Not only that but the staff at Hogwarts, if they found out, would definitely investigate disciplinary options for those responsible.

The ministry only seems to follow up on violations of the Statute of Secrecy. Underage magic in Hogsmede on the train and in wizarding houses seems to be entirely ignored.

Yeah, for example, I believe that Hermione fixed Harry's glasses on the train useing magic in the.......2nd book? I think?

Still don't think they're "Almost there"....Do they normally do some sort of announcement when it is time to get your robes on? I don't remember.
Technically by now though, the train has probably at least started moving. But I doubt it is almost anywhere...

I don't believe so, I think the prefects come around to tell you. I couldn't imagine the train not moving at this point, unless there was some kind of problem. It would definitely be moving by now.
