knew how long it would last. If America set foot on European soil would any countries be able to stop them alone? America had surprised the world with their unprecedented army when they entered Europe in the first world war, but what would it look like this time? That people could only fathom. Mannerheim decided their was no better time than now to call up the reserves and encourage more men to join the defense forces. Soon enough a couple thousand had joined raising the active troop number to 20,000 and the reserves and home guard had raised to 30,000. Still not much in man power, most would be armed with KP's, and Finnish M26 rifles. With very, very limited numbers of maxims and DP's within the mix.
