The CSA, the Four Former Puppets(Quebec, Rio Grande, al-Mayiquh, Tehuantepec), Denmark, and North New Guinea would oppose the Soviet invasion of the country, decrying it as an interference by the USSR in the affairs of a sovereign country, saying that a communist invasion of Iran constitutes an unjust invasion of Iranian internal affairs. There are two major alternatives to Israel, as I see it
- the Jewish Autonomous Oblast in Russia
- the Confederate States of America

Shanta would be the Chinese name over them, or 山塔島.
Secondly, I plan on having some communities be built there, so about 20,000 people live on the archipelago. Most will live on the Bolshoy Shantar Island/Shanta Island, in the city of Shancheng, the northernmost city in the Empire (about 12,500 people in Shancheng, about 4,000 in villages on the island, and the rest on the other islands).

You want 20,000 people to live on four or five barren, isolated islands with rough terrain, a total area of about 2,100 sq km and no population IRL, and no resources worth speaking of? Only 3,000 people live on the Falklands, which are 12,200 sq km. 2,500 live on Svalbard, which is 61,000 sq km. 2,000 people live on Novaya Zemlya, which is 55,200 sq km. Hell, only 31,000 people live in Nunavut, which is 2,000,000 sq km.
