I personally would find it unrealistic due to the need for tact. The current jail system seems to make more sense for the current situation. Maybe once things go to shit and there's martial law everywhere and cats and dogs are living together, Suicide Squads would be created to handle the craziness due to the need for 100% secrecy being out the window.

As mentioned above, it reacts not only to Simon's senses but also on its own; this has the downside that it works largely on pure reflex, being faster in both reflexes and motion than Simon can think, and thus doesn't always do what Simon would have wanted it to do if he had been in control.Simon Leguin was born in Montreal, Quebec in 1993 to an ordinary working class family. His childhood was quite unremarkable until he was kidnapped by the NSA for their grand plan in 2000. At the Plum Island facility, he was kept permanently restrained in a specially-designed isolation ward which was, in fact, a vertical tube too small for him to deploy Damocles without crushing himself, and fed by intravenous injection.
This lasted until the assault on the facility in 2007. During the event, the fighting eventually reached the isolation wards, and a stray shotgun slug found its way to Simon's tube, causing some structural damage. Simon did not miss this opportunity: he deployed Damocles and managed to shatter his ward, dislocating both his shoulders and snapping several ribs in the process. Most people would have been put down by that, but years of being imprisoned in a compartment too small to spread an arm had done things to Simon's mind. He used Damocles to set his shoulders back into their sockets and cut his bonds and, completely ignoring the pain in his ribs, made his escape in a manner reminiscent of a certain anime.
He ended up diving into the sea with two bullet wounds and washed up a few hours later on Long Island, where a couple of elderly locals, the Bartons, took him in and nursed him back to health over the course of a few weeks. Contrary to what one might have expected, he had not lost his memory. In fact, he was very much aware of the situation. He thought about what to do and came to the conclusion that he had to lay low for a while, until the NSA was convinced of his death; after this, he would come back and take bloody revenge.
He spent the next 2 years with the Bartons; when he left after they died of old age, he took with him their deceased grandson Robert's leftover ID, thus acquiring the alias "Robert Barton". Since then, he's been wandering here and there, living off part-time jobs and educating himself by reading whatever he got his hands on and attending university lectures whenever he could.
His years of imprisonment have made him somewhat unstable: he is as likely to kill in self-defense as over a spilt glass of water, as far as most humans are concerned. He also strongly believes that the Forsaken are inherently superior to humans and deserve to rule over them as the next step in their evolution. His agenda is to take over the world, nothing less, and to establish the rule of the Forsaken.
