Actually I do have a good idea in my head that is almost complete. The only thing I am missing is a motive for it. I think I will just go with money. I think it fits the leader of the team very well.
I talked to the OP recently. He had some RL issues that took him off for a bit. I assume he is coming back. and if he does not, then I will take over as OP until he is able to. Anyone have problems with that?

I personally would find it unrealistic due to the need for tact. The current jail system seems to make more sense for the current situation. Maybe once things go to shit and there's martial law everywhere and cats and dogs are living together, Suicide Squads would be created to handle the craziness due to the need for 100% secrecy being out the window.

- Combat & prehension: At its peak, Damocles is 6 metres long, supple, tougher than crucible steel, strong enough to crush a car in its coils and can reach supersonic speeds. It is extremely insulating to electricity and heat. Not only is it a superb weapon and a shield, it can be used as a third hand like an octopus's tentacles.
- Sensing: Damocles doesn't operate only on Simon's senses. It possesses an extraordinary sense of smell, infrared sensing abilities and dorsal ocelli similar to those found in insects. This allows it to be used for tracking and night vision, and to react with superhuman speed to things which Simon doesn't perceive.
Damocles materializes at Simon's wish. It is mostly invisible to human eyes, but infrared- or UV-sensing organisms would see it as something like this (disregard the human body). It actually has a thin, lenticular cross-section making it more similar to a long, supple blade than to a tail. When it is materialized, its movements can be detected by a shimmering in the air.
As mentioned above, it reacts not only to Simon's senses but also on its own; this has the downside that it works largely on pure reflex, being faster in both reflexes and motion than Simon can think, and thus doesn't always do what Simon would have wanted it to do if he had been in control.
Besides this, Damocles has several weaknesses. It can only be safely deployed for short amounts of time, up to about fifteen minutes at an end, before starting to disintegrate: this is because it actually functions by consuming the nutrients present in Simon's body, and after more or less fifteen minutes, it starts literally eating Simon up, using his muscular tissues as fuel and thus causing him irreversible damage. This has caused Simon to acquire the habit of eating almost constantly in order to accumulate nutrients for Damocles: at best, after a hearty meal, he can manage to keep it active for up to 22 minutes - unless, that is, he chooses to feed it his own body.
It is also important to note that Damocles's power fluctuates somewhat based on the quality of Simon's alimentation. It requires a balanced diet marred only by large amounts of meat, else it grows brittle and relatively slow.
More importantly, Damocles doesn't react well to intense luminosity. When exposed to powerful white light, it starts to disintegrate spontaneously, emitting purple sparks all along its length that make it visible. Ordinary daylight wouldn't be a big problem, but very good weather might, not to mention strong artificial light and such.

Simon Leguin was born in Montreal, Quebec in 1993 to an ordinary working class family. His childhood was quite unremarkable until he was kidnapped by the NSA for their grand plan in 2000. At the Plum Island facility, he was kept permanently restrained in a specially-designed isolation ward which was, in fact, a vertical tube too small for him to deploy Damocles without crushing himself, and fed by intravenous injection.
This lasted until the assault on the facility in 2007. During the event, the fighting eventually reached the isolation wards, and a stray shotgun slug found its way to Simon's tube, causing some structural damage. Simon did not miss this opportunity: he deployed Damocles and managed to shatter his ward, dislocating both his shoulders and snapping several ribs in the process. Most people would have been put down by that, but years of being imprisoned in a compartment too small to spread an arm had done things to Simon's mind. He used Damocles to set his shoulders back into their sockets and cut his bonds and, completely ignoring the pain in his ribs, made his escape in a manner reminiscent of a certain anime.
